MINUTES OF COUNCIL MEETING
APRIL 3, 2017
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 3,
2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding .

Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator Christine
Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl
Morgan .
CALL MEETING Mayor Carson Ross called the City Council meeting to order and
TO ORDER Scouts from Troop 605 of Plaza Heights Christian Academy led in
the Pledge of Allegiance.
APPROVE CITY COUNCIL Councilman Culpepper moved to approve the minutes of the March
MINUTES 20, 2017 meeting of the City Council meeting. Motion seconded by
Councilman Carter and carried with the following votes:

Councilman Lievsay- ABSENT Councilman Edmondson -ABSENT
Councilman Fowler- Aye Councilman Culpepper- Aye
Mayor Ross -Aye
2017 FIREWORKS Councilman Culpepper moved to approve 17 of 18 fireworks permits
PERMITS authorized for the 2017 year, and to allow one additional permit if
received prior to June 1, 2017. Motion seconded by Councilman
Carter and carried with the following votes:

RESOLUTION 24-2017 - Councilman Culpepper moved to adopt Resolution No. 24-2017
APPROVE EASEMENT accepting an easement from FFG Blue Springs, LLC for the water
FROM FFG BLUE line on Lot 2 of Adams Dairy Crossing 1st Plat Lot 2. Motion
SPRINGS, LLC seconded by Councilman Carter and carried with the following votes:

RESOLUTION 25-2017- Councilman Culpepper moved to adopt Resolution No. 25-
COMBAT FUNDS 2017approving an agreement with Jackson County accepting 2017
Community Based Anti-Drug Tax (COMBAT) funds in the amount of

$134,765 for School Resource Officers. Motion seconded by
Councilman Carter and carried with the following votes:

PUBLIC HEARING - Mayor Ross stated the applicant, Summit Custom Homes, has
RIDGEWOOD PLACE AT withdrawn the pending application for an Amended Planned Unit
CHAPMAN FARMS Development Concept Plan for Ridgewood Place at Chapman
(PUDC-02-17 -5680) Farms Lots 1-105 & Tracts A-G. A new application will be noticed
for public hearing when available.
INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4481 approving the final
READING - BILL NO. plat for Swope Addition 1st Plat. City Clerk Sheryl Morgan made the
4481- FINAL PLAT FOR first reading of Bill No. 4481 by title; copies of the proposed Bill
SWOPE ADDITION 1sr having previously been made available to the public.

Councilman Fowler moved to approve Bill No. 4481 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2No READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4481 by title.
4481 Councilman Quibell moved to adopt Bill No. 4481 upon its second
reading and give it ORDINANCE NO. 4652, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote :

RESOLUTION 26-2017 - Councilman Culpepper moved to adopt Resolution No. 26-2017
DEVELOPMENT AND approving a Development and Maintenance Agreement with Clay
MAINTENANCE and Donna Swope for stormwater systems and best management
AGREEMENT WITH CLAY practices maintenance for the Final Plat Swope Addition Lot 1.
AND DONNA SWOPE
Motion seconded by Councilman Carter and carried unanimously.
INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4482 amending the 2016-
READING - BILL NO. 17 annual budget of the City of Blue Springs. City Clerk Sheryl
4482- AMEND 2016-17 Morgan made the first reading of Bill No. 4482, by title; copies of the
ANNUAL BUDGET proposed Bill having previously been made available to the public.
Councilman Fowler moved to approve Bill No. 4482 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4482 by title.
4482 Councilman Quibell moved to adopt Bill No. 4482 upon its second
reading and give it ORDINANCE NO. 4653, with a copy attached

hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote:

MAYORAL Thoughts and prayers to Independence Police Officer Thomas
ANNOUNCEMENTS Wagstaff. Blue Springs Officer Keenan Hughes will be running a
marathon in police uniform on Sunday, April gth from noon to 4:00
p.m. to raise funds for Officer Wagstaff's Answering the Call Fund
at the Greater Kansas City Public Safety Union. Thoughts are with
Councilman Fowler's father whose home was burglarized resulting
in the call for assistance.
Tomorrow's election has a half-cent sales tax for our Parks
Department. Blue Springs is one of very few cities in Missouri that
does not have a designated Park Sales Tax. District 1 and 3 will
have contested Council races as well.
Mayor Ross urged everyone to get out and vote in the local
election .
ADJOURNMENT At 6:10 p.m., Councilman Carter moved for the Council go into
closed session pursuant to Section 610.021, subparagraphs (1) and
(2), Revised Statutes of Missouri, for the purpose of privileged
communications between a governmental body or its representative
and legal counsel including litigation and real estate, and that any
minutes, documents and other records discussed or taken during
the closed session remain closed , and that this body stand
adjourned at the completion of such session . Motion seconded by
Councilman Culpepper and carried with the following votes:
