MINUTES OF COUNCIL MEETING
NOVEMBER 4, 2019
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
November 4, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor C~rson Ross presiding.
COUNCILMEMBERS IN Jerry Kaylor Galen Ericson
ATTENDANCE Chris Lievsay Kent Edmondson
Ron Fowler Susan Culpepper
Also present were City Administrator Eric Johnson, Assistant City
Administrator, City Attorney Jacqueline Sommer, and City Clerk
Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Edmondson.
• Minutes of the October 21, 2019 City Council Meeting
• Resolution No. 70-2019 approving the disposition of Information
Technology and Parks and Recreation department records which
have met the required retention period
• Resolution No. 71-2019 approving a Change Order in the amount
of $20,000.00 with Superior Electrical Construction, Inc. for on call
electrical services
The Consent Agenda was approved with the following vote:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider the tax abatement
MCRC TAX ABATEMENT of real property for the renovation of a facility for Anthem Photography
FOR ANTHEM at 209 NW 11th Street, Blue Springs, MO 64015 at 6:01 p.m. The
PHOTOGRAPHY minutes of the public hearing were recorded by a certified court
reporter. City Clerk Sheryl Morgan entered one exhibit into the record.
STAFF REPORT Tom Cole, Director of Community and Economic Development
reviewed the details of the proposed abatement project.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:05 p.m.

INTRODUCTION AND 1ST Councilmember Kaylor introduced Bill No. 4709 approving the Anthem

reading and proceed with the second reading. Motion seconded by
Councilmember Edmondson and carried unanimously.
2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4709 by title.
4709 Councilmember Lievsay moved to adopt Bill No. 4709 upon its second
reading and give it ORDINANCE NO. 4867, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Culpepper and carried with the following vote:

MAYORAL Mayor Ross congratulated the State Champion Blue Springs South
ANNOUNCEMENTS Lady Jaguars.
The Mayor's Community Prayer Breakfast will be held this Friday
morning at Adams Pointe Conference Center.

VISITORS David Mann requested Council to reconsider the recent legislation
prohibiting solar panels on street-facing rooftops in Blue Springs.
Mayor Ross stated the issue will be taken under advisement and if the
Council is interested in bringing the issue forward again, the Council
could further discuss.

Russ Krohn thanked Council for the repavement of SW Bowlin Road.

ADJOURNMENT At 6:25 p.m., there was no further business to come before the
Council, Councilmember Edmondson moved the meeting be
adjourned. Motion seconded by Councilmember Kaylor and carried
unanimously.
