MINUTES OF COUNCIL MEETING
February 6, 2017
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February
6, 2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.
COUNCILMEN IN Jeff Quibell Dale Carter
ATTENDANCE Chris Lievsay Kent Edmondson
Ron Fowler Susan Culpepper
Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, interim City Attorney Bob McDonald, and
Assistant City Clerk Dylan Gibson.
CALL MEETING Mayor Carson Ross called the City Council meeting to order and led
TO ORDER in the Pledge of Alleg iance.
MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained
the Consent Agenda.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the
MINUTES January 17, 2017 meeting of the City Council meeting. Motion
seconded by Councilman Culpepper and carried with the following
votes:

Councilman Fowler- Aye Councilman Culpepper- Aye

ADOPT RESOLUTION NO. Councilman Edmondson moved to adopt Resolution No. 09-2017
09-2017 APPROVING approving a purchase of a 2017 wheel loader in the amount of
PURCHASE OF 2017 $115,000.00 with a trade-in of $75,000.00, leaving a final cost of
WHEEL LOADER (WA-03) $40,000.00, from The Victor L Phillips Company {WA-03). Motion
seconded by Councilman Culpepper and carried with the following
votes:

APPROVE LIQUOR Councilman Edmondson moved to approve a new liquor license for
LICENSE FOR GREAT Great Life Kansas City, LLC dba Blue Springs Country Club located
LIFE KANSAS CITY, LLC at 1600 NW Circle Drive Blue Springs, MO 64014, to sell intoxicating
DBA BLUE SPRINGS liquors by the drink for consumption on premises, Restaurant-

bar/Lounge-bar and Sunday retail selling of intoxicating liquors by
the drink, on the premises; or in original package for consumption
on or off premises. Summit Investments Group LLC dba Blue

ADOPT RESOLUTION NO. Councilman Edmondson moved to adopt Resolution No. 10-2017
10-2017 RATIFYING ratifying a purchase in the amount of $59,308.00 from Veolia Water
PURCHASE OF Technologies, Inc. dba Kruger for replacement filter panels for the
REPLACEMENT FILTER tertiary filters at the wastewater treatment plant. Motion seconded by

MOTION TO CONTINUE Councilman Edmondson moved to continue the public hearings on

(PROC-12-16-5619) of Roanoke 22 of Summerfield East to the February 21 , 2017
Council meeting. Motion seconded by Councilman Quibell and
carried unanimously.
PRESENTATION- BUY Lara Vermillion , Blue Springs Chamber of Commerce President, and
BLUE SPRINGS/ Michael Zarrillo , Blue Springs Chamber of Commerce Buy Blue
DISCOVER BLUE Springs/Discover Blue Springs Committee Chair, presented an
SPRINGS
update of the Buy Blue Springs and Discover Blue Springs
programs.
Councilmen commented on the benefits of the Buy Blue Springs
program increasing traffic in downtown shops.

PRESENTATION- Gino Bueno, Vice-Chairman of the Human Relations Commission
HUMAN RELATIONS (HRC), presented an update on accomplishments and future goals.
COMMISSION
Councilmen commented on the HRC Fair in October of each year
and Mayor Ross commented on the need for the HRC in the Blue
Springs community.
INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4469 approving the
READING - BILL NO. Final Plat for Woods Chapel Corner. Assistant City Clerk Dylan
4469 APPROVING FINAL Gibson made the first reading of Bill No. 4469, by title; copies of the

Councilman Fowler moved to approve Bill No. 4469 upon its first
reading and proceed with the second reading . Motion seconded by
Councilman Culpepper and carried unanimously.
2"d READING - BILL NO. Mr. Gibson made the second reading of Bill No. 4469 by title .
4469 Councilman Quibell moved to adopt Bill No. 4469 upon its second
reading and give it ORDINANCE NO. 4641 , with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote:

MAYORAL Mayor Ross reminded everyone that the 91h Annual Mayor's State of
ANNOUNCEMENTS the City Address will be Thursday, February 161h at Adams Pointe
Conference Center at 11 :30 a.m.

ADJOURNMENT At 6:36 p.m. there was no further business to come before the
Council; Councilman Culpepper moved the meeting be adjourned.
