CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JULY 16, 2018 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, July 16, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, City Clerk Sheryl Morgan, and Deputy City Clerk Julia Porter. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. TO ORDER Scouts from Troop #1161 led in the Pledge of Allegiance. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the Minutes of the June 18, MINUTES 2018 City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye RESOLUTION 39-2018 - Councilman Culpepper moved to adopt Resolution No. 39-2018 COMBAT FUNDS FOR approving an agreement with Jackson County, Missouri, accepting CRISIS COUNSELORS 2018 Community Based Anti-Drug Tax (COMBAT) funds in the amount of $11,000.00 for the work of the two Crisis Counselors in the Community and Youth Outreach Unit. Motion seconded by Councilman Carter and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye RESOLUTION 40-2018 - Councilman Culpepper moved to adopt Resolution No. 40-2018 COMBAT FUNDS FOR approving an agreement with Jackson County, Missouri, accepting SCHOOL RESOURCE 2018 Community Based Anti-Drug Tax funds in the amount of OFFICERS $143,307.00 for School Resource Officers to teach the DARE drug prevention program in Blue Springs School District elementary schools that are located within the City limits of Blue Springs. Motion seconded by Councilman Carter and carried with the following votes:  Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye RESOLUTION 41-2018 - Councilman Culpepper moved to adopt Resolution No. 41-2018 PURCHASE HEAVY DUTY approving a purchase in the amount of $136,487.00 from KCR DUMP TRUCK International Trucks, Inc. dba Summit Truck Group for a 2018/2019 Heavy Duty Dump Truck, CIP project ST-24. Motion seconded by Councilman Carter and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye RESOLUTION 42-2018 - Councilman Culpepper moved to adopt Resolution 42-2018 approving DISPOSITION OF the disposition of Information Technology department records which RECORDS have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 and in accordance with the Missouri Secretary of State's records retention guidelines. Motion seconded by Councilman Carter and carried with the following votes: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye CHANGE IN ORDER OF Mayor Ross announced that Agenda Item No. 10, the continuation of AGENDA ITEMS Public Hearings on Jefferson Street Self Storage rezoning and vacation of Planned Unit Development, would be moved to immediately after the consent agenda. PUBLIC HEARINGS - Councilman Culpepper moved to continue the public hearings on the REZONE JEFFERSON rezoning of Jefferson Corner Self Storage (RZ-06-18-6434) and the CORNER SELF STORAGE vacation of the Planned Unit Development at 651 NE Jefferson Street (RZ-06-18-6434) AND (VAC-06-18-6435) to the August 6, 2018 City Council meeting. Motion VACATION OF PLANNED UNIT DEVELOPMENT AT seconded by Councilman Edmondson and carried unanimously. 651 NE JEFFERSON STREET (VAC-06-18-6435) PUBLIC HEARING - Mayor Ross opened the Public Hearing for consideration to approve SUNSET PLAZA the Sunset Plaza Community Improvement District at 6:02 p.m. The COMMUNITY minutes of the public hearing were r~corded by a certified court IMPROVEMENT DISTRICT reporter. Deputy City Clerk Julia Porter entered one exhibit into the record for the public hearing. STAFF REPORT David Bushek of Gilmore and Bell, the City's economic development attorney, presented a high-level overview of the proposed Sunset Plaza Community Improvement District. DEVELOPER Evans Fitts of Polsinelli P.C. and Justin Kaufmann of Cadence Commercial Real Estate presented on behalf of the developer, Enterprises Sunset Plaza, LLC. COUNCIL DISCUSSION The Council and the developer's representatives discussed development incentives and a current tenant that will be temporarily relocating during renovations. The Mayor hearing no further comments for or against, closed the public hearing at 6:20 p.m. INTRODUCTION AND 1sr Councilman Culpepper introduced Bill No. 4577 approving the Petition READING - BILL NO. 4577 to Establish the Sunset Plaza CID, establishing the CID, making - SUNSET PLAZA findings and authorizing actions related to the establishment of the COMMUNITY CID, including but not limited to approving the Cooperative IMPROVEMENT DISTRICT Agreement. (Roger Staubach) CLOSED SESSION At 6:38 p.m., Councilman Carter moved for the Council go into closed session pursuant to Section 610. 021, subparagraphs (9), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to negotiations with employee groups, and that any minutes, documents and other records discussed or taken during the closed session remain closed , and that this body stand adjourned at the completion of such session.
