CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING FEBRUARY 4, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, February 4, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson _ Ron Eowler Susan_Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and TO ORDER Scouts from Troop 362 of St. John Lalande led the audience in the Pledge of Allegiance. CONSENT AGENDA Councilman Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilman Kaylor • Minutes of the January 22, 2019 City Council meeting • Resolution No. 03-2019 approving contract in the amount of $79,918.00 with Lan-Tel Communication Services, Inc. for the 2018 CDBG Sidewalk Program • Resolution No. 04-2019 approving a one-year contract renewal with 3MAT Co. dba Precision Concrete Cutting Midwest, not to exceed $50,000.00 per task, for trip hazard removal • Liquor license for Vu Trinh dba Beauty Nail Bar located at 1131 NE Coronado Drive, Blue Springs, MO 64014, to sell intoxicating liquors by the drink for consumption on premises, to include Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises • Resolution No. 05-2019 approving the disposition of Information Technology, Administration, Community Development, and Finance department records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy • Appointment of Joey Zarrillo to the Economic Development Council to complete the term of Erin Curry (through 5/2020) The Consent Agenda was approved with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye February 4, 2019 City Council Minutes Page 2 PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a rezoning request REZONE 309 SW 18TH ST. on behalf of the applicant, Steve Greer, for property located at 309 SW TERR. (RZ-01-19-6742) 18th St. Terrace from T3" (Sub-Urban) to "SF-7" (Single-Family Residential) at 6:03 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Matt Wright, Senior Planner, reviewed the specifics of the proposed rezoning. The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4631 rezoning 309 SW 18th READING - BILL NO. 4631 St. Terrace from T3" (Sub-Urban) to "SF-7" (Single-Family Residential). - REZONE 309 SW 18TH City Clerk Sheryl Morgan made the first reading of Bill No. 4631 by title; ST. TERR. (RZ-01-19-6742) copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4631 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried with the following votes: Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Mayor Ross - Aye 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4631 by title. 4631 Councilman Carter moved to adopt Bill No. 4631 upon its second reading and give it ORDINANCE NO. 4790, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a rezoning request REZONE 715 SW 7 on behalf of the applicant, Verdad Real Estate / James Montgomery, HIGHWAY (RZ-01-19-6740) for property located at 715 SW 7 Highway from "GB" (General Business) to "RC" (Regional Commercial) at 6:05 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan made the first reading of Bill -HIGHWAY (RZ-01-19-6740) No. 4632 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4632 upon its first reading and proceed with the second reading. Motion seconded by Councilman Culpepper and carried with the following vote: Councilman Edmondson - Aye Councilman Lievsay - Aye Councilman Culpepper - Aye Councilman Fowler - Aye Councilman Kaylor - Aye Councilman Carter - Aye Mayor Ross - Aye PUBLIC HEARING - TIF Mayor Ross opened the Public Hearing to receive the Tax Increment AND ECONOMIC Financing and Economic Development Incentive Update at 6:16 p.m. DEVELOPMENT The minutes of the public hearing were recorded by a certified court INCENTIVE UPDATE reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Assistant City Administrator Christine Cates provided an update on Tax Increment Financing and Economic Development Incentive as required by Section 99.865 RSMo. The report included an update on all Tax Increment Financing projects that are currently active, as well as the South Area Neighborhood Improvement District and Land Bank. A copy of the PowerPoint presentation and Annual Report are attached to these Minutes and incorporated herein. City Clerk Sheryl Morgan made the first reading (PF-11-18-6670) of Bill No. 4633 by title; copies of the proposed Bill having previously been made available to the public. Councilman Culpepper moved to approve Bill No. 4633 upon its first . reading and proceed with the second reading. Motion seconded by Councilman Culpepper and carried with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper -Aye Mayor Ross - Aye PRESENTATION - BUY Trish Totta, Blue Springs Chamber of Commerce Director of BLUE SPRINGS / Membership, presented an update of the Buy Blue Springs and DISCOVER BLUE Discover Blue Springs programs. A copy of the PowerPoint SPRINGS presentation is attached to these Minutes. The 2019 Blue Springs Chamber LEADership Class was introduced to Council. PRESENTATION - PUBLIC Cindy Savel, Chairman of the Public Safety Citizens' Advisory Board SAFETY CITIZENS' (PSCAB), presented the Board's Annual Report. The PSCAB ADVISORY BOARD recommended the following issues in 2018 for code amendments: hotel/motel, video surveillance, tobacco/vape, livestock and farm animal classification (poultry), and parking in front of residential mailboxes. Public Safety Sales Tax funds will cover a new training coordinator position, as well as two part-time dispatchers in the Police Department. A Records Management system is anticipated to be completed in 2019. Public Safety Sales Tax funds will also purchase new animal control truck, night vision glasses and a robot. The PSCAB held its annual public forum in November. MAYORAL The next City Council meeting will be held on Tuesday, February 19 ANNOUNCEMENTS due to the Presidents' Day Holiday.
