CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JANUARY 22, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Tuesday, January 22, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, former City Attorney Bob McDonald, and Deputy City Clerk Julia Porter. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. TO ORDER CONSENT AGENDA Councilman Edmondson moved to approve the following Consent Agenda items and the motion was seconded by Councilman Lievsay. • Minutes of the January 7, 2019 City Council meeting • Boards and Commissions Appointments The list of the Mayor's appointments are as follows: Economic Development Council: · Becky Nace (term expiring 5/2020) Human Relations Commission: Jane Bowerman (Vice Chair expiring 5/2019) Susan McDaniel-Wiggins (term expiring 5/2020) Leonard Hughes (term expiring 5/2021) The Consent Agenda was approved with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing at the request of Alan ANNEXATION SOUTH OF Swearingen for consideration to approve an annexation of two US 40 HIGHWAY AND properties, 0.10 +/- and 0.66 +/- acres, located south of US 40 Highway EAST OF SE ADAMS and east of SE Adams Dairy Parkway into the corporate boundaries of DAIRY.PARKWAY (ANNX 12-18-6718) the City of Blue Springs (ANNX-12-18-6718) at 6:01 p.m. The minutes of the public hearing were recorded by a certified court reporter. Deputy City Clerk Julia Porter entered one exhibit into the record. STAFF REPORT Mike Mallon, Assistant Director of Community Development reviewed the proposed annexation.  January 22, 2019 City Council Minutes Page 2 The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4627 approving the READING - BILL NO. 4627 annexation of two properties, 0.10 +/- and 0.66 +/- acres, located south - ANNEXATION SOUTH of US 40 Highway and east of SE Adams Dairy Parkway into the US 40 HIGHWAY AND corporate boundaries of the City of Blue Springs (ANNX-12-18-6718). EAST OF SE ADAMS DAIRY PARKWAY (ANNX- Deputy City Clerk Julia Porter made the first reading of Bill No. 4627 by 12-18-6718) title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4627 upon its first reading and proceed with the second reading at the City Council Meeting on February 19, 2019. Motion seconded by Councilman Kaylor and carried with the following votes: Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider the rezoning of REZONE 3421 NW property at 3421 NW Jefferson Street from Light Industrial to General JEFFERSON STREET (RZ- Business (RZ-12-18-6710) at 6:07 p.m. The minutes of the public 12-18-6710) hearing were recorded by a certified court reporter. Deputy City Clerk Julia Porter entered one exhibit into the record. STAFF REPORT Matt Wright, Associate Planner reviewed the proposed rezoning. APPLICANT Anthony DiPlacito of The Wind Shift Brewery presented his plan to the City Council. Councilman Fowler moved to approve Bill No. 4628 upon its first reading and proceed with the second reading. A copy of the Powerpoint presented to Council is attached to these Minutes. PRESENTATION - HERO Darrell Smith, Director of Hero Fund USA, introduced Hero Fund USA FUND USA and spoke about the mission of this charity. MAYORAL Mayor Ross attended several Martin Luther King Jr. Celebration everts ANNOUNCEMENTS over the weekend including the Metropolitan Community College Luncheon , Citywide Celebration at the First Christian Church, and the Olathe NAACP Legacy and Scholarship Awards Dinner.
