MINUTES OF COUNCIL MEETING
May 17, 2021
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May 17,
2021, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
SW Smith Street., Blue Springs, Missouri and via video-conference, with Mayor Carson Ross
presiding.
The City Council participated in this meeting in person, via video-conference and/or telephone as
provided in Sections 610.020(1) and 610.020(4) RSMo. The public was able to attend via
telephone conference and in person.

Also present were City Administrator Eric Johnson, Assistant City
Administrator Christine Cates, City Attorney Jacqueline Sommer, and
Deputy City Clerk Julia Porter.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and Boy Scout
ORDER Troop 175 of Timothy Lutheran Church led in the pledge of allegiance.
Deputy City Clerk Julia Porter confirmed a quorum of the Council was
present.
CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Kaylor.
• Minutes of the May 3, 2021 City Council Meeting
• Resolution No. 28-2021 approving a contract with Fleming Auto
Center, Inc. dba Jackson County Tow Service for towing services
• Resolution No. 29-2021 approving a purchase in the amount of
$199,640.51 from MicroMan Industries LLC for Ford Utility SUV
Police Equipment
The above Consent Agenda items were approved with the following
vote:

PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider vacating a platted
VACATION OF UTILITY 10-ft. Utility easement located generally at 905 NW 7 Highway (VAC-
EASEMENT FOR 04-21-7742) at 6:04 p.m. The minutes of the public hearing were
WHATABURGER recorded by a certified court reporter. Deputy City Clerk Julia Porter

entered one exhibit into the record.
STAFF REPORT Matt Wright, Assistant Director of Community Development, outlined
the proposed vacation.

The Mayor hearing no further comments for or against, closed the
public hearing at 6:05 p.m.
INTRODUCTION AND 1 ST Councilmember Culpepper introduced Bill No. 4855 vacating a platted
READING - BILL NO. 4855 10-ft. Utility easement located generally at 905 NW 7 Highway (VAC-
-VACATION OF UTILITY 04-21-7742). Deputy City Clerk Julia Porter made the first reading of
EASEMENT FOR Bill No. 4855 by title; copies of the proposed Bill having previously

Councilmember Fowler moved to approve Bill No. 4855 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and carried unanimously.
2ND READING - BILL NO. Ms. Porter made the second reading of Bill No. 4855 by title.
4855 Councilmember Fowler moved to adopt Bill No. 4855 upon its second
reading and give it ORDINANCE NO. 4999, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Kaylor and carried with the following vote:

INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4856 approving the
READING - BILL NO. 4856 Final Plat for Blazer Center 2nd Plat, Lot A "Whataburger" (PF-04-21-
- FINAL PLAT FOR 7743), located at 905 NW 7 Highway. Deputy City Clerk Julia Porter

Councilmember Fowler moved to approve Bill No. 4856 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Kaylor and carried unanimously.
2ND READING - BILL NO. Ms. Porter made the second reading of Bill No. 4856 by title.
4856 Councilmember Fowler moved to adopt Bill No. 4856 upon its second
reading and give it ORDINANCE NO. 5000, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Kaylor and carried with the following vote:

PUBLIC HEARING - 2021- Mayor Ross advised the Council that City Staff has requested a
2022 TO 2025-26 CAPITAL continuance of the public hearing to the June 7, 2021 Council Meeting.
IMPROVEMENTS Councilmember Edmondson moved to continue the public hearing for
PROGRAM - MOTION TO consideration of Fiscal Years 2021-22 to 2025-2026 Capital
CONTINUE
Improvements Program (CIP) for the City of Blue Springs to the Monday,
June 7, 2021 City Council meeting. Motion seconded by
Councilmember Kaylor and carried unanimously.

MAYORAL CDC updated their recommendations on face masks and Jackson
ANNOUNCEMENTS County lifted the face mask requirement, especially for those who are
vaccinated.

CLOSED SESSION At 6:09 p.m ., Councilmember Kaylor moved for the Council go into
closed session pursuant to Section 610.021(1) , (2) , and (9) , Revised
Statutes of Missouri , for the purpose of privileged communications
between a governmental body or its representative and legal counsel
relating to litigation , real estate, and negotiation with employee
groups, and that any minutes, documents and other records discussed
or taken during the closed session remain closed , and that the special
meeting of this body stand adjourned at the completion of such
session . Motion seconded by Councilmember Edmondson and carried
with the following votes :
