MINUTES OF COUNCIL MEETING
APRIL 15, 2019 -1 st MEETING
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, April 15,
2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING Mayor Ross called the City Council meeting to order at 6:00 p.m. and
TO ORDER Scouts from Troop 1175 of Timothy Lutheran Church led the audience
in the Pledge of Allegiance.
CONSENT AGENDA Councilman Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilman Kaylor.
• Minutes of the April 1, 2019 City Council meeting
• Declare Election Results of April 2, 2019 General Municipal
Election for Districts 1, 2, and 3 Councilmen and ten proposed
Charter amendments
• Resolution No. 21-2019 approving a Chapter 100 Funding
Agreement between the City of Blue Springs and Durvet, Inc., for
the purpose of funding various expenses to be incurred by the City
(or City Representative) during the course of preparing, evaluating
and analyzing a Chapter 100 redevelopment proposal for the
expansion of commercial real estate located at 100 SE Magellan
Drive, Blue Springs, Missouri 64014
• Resolution No. 22-2019 approving a contract in the amount of
$85,514 with Kansas City Area Transportation Authority (KCATA)
to provide commuter bus services from Blue Springs to the
downtown Kansas City area
• INFORMATIONAL NOTICE: On April 11, 2019 the City Clerk
Verified the Petition for the Establishment of the North Blue Springs
Community Improvement District (Petition), and the Petition is
available for inspection

MAYOR'S PRESENTATION Mayor Ross presented outgoing District 1 Councilman Dale Carter with
a plaque and Proclamation thanking him for his service on the Council.
Mayor Ross acknowledged Public Works Director, Chris Sandie, on his
35-year anniversary with the City. Mayor Ross also wishes Parks
Director Dennis Dovel a happy birthday.

ADJOURNMENT At 6: 18 p.m ., there was no further business to come before the Council ,
Councilman Lievsay moved the first meeting of the Council be
adjourned. Motion seconded by Councilman Carter and carried
unanimously.
