CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING APRIL 15, 2019 -1 st MEETING A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 15, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jerry Kaylor Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and TO ORDER Scouts from Troop 1175 of Timothy Lutheran Church led the audience in the Pledge of Allegiance. CONSENT AGENDA Councilman Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilman Kaylor. • Minutes of the April 1, 2019 City Council meeting • Declare Election Results of April 2, 2019 General Municipal Election for Districts 1, 2, and 3 Councilmen and ten proposed Charter amendments • Resolution No. 21-2019 approving a Chapter 100 Funding Agreement between the City of Blue Springs and Durvet, Inc., for the purpose of funding various expenses to be incurred by the City (or City Representative) during the course of preparing, evaluating and analyzing a Chapter 100 redevelopment proposal for the expansion of commercial real estate located at 100 SE Magellan Drive, Blue Springs, Missouri 64014 • Resolution No. 22-2019 approving a contract in the amount of $85,514 with Kansas City Area Transportation Authority (KCATA) to provide commuter bus services from Blue Springs to the downtown Kansas City area • INFORMATIONAL NOTICE: On April 11, 2019 the City Clerk Verified the Petition for the Establishment of the North Blue Springs Community Improvement District (Petition), and the Petition is available for inspection The Consent Agenda was approved with the following vote: Councilman Kaylor - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler - Aye Councilman Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a vacation of a 15- VACATION OF WATER foot water line easement located at Daniel Young Elementary School April 15, 2019- 1st Meeting City Council Minutes Page 2 LINE EASEMENT - with an address of 505 SE Shamrock Lane at 6:02 p.m. The minutes DANIEL YOUNG of the public hearing were recorded by a certified court reporter. City ELEMENTARY SCHOOL Clerk Sheryl Morgan entered one exhibit into the record. (VAC-03-19-6854) STAFF REPORT Senior Planner, Matt Wright, reviewed the proposed vacation. The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 1ST Councilman Culpepper introduced Bill No. 4648 vacating a 15-foot READING - BILL NO. 4648 water line easement located at Daniel Young Elementary School with VACATION OF WATER an address of 505 SE Shamrock Lane. City Clerk Sheryl Morgan made LINE EASEMENT - the first reading of Bill No. 4648 by title; copies of the proposed Bill DANIEL YOUNG having previously been made available to the public. Mayor Ross acknowledged Public Works Director, Chris Sandie, on his 35-year anniversary with the City. Mayor Ross also wishes Parks Director Dennis Dovel a happy birthday.
