MINUTES OF COUNCIL WORK SESSION
AUGUST 31, 2020
A Work Session of the City Council of the City of Blue Springs, Missouri, was held on Monday,
August 31, 2020, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.
Face coverings were required pursuant to Order of the Jackson County Health Director dated July
1, 2020, and Phase 2.5 of the Eastern Jackson County Recovery Plan.

CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
USE TAX Mayor Ross led the discussion regarding the Use Tax and
recommended the funds from the Use Tax be dedicated for street
maintenance and to be on the April 2021 ballot.
PARKS SALES TAX Dennis Dovel, Director of Parks and Recreation presented information
to Council regarding the Parks Sales Tax and advised that the tax
would need to be renewed by April of 2022 in order to not sunset. Mr.
Dovel highlighted projects completed with the current Park Sales Tax.
The results of the Parks Site Master Plan Study will be presented to
the Council on September 21, 2020. An Aquatics Needs Study is
currently underway. A Park Commission Task Force has been
established to provide recommendations on next steps for the Parks
Sales Tax.
COVID-19 CARES FUNDS Assistant City Administrator Christine Cates reviewed the details of
the COVID Coronavirus Aid, Relief, and Economic Security (CARES)
Act funds appropriated by Jackson County, Missouri. Ms. Cates
reviewed the proposed budget, as well as the timeline and process for
receiving reimbursement of funds from the CARES Act. Ms. Cates
shared the Council Information Form and Ordinance that will be
presented to Council for consideration at the September 9, 2020
Council meeting (attached to these Minutes and incorporated herein).
ADJOURN At 6:50 p.m., there was no further business to come before the
Council, Councilmember Kaylor moved the meeting be adjourned.
Motion seconded by Councilmember Lievsay and carried
unanimously.
