CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JUNE 7, 2021 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 7, 2021, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street., Blue Springs, Missouri with Mayor Pro Tempore Kent Edmondson presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Pro Tern Edmondson stated that Mayor Ross was attending a ORDER wedding over the weekend and would be back for the June 21, 2021 City Council meeting. Mayor Pro Tern Edmondson called the meeting to order at 6:00 p.m. and led in the pledge of allegiance. CONSENT AGENDA Councilmember Kaylor moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Lievsay. • Minutes of the May 17, 2021 City Council Meeting • Resolution No. 33-2021 designating Friday, September 17 through Sunday, September 19, 2021 as the dates for the 2021 Blue Springs Fall Fun Festival • Resolution No. 34-2021 approving a contract in the amount of $1,100,000.00 with lnsituform Technologies USA, LLC for sanitary sewer and stormwater systems maintenance and rehabilitation. This project is approved as CIP SAN-07 for Citywide Maintenance and STM-06 for stormwater maintenance • Resolution No. 35-2021 approving the disposition of Information Technology department records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 and in accordance with the Missouri Secretary of State's records retention guidelines • Resolution No. 36-2021 approving a reformation of contract 2020-085 with TREKK Design Group, LLC for Professional Services for Sanitary Sewer Evaluation Studies and Related Activities changing the term of the contract from one year with four 1-year renewal options to three years with two 1-year renewal options • Appointments to Economic Development Council Reappointment: Becky Nace, Chair Joey Zarrillo, Vice Chair Robin Terry-Revels Taylor Warwick New Appointment: Ron Baker • Resolution No. 37-2021 approving a contract with McConnell & Associates Corp. in the amount of $119,373.00 for basketball June 7, 2021 City Council Minutes Page 2 court renovations at Blue Springs Park The above Consent Agenda items were approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay - Aye Culpepper - Aye Fowler-Aye Mayor Pro Tern Edmondson -Aye Mayor Ross - Absent PUBLIC HEARING - Mayor Pro Tern Edmondson opened the Public Hearing to consider PLANNED UNIT an Amended Planned Unit Development Concept Plan for Edgewater DEVELOPMENT CONCEPT at Chapman Farms, 4th Plat located at 909 SW Green Meadow Drive, PLAN FOR EDGEWATER to allow a 10-Lot 4th Plat Subdivision on 1.36 +\- acres of land at 6:02 AT CHAPMAN FARMS p.m. The minutes of the public hearing were recorded by a certified (PUDC-04-21-7756) court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Assistant Community Development Director Matt Wright reviewed the details of the proposed Planned Unit Development Concept Plan and addressed questions from Council regarding the approval process of the concept plans by the Planning Commission to Council. MOTION TO CONTINUE Councilmember Lievsay moved to continue the public hearing to the PUBLIC HEARING Monday, June 21, 2021 City Council meeting. Motion seconded by Councilmember Kaylor and carried with the following vote: Lievsay - Aye Culpepper - Aye Fowler-Aye Kaylor-Aye Ericson - Aye Mayor Pro Tern Edmondson - Aye Mayor Ross - Absent PUBLIC HEARING - 2021- Mayor Pro Tern Edmondson opened the Public Hearing to consider 2022 TO 2025-26 CAPITAL adopting the Fiscal Years 2021-2022 to 2025-2026 Capital IMPROVEMENTS Improvements Program (CIP) for the City of Blue Springs continued PROGRAM from the May 17, 2021 City Council Meeting at 6:27 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. STAFF REPORT Community Development Director Mike Mallon reviewed the details of the proposed Fiscal Years 2021-2022 to 2025-2026 Capital Improvements Program. COUNCIL DISCUSSION Council discussed the ST-06 Street Maintenance Program numbers and a desire to add additional funds to the street program in the upcoming budget discussions. IN OPPOSITION TO Scott Casey spoke in opposition to the purchased of an armored vehicle in the CIP. Mayor Pro Tern Edmondson hearing no further comments for or against, closed the public hearing at 6:52 p.m. June 7, 2021 City Council Minutes Page 3 INTRODUCTION AND 1 ST Councilmember Culpepper introduced Bill No. 4858 adopting the READING - BILL NO. 4858 Fiscal Years 2021-2022 to 2025-2026 Capital Improvements Program - 2021-2022 TO 2025-26 (CIP) for the City of Blue Springs. City Clerk Sheryl Morgan made the CAPITAL IMPROVEMENTS first reading of Bill No. 4858 by title; copies of the proposed Bill having PROGRAM previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4858 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Kaylor. COUNCIL DISCUSSION Councilmember Fowler moved to amend the CIP to add $1,000,000 to Project No. ST-06 for the Fiscal Years 2021-22 through 2025-2026 CIP. Motion seconded by Councilmember Lievsay. After Council discussion, the motion carried with the following vote: Fowler-Aye Kaylor-Aye Ericson - Aye Lievsay - Aye Culpepper - Aye Mayor Pro Tern Edmondson - Aye Mayor Ross -Absent VOTE ON 1sr READING OF Bill No. 4858, as amended, was approved unanimously. BILL NO. 4858, AS AMENDED 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4858, as amended, 4858, AS AMENDED by title. Councilmember Fowler moved to adopt Bill No. 4858 upon its second reading and give it ORDINANCE NO. 5001, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Lievsay and carried with the following vote: Ericson - Aye Lievsay - Aye Culpepper - Aye Fowler-Aye Kaylor-Aye Mayor Pro Tern Edmondson - Aye Mayor Ross - Absent INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4859 accepting a READING - BILL NO. 4859 pedestrian easement for Casey's General Store located at 1914 NW - PEDESTRIAN Woods Chapel Road. City Clerk Sheryl Morgan made the first reading EASEMENT FOR CASEY'S of Bill No. 4859 by title; copies of the proposed Bill having previously GENERAL STORE been made available to the public. Councilmember Fowler moved to approve Bill No. 4859 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Lievsay and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4859 by title. 4859 Councilmember Fowler moved to adopt Bill No. 4859 upon its second reading and give it ORDINANCE NO. 5002, with a copy attached hereto and made a part of the minutes. City Clerk Sheryl Morgan made the first reading of Bill No. 4860 by title; copies of the proposed Bill having previously been made available to the public. Councilmember Fowler moved to approve Bill No. 4860 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Culpepper and carried unanimously. 2ND READING - BILL NO. Councilmember Culpepper announced the dedication of the Downtown Gateway Arch by Downtown Alive! this Thursday night at 5:30 p.m. June 7, 2021 City Council Minutes Page 5 Mayor Pro Tern Edmondson reminded the public that meetings are now being held in person and any Scout Troops or other groups wishing to lead in the Pledge of Allegiance are encouraged to do so. CLOSED SESSION At 7:16 p.m., Councilmember Kaylor moved for the Council go into closed session pursuant to Section 610.021 (2), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to real estate, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that the special meeting of this body stand adjourned at the completion of such session .
