CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING DECEMBER 20, 2021 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, December 20, 2021, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street., Blue Springs, Missouri with Mayor Carson Ross presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were Acting City Administrator Christine Cates, City Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the ORDER pledge of allegiance. The City Clerk confirmed a quorum of the Council was present. CONSENT AGENDA Councilmember Culpepper moved to approve the following Consent Agenda items and the motion was seconded by Councilmember Kaylor. • Minutes of the December 6, 2021 City Council Meeting and the Minutes of the December 13, 2021 City Council Special Meeting • Resolution No. 116-2021 approving a contract for purchase of an Apex Officer Pro Training Simulator and services in the amount of $77,498.00 from GOVRED Technology, Inc • Resolution No. 117-2021 approving an agreement with the Reorganized School District R-IV of Jackson County (Blue Springs Public Schools) for mutual use of conduit and fiber lines • Liquor License for Trivedi & Riaz LLC dba Liquor Houzz located at 1110 NW Woods Chapel Rd Blue Springs, MO 64015, to sell intoxicating liquors in the original package, for consumption off premises, to include retail selling on Sunday intoxicating liquor on the premises where sold, in original package at retail not to be opened or consumed on the premises where sold, or in retailer- packaged container for off-premises consumption, as well as wine tasting on premises The above Consent Agenda items were approved with the following vote: Kaylor-Aye Ericson - Aye Lievsay-Aye Edmondson - Aye Fowler-Aye Culpepper - Aye Mayor Ross - Aye CHANGE TO AGENDA Mayor Ross announced that he would be moving the public hearing ORDER and Bills regarding the Blue Springs School District to be the first matter heard due to the large crowd attending for this matter. December 20, 2021 City Council Minutes Page 2 PUBLIC HEARING - Mayor Ross opened the Public Hearing to consider a Rezoning (RZ- REZONING (RZ-11-21- 11-21-8045) from Single Family District to Single Family 8045) AND PLANNED District/Planned Development for the Freshman Center property, DEVELOPMENT CONCEPT located at 2101 NW Vesper St., and a Planned Development Concept PLAN (PDC-11-21-8047) Plan (PDC-11-21-8047) for both the existing High School, located at FOR BLUE SPRINGS HIGH SCHOOL AND FRESHMAN 2000 NW Ashton Drive, and the Freshman Center campuses to CENTER construct new additions totaling 83,000 square feet to Blue Springs High School at 6:03 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered three exhibits into the record. STAFF REPORT Shana Kelly, Associate Planner, reviewed the details of the proposed rezoning and Planned Development Concept Plan and addressed questions from the Council. APPLICANT Dr. Charles Bell spoke on behalf of the applicant, Blue Springs School District regarding the project and shared a PowerPoint presentation which is entered into the record as Exhibit 3. Matt Keys of Hollis+Miller Architects reviewed the revised proposal including the anticipated noth/south Wildcat Drive and the reconfigured parking lot for dedicated pickup and other proposed changes from the previous submission in September. Vincent Vo Blue Springs High School Senior and Student Body President spoke on behalf of the student body. IN SUPPORT OF Matt Roberds, Colleen Plattner, Sarah Jordan, John Ham, and Tim Caton addressed Council in support of the project. IN OPPOSITION TO Mike Goettling, Mary Jo Goettling, Adam Kurth, and Alicia Sasyk addressed Council in opposition to the project. COUNCIL DISCUSSION Council shared comments regarding the amended plan and discussed sidewalks, curbing and safety of the students, faculty and public. The Mayor hearing no further comments for or against, closed the public hearing at 6:56 p.m. INTRODUCTION AND 1ST Councilmember Culpepper introduced Bill No. 4936 approving a READING - BILL NO. 4936 Rezoning from Single Family District to Single Family District/Planned - REZONING FOR BLUE Development for the Freshman Center property, located at 2101 NW SPRINGS HIGH SCHOOL Vesper St., for the existing High School, located at 2000 NW Ashton AND FRESHMAN CENTER Drive, and the Freshman Center campuses to construct new additions (RZ-11-21-8045) totaling 83,000 square feet to Blue Springs High School (RZ-11-21- 8045). City Clerk Sheryl Morgan made the first reading of Bill No. 4936 by title; copies of the proposed Bill having previously been made available to the public. Motion seconded by Councilmember Kaylor and carried unanimously. COUNCIL DISCUSSION Staff addressed Council questions regarding the maintenance and definition of precast decorative fencing. Staff was requested to review the Code to require a defined physical barrier between residential zoning and 7 Highway. APPLICANT Bryan Rahn addressed Council and responded to Council questions regarding the concrete panel fence and landscaping.
