MINUTES OF COUNCIL MEETING
JUNE 17, 2019
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June
17, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
Smith Street with Mayor Carson Ross presiding.
COUNCILMEMBERS IN Jerry Kaylor Galen Ericson

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
CONSENT AGENDA Councilmember Edmondson moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Fowler.
• Minutes of the June 3, 2019 City Council Meeting
• Resolution No. 33-2019 determining the City's estimated
population as 55,104 as of July 1, 2018
• Resolution No. 34-2019 approving the payment of property,
liability, and worker's compensation premiums for the 2019-20 plan
year
• Resolution No. 35-2019 approving a Memorandum of
Understanding with Ring LLC for access to the Ring Neighbors
Portal to communicate with users of the Neighbors app
• Resolution No. 36-2019 designatiQg Friday, September 13
through Sunday, September 15, 2019 as the dates for the 2019
Blue Springs Fall Fun Festival
• Resolution No. 37-2019 supporting the concept of a Blue Springs
Life Skills Center as proposed by the SPIRIT Council
• Resolution No. 38-2019 approving a purchase in the amount of
$337,527 from Blue Springs Ford Sales, Inc. for a total of eight Ford
Utility SUV vehicles and one Animal Control vehicle
• Liquor License renewals for the 2019-2020 license year
• 2019 Board and Commission Appointments - The list of the
Mayor's appointments are as follows:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider amending various
UNIFIED DEVELOPMENT sections of Title IV, Chapters 401-411, Unified Development Code, of
CODE AMENDMENTS the Code of Ordinances, City of Blue Springs to adopt regulations for
RELATING TO SOLAR solar energy systems at 6:02 p.m. The minutes of the public hearing

entered one exhibit into the record.
STAFF REPORT Assistant Community Development Director, Mike Mallon, outlined the
amendments to the Unified Development Code relating to solar energy
systems.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:14 p.m.
INTRODUCTION AND 1ST Councilmember Fowler introduced Bill No. 4673 amending various
READING - BILL NO. sections of Title IV, Chapters 401-411, Unified Development Code, of
4673 - UNIFIED the Code of Ordinances, City of Blue Springs to adopt regulations for

(UDCT-05-19-6950) copies of the proposed Bill having previously been made available to
the public.
Councilmember Fowler moved to approve Bill No. 4673 upon its first
reading and proceed with the second reading on July 1, 2019. Motion
seconded by Councilmember Culpepper and carried unanimously.
Councilman Culpepper requested that staff be prepared with drawings
with visuals of how the structures would impact sightlines.

COUNCIL DISCUSSION Mayor Ross stated this project has been a long time in the making and
he is very happy to see it progressing. He is looking forward to similar
progress on the south side of 7 Highway.

Sommer stated this Bill was on the June 3, 2019 Council Agenda for
consideration and there were minor changes made to that version of
the Bill; these changes are outlined on the Council Information Form in
the agenda packet. Motion seconded by Councilmember Kaylor and
carried unanimously.

City Administrator Eric Johnson reminded the Council and public that
the 4th of July Red, White and Blue Springs Fireworks Event has been
cancelled this year due to the construction at Blue Springs South High
School. It is anticipated that the event will resume next year.
ADJOURNMENT At 6:52 p.m., there was no further business to come before the Council ,
Councilmember Culpepper moved the meeting be adjourned. Motion
seconded by Councilmember Kaylor and carried unanimously.
