CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING OCTOBER 21, 2019 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, October 21, 2019, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. · COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER Pledge of Allegiance. CONSENT AGENDA Councilman Fowler requested Item 3f - Amendment to 401 (a) Plans be pulled from the Consent Agenda for separate discussion and consideration. Councilmember Culpepper moved to approve the following Consent Agenda items with the exception of Item 3f, and the motion was seconded by Councilmember Lievsay. • Minutes of the October 7, 2019 City Council Meeting • Resolution No. 61-2019 ratifying an agreement in the amount of $500,000 with the Department of Justice, Office on Violence Against Women for the purpose of accepting a grant for improving criminal justice responses to sexual assault, domestic violence, dating violence and stalking • Resolution No. 62-2019 approving a contract in the amount of $134,477.00 with Blue Springs R-IV School District for police officers for the 2019-2020 school year • Resolution No. 63-2019 approving a contract in the amount of $178,905.00 with HDR Engineering, Inc., for sludge removal design and project management at the Sni-A-Bar Wastewater Treatment Plant • Resolution No. 64-2019 approving an amendment extending the Consultant Contract with HDR Engineering, Inc. to December 31, 2020 for Professional Engineering and Construction Management Services related to the Sni-A-Bar Waste Water Treatment Plant for a Sludge Drying Facility • Resolution No. 66-2019 approving a Memorandum of Understanding with the City of Oak Grove Missouri Police Department for the shared use of the Zuercher Records Management System and Computer Aided Dispatch Suite • Resolution No. 67-2019 approving a contract in the amount of $102,909 with Kansas City Area Transportation Authority to provide commuter bus services from Blue Springs to the, downtown Kansas City area October 21, 2019 City Council Minutes Page 2 • Resolution No. 68-2019 amending a contract with The Mailing Company dba Strahm Automation & Mailing Services, 1700 Broadway, Kansas City, MO 64108 for printing and mailing the City's water and sewer bills by extending the contract through January 31, 2020 for an additional cost of $24,597.75 • Resolution No. 69-2019 approving a contract in the amount of $573,965.00 with Musco Sports Lighting, LLC for purchase and installation of new ballfield lights at Wilbur Young Park • Board and Commission Appointment Human Relations Commission: New Appointment: Natalie Tran - student representative Lucas Taylor The Consent Agenda, with the exception of Item 3f, was approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye ITEM 3f - AMENDMENT TO Councilmember Fowler clarified the 401 (a) retirement plan 401(a) PLANS amendment brings the City's match to 3% and, unlike other retirement options, is passed on to an employee's heirs upon death. Councilmember Edmondson moved to approve Resolution No. 65- 2019 approving and adopting amendments to Consent Agenda Item ( 3f - Amendment to 401 (a) Plans. Motion seconded by Councilmember Culpepper and carried unanimously. PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a rezoning from REZONE AND PD "SF-7" (Single-Family) to "SF-7/PD" (Single-Family/Planned CONCEPT PLAN FOR Development) (RZ-09-19-7085) and to approve a Planned LIGGETT TRAIL Development Concept Plan for Liggett Trail Education Center located EDUCATION CENTER (RZ- at 3575 SW Liggett Road, to allow a 19,000-sf. +/- building addition 09-19-7085) and (PDC-09- 19-7086) (PDC-09-19-7086) at 6:03 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Senior Planner, Matt Wright, reviewed the details of the proposed Rezoning and Planned Development Concept Plan. APPLICANT Dan Anderson of the Blue Springs School District addressed Council's questions relating to parking. The Mayor hearing no further comments for or against, closed the public hearing at 6:13 p.m. INTRODUCTION AND 1ST Councilmember Kaylor introduced Bill No. 4701 approving a rezoning READING- BILL NO. 4701 from "SF-7" (Single-Family) to "SF-7/PD" (Single-Family/Planned - REZONE LIGGETT TRAIL Development) for Liggett Trail Education Center located at 3575 SW : (. Ms. Morgan made the second reading of Bill No. 4701 by title. 4701 Councilmember Fowler moved to adopt Bill No. 4701 upon its second reading and give it ORDINANCE NO. 4858, with a copy attached hereto and made a part of the minutes. City Clerk Sheryl Morgan made the first EDUCATION CENTER reading of Bill No. 4702 by title; copies of the proposed Bill having (PDC-09-19-7086) previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4702 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Kaylor and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4702 by title. 4702 Councilmember Fowler moved to adopt Bill No. 4702 upon its second reading and give it ORDINANCE NO. 4859, with a copy attached hereto and made a part of the minutes. City THIRD PARTY BUILDING Clerk Sheryl Morgan entered one exhibit into the record. INSPECTIONS STAFF REPORT Mike Mallon, Assistant Director of Community Development reviewed the proposed amendments. ( October 21, 2019 City Council Minutes Page4 COUNCIL DISCUSSION Mr. Mallon confirmed that any type of licensed engineer could approve building inspections under the new State law and this Code ( amendment. The Mayor hearing no comments for or against, closed the public hearing at 7:19 p.m. INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4705 approving READING - BILL NO. 4705 amendments to Title IV, Chapters 401-411, Unified Development - AMENDMENTS TO Code, of the Code of Ordinances of the City of Blue Springs to amend CHAPTERS 401-411, and adopt regulations related to development procedures, regulations, UNIFIED DEVELOPMENT and standards will be ready for introduction and readings. (UDCT-09- CODE, OF THE CODE OF ORDINANCES 19-7081 ). City Clerk Sheryl Morgan made the first reading of Bill No. (UDCT-09-19-7081) 4705 by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4705 upon its first reading and proceed with the second reading. Motion seconded by ( Councilmember Ericson. AMENDMENT TO BILL NO. Councilmember Fowler moved to approve the design 4705 recommendations in Table 407.010-4: Parking Area Design with the exception of changes to the 90° Aisle Widths. Motion seconded by Councilmember Culpepper and carried unanimously. VOTE ON FIRST READING Motion to approve Bill No. 4705, as amended, on its first reading was OF BILL NO. 4705, AS approved unanimously. AMENDED 2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4705, as amended, 4705 by title.
