CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING AUGUST 6, 2018 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, August 6, 2018, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. City Clerk Sheryl Morgan made the first reading of Bill No. 4584 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4584 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and the motion to proceed with the second reading failed with a vote of 0-7 after Council discussion. Councilman Fowler moved to deny Bill No. 4585 upon its first reading. Motion seconded by Councilman Carter and carried unanimously. INTRODUCTION AND 1sr Councilman Fowler introduced Bill No. 4586 approving the READING - BILL NO. 4586 continuation of the procedure to disclose potential conflicts of interest PROCEDURE FOR and substantial interests for certain municipal officials - first CONFLICT OF INTEREST established by Ordinance No. 2101, pursuant to RSMo. Sections 105.483 (11) and 105.485. City Clerk Sheryl Morgan made the first reading of Bill No. 4586 by title; copies of the proposed Bill having previously been made available to the public. Councilman Culpepper moved to approve Bill No. 4586 upon its first reading and proceed with the second reading. Motion seconded by Councilman Lievsay. MOTION TO TABLE BILL Mayor Ross questioned the procedure requiring the annual filing of the NO.4586 Personal Financial Disclosure statements and requested the Bill be tabled until the City Attorney can research the issue. Councilman Lievsay moved to table Bill No. 4586 and seconded by Councilman Fowler and carried unanimously.
