CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING OCTOBER 16, 2017 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, October 16, 2017, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. CALL MEETING Mayor Ross called the City Council meeting to order and led in the TO ORDER Pledge of Allegiance. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the MINUTES October 2, 2017 City Council meeting. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing . 2 October 16, 2017 City Council Meeting Page 3 STAFF REPORT Senior Planner, Matt Wright outlined the request for the Planned Development Concept Plan. Mr. Wright stated the Planning Commission unanimously recommended approval on October 9, 2017. APPLICANT Jerry Hill, Director of Development for Calamar addressed Council regarding the project. The Mayor hearing no further comments for or against, closed the public hearing at 6:08 p.m. INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4522 approving a READING - BILL NO. Planned Development Concept Plan for Calamar Senior Living. City 4522 - PD CONCEPT Clerk Sheryl Morgan made the first reading of Bill No. 4522 by title; PLAN - CALAMAR copies of the proposed Bill having previously been made available SENIOR LIVING (PDC-09- 17-6024) to the public. Councilman Lievsay moved to approve Bill No. 4522 upon its first reading and proceed with the second reading . Motion seconded by Councilman Kaylor and carried unanimously. 2N° READING - BILL NO. PRESENTATION-SPIRIT Police Chief Bob Muenz introduced Human Relations Commission COMMUNITY PROGRAM Chair Kynette Campbell and Conciliation Specialist Rita Valenciana of the US Department of Justice. Ms. Valenciana gave a presentation on the Site Problem and Identification and Resolution of Issues Together (SPIRIT) Community Program. RESOLUTION NO. 76- Councilman Culpepper moved to adopt Resolution No. 76-2017 2017 -APPROVAL FOR supporting the SPIRIT Community Program. Motion seconded by SPIRIT COMMUNITY Councilman Edmondson carried unanimously. PROGRAM INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4526 amending the Code READING - BILL NO. of Ordinances to correct a scrivener's error included in Ordinance 4526 - AMENDING No. 4434, Chapter 915 relating to Penalties. City Clerk Sheryl SECTION 915.010 OF THE Morgan made the first reading of Bill No. 4526 by title ; copies of the CODE RELATING TO VIOLATIONS AND proposed Bill having previously been made available to the public. (Nelson Mandela) CLOSED SESSION AND At 6:31 p.m., Councilman Carter moved for the Council go into ADJOURNMENT closed session pursuant to Section 610.021 , subparagraph (1), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel and that any minutes, documents and other records discussed or taken during the closed session remain closed , and that this body stand adjourned at the completion of such session .
