MINUTES OF COUNCIL MEETING
DECEMBER 21, 2020
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
December 21, 2020, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.
Pursuant to Jackson County Executive Order dated November 18, 2020 and any subsequent
amendments and Phase 2.5 of the Eastern Jackson County Recovery Plan limiting public
gatherings, the City Council participated in this meeting via video-conference and telephone to
ensure safe social distancing measures were taken as provided in Sections 610.020(1) and
610.020(4) RSMo. The public was able to attend via telephone conference.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. City Clerk Sheryl
ORDER Morgan confirmed a quorum of the Council was present.
CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Ericson.
• Minutes of the December 7, 2020 City Council Meeting
• Resolution No. 114-2020 approving a contract with William F
Barnes dba Liberty Sports Officials in an amount not to exceed
$60,000 to hire, schedule and pay the officials a set amount based
on the age division and sport they are officiating
• Resolution No. 115-2020 approving Detention Facility User
Agreement between the City of Blue Springs, Missouri and the City
of Lone Jack, Missouri for the temporary prisoner housing
• Resolution No. 116-2020 approving a contract with Community
Services League of Jackson County for administration and
disbursement of CDBG-CV funds ·
• Resolution No. 117-2020 establishing the Human Relations
Commission Task Force and approval of Mayoral appointments to
the Task Force
The above Consent Agenda items were approved unanimously.
VISITORS Moses Baldeh of Unyte Solar addressed the City Council regarding the
City's current policy relating to solar panels.
Scott Casey addressed Council regarding participation in the
Household Hazardous Waste Program.

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider rezoning rezone

INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4825 approving a

reading and give it ORDINANCE NO. 4970, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Culpepper and carried with the following vote:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a Conditional Use

project.

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider amendments to
UNIFIED DEVELOPMENT the Unified Development Code to various Sections and Subsections
CODE AMENDMENTS of Title IV, Chapters 401-411, Unified Development Code, of the Code
(UDCT-11-20-7573) of Ordinances, City of Blue Springs, Missouri to amend and adopt
regulations related to development procedures, regulations, and
standards (UDCT-11-20-7573) at 6:54 p.m. The minutes of the public
hearing were recorded by a certified court reporter. City Clerk Sheryl
Morgan entered one exhibit into the record.
STAFF REPORT Assistant Director of Community Development, Matt Wright, reviewed
the details of the proposed amendments to the Unified Development
Code.
The Mayor hearing no further comments for or against, closed the
public hearing at 7:22 p.m.

hereto and made a part of the minutes. Motion seconded by
Councilmember Lievsay and carried with the following vote:

COUNCIL DISCUSSION - Mayor Ross stated the Council had previously discussed rejoining the
HOUSEHOLD Mid-America Regional Council's Regional Household Hazardous
HAZARDOUS WASTE Waste Collection Program. The following Resolution will authorize
PROGRAM staff to take action to rejoin the program.
RESOLUTION NO. 118- Councilmember Culpepper moved to adopt Resolution No. 118-2020
2020 - HOUSEHOLD approving an agreement with the Mid-America Regional Council's
HAZARDOUS WASTE Solid Waste Management District to participate in the 2021 Regional
PROGRAM Household Hazardous Waste Collection Program. Motion seconded
by Councilmember Ericson and carried unanimously.

CLOSED SESSION At 7:28 p.m., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021(2), Revised Statutes of
Missouri, for the purpose of privileged communications between a
governmental body or its representative and legal counsel relating to
real estate, and that any minutes, documents and other records
discussed or taken during the closed session remain closed, and that

the special meeting of this body stand adjourned at the completion of
such session . Motion seconded by Councilmember Culpepper and
carried with the following votes:
