CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING APRIL 16, 2018 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 16, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. CALL MEETING Mayor Ross called the City Council meeting to order and Scouts TO ORDER from Troop 763 of Chapel Hill Presbyterian led in the Pledge of Allegiance. APPROVE CITY COUNCIL Councilman Edmondson moved to approve the Minutes of the April MINUTES 2, 2018 City Council meeting. (CIP-SNl-04). Motion seconded by Councilman Carter and carried the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye ELECTION OF MAYOR Mayor Ross call for nominations from the floor for the one-year term PROTEMPORE of Mayor Pro Tempore. Councilman Carter nominated Councilman Culpepper for the position of Mayor Tempore. No further nominations were made, and 3 April 16, 2018 City Council Meeting Page4 Councilman Edmondson made a motion that nominations cease and to approve the nomination of Councilman Culpepper by acclamation. Councilman Culpepper was elected Mayor Pro Tempore by acclamation. INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4563 amending Section READING - BILL NO. 355.01 0.A.1 of the Blue Springs Code of Ordinances by adding a 4563 - AMEND CITY new subsection 355.01 0.A.1.j regarding parking in front of CODE REGARDING mailboxes. City Clerk Sheryl Morgan made the first reading of Bill PARKING IN FRONT OF MAILBOXES No. 4563 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4563 upon its first reading and proceed with the second reading. Motion seconded by Councilman Culpepper and carried unanimously. MOTION TO AMEND BILL Councilman Lievsay made a motion to amend Bill No. 4563 to NO. 4563 include Saturdays as an exception to the days in which parking is prohibited. The new Subsection 355.01 0.A.1.j would read as follows: j. Whether the vehicle is occupied or not, within 10 feet of any box located in the right-of-way and used for delivery of United States mail between the hours of 8:00 AM. and 8:00 P.M. on any day except Saturday, Sunday or a Federal holiday, except momentarily to pick up or deliver official United States mail. MAYORAL Mayor Ross congratulated Councilman Dale Carter for receiving the ANNOUNCEMENTS Academy of Country Music Large Market Personality of the Year award. The Mayor congratulated Blue Springs employees, Christina Laing, Christian Boan, Teri Sandlin and Brian Alexander for receiving the award for multi-agency performance in a critical incident for their work when Independence Police Officer Wagstaff was shot. 5 April 16, 2018 City Council Meeting Page 6 Mayor Ross introduced Miranda Austerman , the City's new Communications Manager. Mayor Ross also congratulated the Blue Springs South Jaguar Pride Marching Band for participating in the 2018 National Cherry Blossom Festival Parade in Washington DC last weekend. Mayor Ross expressed his appreciation for the citizen-led efforts to clean up the Blue Springs exit ramps on 1-70. The effort started by a Facebook comment, and sparked resident Ken Horrell for organizing a trash pick-up day on Saturday. In 2½ hours, eighteen people participated and collected 2,000 gallons of trash. The group is planning additional cleanup days throughout the City. Thoughts to ponder: "Ask not what your country can do for you, ask what you can do for your country." (John F.
