MINUTES OF COUNCIL MEETING
DECEMBER 7, 2020
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
December 7, 2020, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.
Pursuant to Jackson County Executive Order dated November 18, 2020 and any subsequent
amendments and Phase 2.5 of the Eastern Jackson County Recovery Plan limiting public
gatherings, the City Council participated in this meeting via video-conference and telephone to
ensure safe social distancing measures were taken as provided in Sections 610.020(1) and
610.020(4) RSMo. The public was able to attend via telephone conference.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
Deputy City Clerk Julia Porter.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER Pledge of Allegiance.
CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Ericson.
• Minutes of the November 16, 2020 City Council Meeting and the
November 30 City Council Work Session
• Resolution No. 107-2020 approving the disposition of Information
Technology department records which have met the required
retention period as prescribed by the Blue Springs Records
Retention, Management, and Destruction Policy dated November
28, 2016 and in accordance with the Missouri Secretary of State's
records retention guidelines
• Resolution No. 108-2020 approving a contract in the amount of
$207,416.25 from Midwest Sign Company, LLC for signage at
Wilbur Young Park and Hidden Valley Park
• Resolution No. 109-2020 approving a contract in the amount of
$359,946.00 from Garland/DBS, Inc. for roof replacement at
Vesper Hall
• Resolution No. 110-2020 approving an Agreement between the
City of Blue Springs and the Junior College District of Kansas City,
Missouri (MCC) for the reciprocal use of facilities
• Liquor license for Keystone Wines & Spirits located at 1618 S
7 Highway Blue Springs, MO 64014, to sell intoxicating liquors in
original package, for consumption off premises and Sunday retail
selling of intoxicating liquors by the drink, on the premises: or in
original package for consumption on or off premises. Avarus LLC
dba Goodcents Deli Fresh used to occupy this space

• Resolution No. 111-2020 approving a contract in an amount not
to exceed $1,200,00.00 with Turner Construction Company, for
improvements to buildings related to Covid-19. This project is
being funded through the CARES Act Funds received for
improvements to slow the spread of Covid-19

2ND READING - BILL NO. Deputy City Clerk Julia Porter made the second reading of Bill No.
4819 -ANNEXATION OF 4819 annexing property (approximately 1.92 +/- acres), Cowherd
PROPERTY NEAR EAST Road right-of-way, located west of the intersection of East Cowherd
COWHERD ROAD ANO Road and South State Route 7 into the City limits (ANNX-10-20-7527)
SOUTH STA TE ROUTE 7
by title. The public hearing and first reading of Bill No. 4819 were held
(ANNX-10-20-7527)
on November 16, 2020.
Councilmember Fowler moved to adopt Bill No. 4819 upon its second
reading and give it ORDINANCE NO. 4966, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Ericson and carried with the following vote:

2ND READING - BILL NO. Deputy City Clerk Julia Porter made the second reading of Bill No.
4820 -ANNEXATION OF 4820 annexing property (approximately 1.20 +/- acres), Shepherd
SHEPHERD ROAD RIGHT- Road right-of-way, located at the east of the intersection of NW RD
OF-WA Y LOCATED NEAR Mize Road and NW Shepherd Road into the City limits (ANNX-10-20-

7526) by title. The public hearing and first reading of Bill No. 4819

Councilmember Fowler moved to adopt Bill No. 4819 upon its second
reading and give it ORDINANCE NO. 4967, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Ericson and carried with the following vote:

INTRODUCTION AND 1 ST Councilmember Culpepper introduced Bill No. 4823 approving a

reading and proceed with the second reading. Motion seconded by

reading and give it ORDINANCE NO. 4968, with a copy attached
hereto and made a part of the minutes. Motion seconded by

INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4824 approving and

- 7 HIGHWAY SIDEWALK Sidewalk Improvements project (CIP ST-43) to move forward with the

Julia Porter made the first reading of Bill No. 4824 by title; copies of
the proposed Bill having previously been made available to the public.
Councilmember Fowler moved to approve Bill No. 4824 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Culpepper and carried unanimously.
2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4824 by title.
4824 Councilmember Fowler moved to adopt Bill No. 4824 upon its second
reading and give it ORDINANCE NO. 4969, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Ericson and carried with the following vote:

CLOSED SESSION At 6:11 p.m., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021 (2), Revised Statutes of
Missouri, for the purpose of privileged communications between a
governmental body or its representative and legal counsel relating to
real estate, and that any minutes, documents and other records
discussed or taken during the closed session remain closed, and that
the special meeting of this body stand adjourned at the completion of
December 7, 2020 City Council Minutes Page 4
such session . Motion seconded by Councilmember Ericson and
carried with the following votes :
