MINUTES OF COUNCIL MEETING
APRIL 1, 2019
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 1,
2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.
COUNCILMEN IN Jerry Kaylor Dale Carter
ATTENDANCE Chris Lievsay Kent Edmondson
Ron Fowler Susan Culpepper
Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and
TO ORDER led the audience in the Pledge of Allegiance.
CONSENT AGENDA Councilman Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilman Kaylor.
• Minutes of the March 18, 2019 City Council meeting
• Resolution No. 17-2019 approving the disposition of Information
Technology, Community Development, Parks and Recreation, and
Finance department records which have met the required retention
period

• Resolution No. 18-2019 approving a purchase in the amount of
$245,000.00 from Atlantic Machinery, Inc. for a Ravo 5iSeries
Sweeper
• Resolution No. 19-2019 approving a Cross Access and
Maintenance Agreement among Walnut Street Partners, LLC,
Durvet, Inc. and the City of Blue Springs for the private road
Magellan Drive and the south portion of the Public Works drive off
of U.S. 40 Highway
• Resolution No. 20-2019 approving updates to the City's
Purchasing Policy to ensure compliance with Missouri State Statute
290.230.8 regarding bidding requirements for Public Works
Construction Contracts
• 2019 Fireworks Permits - Approval of the issuance of 17 firework
permits of the 18 permits authorized, and to allow an additional one
permit if received prior to June 1, 2019

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a vacation of a 40-
VACATION OF STREET foot public street right-of-way generally located north of NW Oak Street

RIGHT-OF-WAY-WINTER between NW 11th Street and NW 12th Street (formerly known as
MEAT (VAC-02-19-6823) "Grove Street") at 6:02 p.m. The minutes of the public hearing were
( recorded by a certified court reporter. City Clerk Sheryl Morgan
entered one exhibit into the record.
STAFF REPORT Senior Planner, Matt Wright, reviewed the proposed vacation.
The Mayor hearing no comments for or against, closed the public
hearing at 6:03 p.m. ·
INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4647 vacating a 40-foot
READING - BILL NO. 4647 public street right-of-way generally located north of NW Oak Street
VACATION OF STREET between NW 11th Street and NW 12th Street (formerly known as
RIGHT-OF-WAY-WINTER "Grove Street"). City Clerk Sheryl Morgan made the first reading of Bill
MEAT (VAC-02-19-6823)
No. 4647 by title; copies of the proposed Bill having previously been
made available to the public.
Councilman Fowler moved to approve Bill No. 4647 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried with the following vote:

Councilman Fowler - Aye Councilman Culpepper - Aye
Councilman Carter - Aye Councilman Kaylor - Aye
Mayor Ross - Aye
( 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4647 by title.
4647 Councilman Carter moved to adopt Bill No. 4647 upon its second
reading and give it ORDINANCE NO. 4806, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Kaylor and carried with the following vote:

Councilman Edmondson - Aye Councilman Lievsay - Aye

PUBLIC HEARING - Councilman Carter moved to continue the public hearing on the
VACATION OF UTILITY vacation of a Utility Easement located at 104 SE Magellan Drive to the
EASEMENT AT 104 SE April 15, 2019 City Council meeting. Motion seconded by Councilman
MAGELLAN DR. (VAC-03- Kaylor and carried unanimously.

REZONE NOVEL PLACE approve the rezoning of Novel Place Investments, LLC and the
INVESTMENTS LLC (RZ- Amended PUD Concept Plan for Novel Place at White Oak
03-19-6829) AND Marketplace to the May 6, 2019 City Council meeting. Motion seconded
