MINUTES OF COUNCIL MEETING
January 17, 2017
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Tuesday, January
17, 2017, 6:00p.m. in the Council Chambers of the Howard L. Brown Public Safety Building , 1100
Smith Street with Mayor Carson Ross presiding.

Also present were Deputy City Administrator Adam Norris, Assistant
City Administrator Christine Cates, interim City Attorney Bob
McDonald, and City Clerk Sheryl Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order. Scouts
TO ORDER from Troop 175 from Timothy Lutheran led in the Pledge of
Allegiance.
APPROVE CITY COUNCIL Councilman Qui bell moved to approve the minutes of the December
MINUTES 19, 2016 meeting of the City Council meeting. Motion seconded by
Councilman Carter and carried with the following votes:

RESOLUTION 01-2017- Councilman Quibell moved to adopt Resolution No. 01-2017
WATER VALVE approving a contract for Water Valve Inventory and Assessment.

RESOLUTION 02-2017 - Councilman Quibell moved to adopt Resolution No. 02-2017
TYER ROAD SANITARY approving a contract for Tyer Road Sanitary Sewer, Phase I Project.

RESOLUTION 03-2017- Councilman Quibell moved to adopt Resolution No. 03-2017
PURCHASE DUMP approving a purchase of a in the amount of $129,327.00 from KCR
TRUCK International Trucks, Inc. d/b/a Diamond International of Kansas City
for a 2017 heavy duty 36,000 GVW dump truck with hydraulics and
dump bed with integral salt spreader. Motion seconded by
Councilman Carter and carried with the following votes :

RESOLUTION 04-2017- Councilman Quibell moved to adopt Resolution No. 04-2017
PURCHASE EXCAVATOR approving the purchase of a Takeuchi Excavator Model TB290 in the
amount of $98,864.59 with a trade-in of $61 ,000.00 leaving a final
cost of $37,864.59 from The Victor L Phillips Company. Motion
seconded by Councilman Carter and carried with the following votes :

POLICE OFFICERS Lodge #50 for Police Officers. Motion seconded by Councilman

PUBLIC HEARING - Mayor Ross opened the Public Hearing on the Amended PR-O
AMENDED PR-O Concept Plan for Eagles Ridge Estates PR-O Tracts 1 thru 4. At the
CONCEPT PLAN EAGLES request of the applicant, David Ward , the public hearing will be

continue this public hearing is in order.
MOTION TO CONTINUE Councilman Edmondson moved to continue the public hearing on
(PROC-1 0-16-5526) the Amended PR-O Concept Plan for Eagles Ridge Estates PR-O
Tracts 1 thru 4 to the February 21 , 2017 Council meeting. Motion
seconded by Councilman Culpepper and carried unanimously.
PUBLIC HEARING- TAX Mayor Ross opened the Public Hearings on the Tax Increment
INCREMENT FINANCING Financing (TIF) and Economic Development Incentive at 6:03 p.m.
AND ECONOMIC The minutes of the public hearing were recorded by a certified court
DEVELOPMENT reporter. City Clerk Sheryl Morgan entered one exhibit into the
INCENTIVE UPDATE
record.
STAFF REPORT Christine Cates, Assistant City Administrator stated State law
requires a public hearing be held for each TIF project once every
five years; Blue Springs reports on all projects every year. Ms.
Cates provided an update on all TIF projects that are currently active
within the City and Economic Development Incentives that were
approved during the 2015-2016 fiscal year. Ms. Cates also gave an
overview of the Land Bank activity. The TIF Annual Report is
available on the City's website for public review. A copy of the
PowerPoint presentation is attached to these Minutes and
incorporated herein.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:12p.m.
INTRODUCTION AND 1sr Councilman Carter introduced Bill No. 4466 providing for a sales tax
READING - BILL NO. in the amount of one-half of one percent for the purpose of providing
4466 - BALLOT ISSUE funding for local parks and calling an election on the question of
FOR PARKS SALES TAX whether to impose such sales tax; and designating the time of
holding said election. City Clerk Sheryl Morgan made the first
reading of Bill No. 4466 by title; copies of the proposed Bill having
previously been made available to the public.
Councilman Quibell moved to approve Bill No. 4466 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Culpepper and, after Council discussion, carried with a
vote of 5 - 1 (Councilman Fowler voting NO).

4466 Councilman Quibell moved to adopt Bill No. 4466 upon its second

reading and give it ORDINANCE NO. 4639, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Carter and carried with the following vote:

4467 Councilman Quibell moved to adopt Bill No. 4467 upon its second
reading and give it ORDINANCE NO. 4640, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote :

CONSTRUCTION Deputy City Administrator Adam Norris presented information on the
MANAGER AT RISK construction manager at-risk selection process for the City Hall
Complex Renovation Project. Mr. Norris stated pursuant to State
statute, the Request for Qualifications would be published in the
Examiner on January 24 and January 31 , 2017 prior to opening bids
on February 7, 2017.
MAYORAL Mayor Ross expressed his continued frustration about the violence
ANNOUNCEMENTS throughout the country.
Mayor Ross was honored to receive the Legacy Award at the Olathe
NAACP MLK Dinner last night.
Kudos to Missouri Governor Eric Greitens regarding the forecast on
the anticipated ice storm last weekend and how the State was
preparing for it and giving Blue Springs his support.
MOTION TO GO INTO At 6:27 p.m., Councilman Carter moved the Council go into closed
CLOSED SESSION session pursuant to Section 610.021 , subparagraphs (2), (3) and
(12), Revised Statutes of Missouri, for the purpose of privileged
communications between a governmental body or its representative
and legal counsel relating to real estate, personnel issues, and

contract negotiations, and that any minutes, documents and other
records discussed or taken during the closed session remain closed,
and that this body stand adjourned at the completion of such
session. Motion seconded by Councilman Edmondson and carried
with the following votes:

ADJOURNMENT Following completion of the executive session, the Council stood
