CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING AUGUST 7, 2017 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, August 7, 2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. CALL MEETING Mayor Ross called the City Council meeting to order and led in the TO ORDER Pledge of Allegiance . APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the July 5, MINUTES 2017 Special City Council Meeting, and the July 17, 2017 meeting of the City Council meeting. The minutes of the public hearing were HIGHLANDS (PDC-06-17- recorded by a certified court reporter. City Clerk Sheryl Morgan 5906) entered one exhibit into the record for the public hearing STAFF REPORT Associate Planner, Nathan Jurey outlined the request for the Planned Development Concept Plan. Mr. Jurey corrected the Staff Report, indicating that there will be one-story and two-story building elevations with this development. Mr. Jurey stated the Planning Commission unanimously recommended approval on July 24, 2017. APPLICANT Applicant Randy Sallee addressed Council regarding the project. Matt Schlicht of Engineering Solutions discussed the revisions to the open space requirements. IN OPPOSITION TO Bob Burns addressed Council concerning the water flowing from the project. City ACTION PLAN Clerk Sheryl Morgan entered one exhibit for each public hearing into the record for the public hearing. STAFF REPORT Senior Planner, Matt Wright reviewed the process and goals for the CDBG Plans. Mr. Wright stated the final plan must be submitted to HUD before August 15, 2017. The Mayor hearing no comments for or against, closed the public hearings at 6:23 p.m. RESOLUTION NO. 52- Councilman Culpepper moved to adopt Resolution No. 52-2017 2017 - 2017-2021 CDBG approving the 2017-2021 CDBG Consolidated Plan. Motion CONSOLIDATED PLAN seconded by Councilman Edmondson and carried unanimously. RESOLUTION NO. 53- Councilman Culpepper moved to adopt Resolution No. 53-2017 2017 - 2017-2021 CDBG approving the 2017-2021 CDBG Citizen Participation Plan. Motion CITIZEN PARTICIPATION seconded by Councilman Edmondson and carried unanimously. PLAN RESOLUTION NO. 54- Councilman Culpepper moved to adopt Resolution No. 54-2017 2017 - 2017-2018 CDBG approving the 2017-2018 CDBG Annual Action Plan . Motion ANNUAL ACTION PLAN seconded by Councilman Carter and carried unanimously. STAFF REPORT Assistant City Administrator Christine Cates stated the new section will add the water and sewer system development fees and water tap fees to the Municipal Code along with other building fees. Mayor Ross praised the Public Works staff for their efforts to keep the Sni-a-Bar Sewer Treatment Plant open during the recent heavy rains . Many staff members worked 30 hours straight to keep the plant open . "Do not follow where the path may lead; go instead where there is no path and leave a trail. " (Author Unkown) Mayor Ross recognized Director of Finance, Karen Van Winkle, for obtaining the designation of Certified Public Finance Officer from the Government Finance Officers Association. There are only 15 individuals with this certification in the State of Missouri. VISITORS Dale Edwards addressed Council regarding concerns over flooding on Sandstone Drive. CLOSED SESSION AND At 6 :52 p.m. , Councilman Carter moved for the Council go into ADJOURNMENT closed session pursuant to Section 610.021 , subparagraph (9), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to negotiations with employee groups, and that any minutes, documents and other records discussed or taken during the closed session remain closed , and that this body stand adjourned at the completion of such session.
