CITY OF BLUE SPRINGS, MISSOURI MINUTE.S OF COUNCIL MEETING FEBRUARY 19, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Tuesday, February 19, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and TO ORDER led the audience in the Pledge of Allegiance. CONSENT AGENDA Councilman Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilman Carter. • Minutes of the February 4, 2019 City Council meeting • Resolution No. 06-2019 approving a contract renewal in the amount of $950,000.00 with lnsituform Technologies USA, LLC for city-wide sewer rehabilitation • Resolution No. 07-2019 waiving the construction and building permit fees for the hardened gymnasiums for Blue Springs High School and Blue Springs South High School related to the Blue Springs School District's August 2018 no-tax increase bond issue • Resolution No. 08-2019 approving establishing the 2019 Sign Code Task Force and approval of Mayoral appointments to the Task Force The Consent Agenda was approved with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4627 approving the 4627 ANNEXING 1450 SE annexation of two (2) properties (approximately 0.1 0 and 0.66 acres) U.S. 40 HIGHWAY (ANNX- 12-18-6718) . located near 1450 SE U.S. 40 Highway into the City limits by title. The public hearing and first reading were held at the January 22, 2019 City · Council meeting. Councilman Carter moved to adopt Bill No. 4627 upon its second reading and give it ORDINANCE NO. 4793, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye February 19, 2019 City Council Minutes Page2 Councilman Carter - Aye Councilman Kaylor - Aye Mayor Ross - Aye PUBLIC HEARING~ Mayor Ross opened the Public Hearing to consider a rezoning request REZONE 1450 SE U.S. 40 · on behalf of the applicant SB Ventures, LLC, on behalf of Alan HIGHWAY (RZ-12-18-6719) Swearingen, owner, to rezone 0.10 +/- acres located at 1450 SE U.S. 40 Highway (RZ-12-18-6719) from "AG" (County Agriculture) to "LI/ADP-O" (Light Industrial/Adams Dairy Parkway Overlay) 6:03 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Nathan Jurey, Associate Planner, reviewed the specifics of the proposed rezoning. The Mayor hearing no comments for or against, closed the public hearing at 6:06 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4634 rezoning 0.10 +/- acres READING-BILL NO. 4634 located at 1450 SE U.S. 40 Highway (RZ-12-18-6719) from "AG" - REZONE 1450 SE U.S. 40 (County Agriculture) to "LI/ADP-O" (Light Industrial/Adams Dairy HIGHWAY (RZ-1 2 •18-67 19) Parkway Overlay). City Clerk Sheryl Morgan made the first reading of Bill No. 4634 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4634 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried with the following votes: Councilman Fowler - Aye Councilman Culpepper - Aye Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Mayor Ross - Aye 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4634 by title. 4634 Councilman Carter moved to adopt Bill No. 4634 upon its second reading and give it ORDINANCE NO. 4794, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Kaylor and carried with the following vote: Councilman Carter - Aye Councilman Kaylor - Aye Councilman Edmondson - Aye Councilman Lievsay - Aye Councilman Culpepper - Aye Councilman Fowler - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider amendments AMENDMENTS TO Section 408.020: H-O, Historic Overlay District; Section 411.030: Use UNIFIED DEVELOPMENT Groups and Description of Uses; Section 407.040: Site and Landscape CODE (UDCT-01-19-6776) Design; Section 405.020: Residential Building Type Standards; Section 402.030: Board of Adjustment; and Section 407.010: Parking of the City of Blue Springs Unified Development Code at 6:07 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan made the first reading of Bill No. 4636 ADDITION LOT 3 (PF-01- by title; copies of the proposed Bill having previously been made 19'6771) available to the public. Councilman Fowler moved to approve Bill No. 4636 upon its first reading and proceed with the second reading. Motion seconded by Councilman Kaylor and carried unanimously. PRESENTATION - Sergeant Joe Fanara gave a presentation outlining the number of hours VOLUNTEERS IN POLICE the Volunteers in Police Services donated during 2018 and the savings SERVICE those hours afforded the city. MAYORAL This Thursday at 11 :30 at the Adams Pointe Conference, the Mayor ANNOUNCEMENTS will be giving his 11 th State of the City Address. Tickets can be purchased through the Chamber of Commerce and will be available after on YouTube and other media channels. "In recognizing the humanity of our fellow beings, we pay ourselves the highest tribute."
