CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JUNE 17, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 17, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Assistant City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilmember Edmondson moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Fowler. • Minutes of the June 3, 2019 City Council Meeting • Resolution No. 33-2019 determining the City's estimated population as 55,104 as of July 1, 2018 • Resolution No. 34-2019 approving the payment of property, liability, and worker's compensation premiums for the 2019-20 plan year • Resolution No. 35-2019 approving a Memorandum of Understanding with Ring LLC for access to the Ring Neighbors Portal to communicate with users of the Neighbors app • Resolution No. 36-2019 designatiQg Friday, September 13 through Sunday, September 15, 2019 as the dates for the 2019 Blue Springs Fall Fun Festival • Resolution No. 37-2019 supporting the concept of a Blue Springs Life Skills Center as proposed by the SPIRIT Council • Resolution No. 38-2019 approving a purchase in the amount of $337,527 from Blue Springs Ford Sales, Inc. for a total of eight Ford Utility SUV vehicles and one Animal Control vehicle • Liquor License renewals for the 2019-2020 license year • 2019 Board and Commission Appointments - The list of the Mayor's appointments are as follows: Human Relations Commission: Reappoint: Gino Bueno New appointment: Gino Bueno, Vice Chair The Consent Agenda was approved with the following vote: June 17, 2019 City Council Minutes Page 2 Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider amending various UNIFIED DEVELOPMENT sections of Title IV, Chapters 401-411, Unified Development Code, of CODE AMENDMENTS the Code of Ordinances, City of Blue Springs to adopt regulations for RELATING TO SOLAR solar energy systems at 6:02 p.m. The minutes of the public hearing ENERGY SOLUTIONS were recorded by a certified court reporter. City Clerk Sheryl Morgan (UDCT-05-19-6950) entered one exhibit into the record. STAFF REPORT Assistant Community Development Director, Mike Mallon, outlined the amendments to the Unified Development Code relating to solar energy systems. The Mayor hearing no further comments for or against, closed the public hearing at 6:14 p.m. INTRODUCTION AND 1ST Councilmember Fowler introduced Bill No. 4673 amending various READING - BILL NO. sections of Title IV, Chapters 401-411, Unified Development Code, of 4673 - UNIFIED the Code of Ordinances, City of Blue Springs to adopt regulations for DEVELOPMENT CODE solar energy systems. AMENDMENTS RELATING TO SOLAR ENERGY SOLUTIONS City Clerk Sheryl Morgan made the first reading of Bill No. 4673 by title; (UDCT-05-19-6950) copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4673 upon its first reading and proceed with the second reading on July 1, 2019. Motion seconded by Councilmember Culpepper and carried unanimously. Councilman Culpepper requested that staff be prepared with drawings with visuals of how the structures would impact sightlines. INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4674 approving the READING - BILL NO. conveyance of a permanent drainage and detention easement, from 4674- MINOR LOT LINE Blue Springs Self Storage, LLC for Minor Lot Line Adjustment West ADJUSTMENT WEST Gateway Office Park Second Plat - Lots 3-7 Inclusive, Lot 6A Parcel GATEWAY OFFICE PARK II. City Clerk Sheryl Morgan made the first reading of Bill No. 4674 by SECOND PLAT title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4674 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Culpepper and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4674 by title. 4674 Councilmember Fowler moved to adopt Bill No. 4674 upon its second reading and give it ORDINANCE NO. 4830, with a copy attached hereto and made a part of the minutes. City Clerk Sheryl Morgan made the first reading of Bill No. 4676 IMPROVEMENTS by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4676 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Kaylor and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4676 by title. 4676 Councilmember Fowler moved to adopt Bill No. 4676 upon its second reading and give it ORDINANCE NO. 4832, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Kaylor and carried with the following vote after discussion: COUNCIL DISCUSSION Mayor Ross stated this project has been a long time in the making and he is very happy to see it progressing. He is looking forward to similar progress on the south side of 7 Highway. Councilmember Fowler moved to approve Bill No. 4672 upon its first reading and proceed with the second reading. City Attorney Jacqueline Sommer stated this Bill was on the June 3, 2019 Council Agenda for consideration and there were minor changes made to that version of the Bill; these changes are outlined on the Council Information Form in the agenda packet. Motion seconded by Councilmember Kaylor and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4672 by title. 4672 Councilmember Fowler moved to adopt Bill No. 4672 upon its second reading and give it ORDINANCE NO. 4834, with a copy attached hereto and made a part of the minutes. Councilmember Fowler moved to approve Bill No. 4678 upon its first reading and proceed with the second reading . Motion seconded by Councilmember Lievsay and carried unanimously. Councilman Kaylor stated he would be voting for to approve this Bill , but would like to see the City move to an L-6 LAGERS Retirement Plan . 2ND READING - BILL NO . Ms . Morgan made the second reading of Bill No . 4678 by title . 4678 Councilmember Fowler moved to adopt Bill No. 4678 upon its second reading and give it ORDINANCE NO. 4835, with a copy attached hereto and made a part of the minutes. A copy of the PowerPoint TRAINING presentation is attached to these Minutes and incorporated herein . MAYORAL Thoughts to Ponder: ANNOUNCEMENTS "Education is not preparation for life; education is life itself." (John Dewey) City Administrator Eric Johnson reminded the Council and public that the 4th of July Red, White and Blue Springs Fireworks Event has been cancelled this year due to the construction at Blue Springs South High School. It is anticipated that the event will resume next year. ADJOURNMENT At 6:52 p.m., there was no further business to come before the Council , Councilmember Culpepper moved the meeting be adjourned.
