MINUTES OF COUNCIL MEETING
APRIL 17, 2017- AGENDA #1
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April17,
2017, 6:00p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.
COUNCILMEN IN Jeff Quibell Dale Carter

Ron Fowler Susan Culpepper
Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator Christine
Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl
Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order and
TO ORDER Scouts from Troop 692 of American Legion Post 499 led in the
Pledge of Allegiance.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the April
MINUTES 3, 2017 meeting of the City Council meeting. Motion seconded by
Councilman Culpepper and carried with the following votes:
Councilman Quibell -Aye Councilman Carter- Aye
Councilman Lievsay- Aye Councilman Edmondson -Aye
Councilman Fowler- Aye Councilman Culpepper- Aye
Mayor Ross- Aye
APRIL 4, 2017 ELECTION Councilman Edmondson moved to declare the results of the April 4,
RESULTS FOR DISTRICT 2017 Election for Districts 1, 2 and 3 Councilmen. Motion seconded
COUNCILMEN by Councilman Culpepper and carried with the following votes:
Councilman Quibell -Aye Councilman Carter- Aye
Councilman Lievsay- Aye Councilman Edmondson -Aye
Councilman Fowler- Aye Councilman Culpepper- Aye
Mayor Ross- Aye
INTRODUCTION AND 151 Councilman Carter introduced Bill No. 4483 accepting and declaring
READING- BILL NO. the results of the April4, 2017 Election providing for a five year, one-
4483 - DECLARE half percent sales tax for local parks. City Clerk Sheryl Morgan
RESULTS OF APRIL 4, made the first reading of Bill No. 4483 by title; copies of the proposed
2017 ELECTION FOR Bill having previously been made available to the public.
PARKS SALES TAX
Councilman Fowler moved to approve Bill No. 4483 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2No READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4483 by title.
4483 Councilman Quibell moved to adopt Bill No. 4483 upon its second
reading and give it ORDINANCE NO. 4654, with a copy attached

hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote:

INTRODUCTION AND 1ST Councilman Edmondson introduced Bill No. 4484 approving a

Councilman Fowler moved to approve Bill No. 4484 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Culpepper and carried unanimously.
2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4484 by title.
4484 Councilman Quibell moved to adopt Bill No. 4484 upon its second
reading and give it ORDINANCE NO. 4655, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Lievsay and carried with the following vote:
Councilman Fowler- Aye Councilman Culpepper- Aye
Councilman Carter- Aye Councilman Quibell -Aye
Councilman Edmondson -Aye Councilman Lievsay- Aye
Mayor Ross- Aye
MAYORAL Mayor Ross presented Councilman Fowler an anniversary pin and
PRESENTATIONS clock in celebration of his 25 years of service as a District 3
Councilman for the City.
Mayor Ross presented Councilman Quibell with a plaque and
Proclamation thanking him for his service as District 1 Councilman.
Mayor Ross encouraged the audience to stay for a reception for
Councilman Quibell immediately following adjournment of the
second meeting. Council thanked Councilman Quibell for his
service and communication to the constituents.
ADJOURNMENT At 6:12 p.m. there was no further business to come before the
Council; Councilman Quibell moved the meeting be adjourned.
Motion seconded by Councilman Carter and carried unanimously.
