MINUTES OF COUNCIL MEETING
MARCH 18, 2019
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, March
18, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and
TO ORDER led the audience in the Pledge of Allegiance.
RECOGNITION OF MAYOR Doc Golden presented the Heroes at Home Award to Mayor Carson
CARSON AND FIRST and First Lady Eloise Ross, and appointed Mayor Ross as a Lifetime
LADY ELOISE ROSS Member of Vietnam Veterans of America, Chapter 317. Mayor Pro
Tern Susan Culpepper presented Mayor and First Lady Ross with a
Proclamation for their service to the community and country.
CONSENT AGENDA Councilman Fowler requested Item 3e - 2019 Street Program be pulled
from the Consent Agenda for separate consideration. Councilman
Culpepper moved to approve the following Consent Agenda items and
the motion was seconded by Councilman Carter.
• Minutes of the March 4, 2019 City Council meeting
• Liquor License for EJB Enterprises, Inc. dba Sandy's
Restaurant located at 1255 SW 7 Highway Blue Springs, MO
64015, to sell retail beer and wine only by the drink, or in original
package to include Sunday sales
• Resolution No. 12-2019 approving a task order contract with
TranSystems Corporation for conflict of interest engineering and
surveying services for the fiscal years of 2019-2022, with an
optional fourth- and fifth-year renewal
• Resolution No. 13-2019 approving a formal Economic
Development Policy identifying financial incentives to assist the
retention, expansion, and recruitment of businesses in Blue
Springs, Missouri
The Consent Agenda, with the exception of Item 3e - 2019 Street
Program, was approved with the following vote:

ITEM 3e - 2019 STREET Councilman Fowler discussed the condition of the County roads within
PROGRAM Blue Springs and expressed the hopes of improved work by the County
on those roads. Councilman Fowler also stated the 2019 Street
Program will direct money toward street sealing which is great
!\ preventative maintenance, but said he was concerned about the
6 portion of streets included in the program to keep up with the asphalt
overlay.
Councilman Fowler moved to adopt Resolution No. 14-2019
approving contract in the amount of $2,389,487.39 with Superior
Bowen Asphalt Company, L.L.C. for the 2019 Street Program and the
motion was seconded by Councilman Culpepper and carried with the
following vote:

PUBLIC HEARING - MCRC Mayor Ross opened the Public Hearing to consider a Main Center
TAX ABATEMENT FOR Redevelopment Corporation (MCRC) Tax Abatement of property
PROPERTY LOCATED AT located at 709 West Main Street, Blue Springs, MO 64015 for the
709 W. MAIN ST. construction of a new 3,371 square foot facility at 6:19 p.m. The
minutes of the public hearing were recorded by a certified court
reporter. City Clerk Sheryl Morgan entered one exhibit into the record.
STAFF REPORT Tom Cole, Director of Community and Economic Development,
reviewed the specifics of the proposed tax abatement. Mr. Cole stated
that other taxing jurisdictions were involved in the creation of the project
and were all given notice of the proposed abatement.
APPLICANT Devin Mirfasihi, applicant's legal counsel, outlined the five-year plan for
the Dental Office.
The Mayor hearing no comments for or against, closed the public
hearing at 6:24 p.m.
INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4643 approving the Blue
READING - BILL NO. 4643 River Family Dental Project under the Amended and Restated Main
APPROVING MCRC TAX Center Redevelopment Plan and approving an Abatement Agreement

Councilman Fowler moved to approve Bill No. 4643 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Culpepper.
COUNCIL DISCUSSION Council Lievsay asked staff to clarify the level of abatement of the
project. Mr. Cole confirmed the applicant was seeking the highest level
of abatement with the minimum of $1,000,000.

reading and give it ORDINANCE NO. 4802, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Kaylor and carried with the following vote:

PRESENTATION- PUBLIC Chairman Eleanor Frasier and Ramon Magee of the Public Art
ART COMMISSION Commission presented the Commission's annual update to the City
Council. A copy of the PowerPoint presentation is attached to these
Minutes and incorporated herein.
RESOLUTION NO.15-2019 Councilman Carter moved to approve Resolution No. 15-2019
- PUBLIC ART POLICY approving the Public Art Conservation and Restoration Task Policy and

Procedure. The motion was seconded by Councilman Culpepper and
carried with the following vote:

FY 2018-19 MID-YEAR Sheryl Morgan made the first reading of Bill No. 4645 by title; copies of
BUDGET AMENDMENT the proposed Bill having previously been made available to the public.
Councilman Fowler moved to approve Bill No. 4645 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Culpepper and carried unanimously.
City Administrator Eric Johnson outlined the item in the budget
amendment relating to Blue Springs Downtown Alive! that relates to the
legal work needed to create a Downtown Main Street Community
Improvement District. Councilman Culpepper stated she would abstain
from the vote on this Amendment due to her position on the Board of
Downtown Alive!

City Clerk, as well as the International Institute of Municipal Clerks
designation of Certified Municipal Clerk.
