JANUARY 3, 2022
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, January
3, 2022, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
SW Smith Street., Blue Springs, Missouri with Mayor Carson Ross presiding.

Attorney Jacqueline Sommer, and City Clerk Sheryl Morgan.
CALL MEETING TO Mayor Ross called the meeting to order at 6:00 p.m. and led in the
ORDER pledge of allegiance. The City Clerk confirmed a quorum of the Council
was present.
CONSENT AGENDA Councilmember Kaylor moved to approve the following Consent
Agenda items and the motion was seconded by Councilmember
Ericson.
• Minutes of the December 20, 2021 City Council Meeting
• Resolution No. 01-2022 approving the disposition of Information
Technology, Finance, and Administration department records
which have met the required retention period as prescribed by the
Blue Springs Records Retention, Management, and Destruction
Policy dated November 28, 2016 and in accordance with the
Missouri Secretary of State's records retention guidelines
• Resolution No. 02-2022 approving the rental of vehicles from
EAN Services, LLC to replace outgoing vehicles in the Police
Department in an amount not to exceed $52,000 a year

Item 3c – Rental of Vehicles for Police Department
Adopt a Resolution approving the rental of vehicles from EAN Services, LLC to replace outgoing
vehicles in the Police Department in an amount not to exceed $52,000 a year. Refer to Council

Pursuant to Blue Springs Home Rule Charter Section 4.4.C – Powers and Duties; Appointments:
The Mayor, with the advice and consent of the majority of the Council, shall appoint all members
of committees, boards, and commissions. Appointments by the Mayor to the Park Commission

A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
December 20, 2021, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety

• Resolution No. 116-2021 approving a contract for purchase of an
Apex Officer Pro Training Simulator and services in the amount of
$77,498.00 from GOVRED Technology, Inc
• Resolution No. 117-2021 approving an agreement with the
Reorganized School District R-IV of Jackson County (Blue Springs
Public Schools) for mutual use of conduit and fiber lines
• Liquor License for Trivedi & Riaz LLC dba Liquor Houzz
located at 1110 NW Woods Chapel Rd Blue Springs, MO 64015,
to sell intoxicating liquors in the original package, for consumption
off premises, to include retail selling on Sunday intoxicating liquor

CHANGE TO AGENDA Mayor Ross announced that he would be moving the public hearing

matter heard due to the large crowd attending for this matter.

PUBLIC HEARING – Mayor Ross opened the Public Hearing to consider a Rezoning (RZ-
REZONING (RZ-11-21- 11-21-8045) from Single Family District to Single Family

STAFF REPORT Shana Kelly, Associate Planner, reviewed the details of the proposed
rezoning and Planned Development Concept Plan and addressed
questions from the Council.
APPLICANT Dr. Charles Bell spoke on behalf of the applicant, Blue Springs School
District regarding the project and shared a PowerPoint presentation
which is entered into the record as Exhibit 3. Matt Keys of Hollis+Miller
Architects reviewed the revised proposal including the anticipated
noth/south Wildcat Drive and the reconfigured parking lot for
dedicated pickup and other proposed changes from the previous
submission in September. Vincent Vo Blue Springs High School
Senior and Student Body President spoke on behalf of the student
body.
IN SUPPORT OF Matt Roberds, Colleen Plattner, Sarah Jordan, John Ham, and Tim
Caton addressed Council in support of the project.
IN OPPOSITION TO Mike Goettling, Mary Jo Goettling, Adam Kurth, and Alicia Sasyk
addressed Council in opposition to the project.
COUNCIL DISCUSSION Council shared comments regarding the amended plan and discussed
sidewalks, curbing and safety of the students, faculty and public.

COUNCIL DISCUSSION Staff addressed Council questions regarding the maintenance and
definition of precast decorative fencing. Staff was requested to review
the Code to require a defined physical barrier between residential
zoning and 7 Highway.

regarding the concrete panel fence and landscaping.

A RESOLUTION APPROVING THE DISPOSITION OF RECORDS THAT HAVE MET THE
REQUIRED RETENTION PERIODS AND NO LONGER PROVIDE ANY VALUE TO THE CITY
OF BLUE SPRINGS
WHEREAS, it has been determined by the Records Manager that Information Technology,
Finance, and Administration department records have met the required retention periods as set by
the Blue Springs Records Retention Schedule within the Records Retention, Management, and
Destruction Policy; and
WHEREAS, the disposition of records that have met the required retention periods provides
for efficient and cost-effective management of City records, reduces physical and electronic
storage costs, and reduces the liability of the City of Blue Springs for housing inactive records
beyond the required retention period that may be subject to discovery during pending litigation;
and
WHEREAS, a copy of the Disposition List that lists the records, the retention periods, and
the allowed disposition dates is attached to this Resolution as Exhibit “A”.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BLUE
SPRINGS, MISSOURI, as follows:
1. The City of Blue Springs hereby authorizes the Records Manager or his or her
designee to properly dispose of the records listed in the disposition list attached as
Exhibit “A” and incorporated herein.

Adopt a Resolution approving the rental of vehicles from EAN Services, LLC to replace outgoing
vehicles in the Police Department in an amount not to exceed $52,000 a year.
BACKGROUND/JUSTIFICATION
The need has surfaced to rotate vehicles for the Staff Services Bureau in the Police
Department. For the past several years, Staff Services has seen the need for a variety of
vehicles to perform investigative activity that would include surveillance, on call needs, and
general investigations. This program is limited to Street Crimes Unit only.
In February 2021, Jackson County, Missouri entered into a contract with EAN Services, LLC,
which is an Enterprise subsidiary, with discounted rental rates for vehicles, valid for 3,000 miles
per month. Additional miles are $0.20 per mile. The vehicles can be rotated at any time. EAN
Services, LLC offers the same rates, with the same terms as the Jackson County contract, to
the City. The City must execute an Additional Billing Account Request form. The program is
cost efficient to operate and provides the Street Crimes Unit somewhat of a stealth operation.
In effort to provide reliable vehicles for the Street Crimes Unit and add diversity to the fleet, the
police department would like to rent 4 vehicles to improve police operations. These vehicles
would replace (not add to the fleet) the outgoing vehicles. Staff recommends that we utilize the
rates available under the Jackson County, Missouri contract.

A RESOLUTION APPROVING RENTAL OF VEHICLES FROM EAN SERVICES, LLC FOR
POLICE DEPARTMENT VEHICLES
WHEREAS, the past several years, the Street Crimes Unit of the Blue Springs Police
Department has seen the need for a variety of vehicles to perform investigative activities that
include, surveillance, on-call, and general investigations; and
WHEREAS, in an effort to provide reliable vehicles for this Unit and add diversity to the
fleet, the Police Department would like to use the vehicle rental rates made available by EAN
Services, LLC by contract with Jackson County, Missouri, to rent four vehicles to improve
operations; and
WHEREAS, the Department now recommends that the City execute an Additional Billing
Account Request to obtain a billing account under the Jackson County contract; and
WHEREAS, by completing the Additional Billing Account Request, the City agrees to the
terms given to Jackson County by EAN Services, LLC.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BLUE
SPRINGS, MISSOURI, as follows:
1. The Acting City Administrator has the authority and is hereby authorized to execute
an Additional Billing Account Request with EAN Services, LLC, 600 Corporate Park
Drive, St. Louis, MO 63105, in the amount not to exceed $52,000 per year, for rental
and rotation of vehicles, as attached hereto as Exhibit “A”.
2. City staff is directed to perform all tasks necessary to implement said Additional
Billing Account Request.

Robert Heacock of ETC Institute will present the findings of the 2021 Citizen Survey.
BACKGROUND/JUSTIFICATION
For several years, the City of Blue Springs has contracted with the ETC Institute to conduct a
statistically valid city survey. Surveys from ETC Institute date back to the late 1980s and early
1990s. The most recent citizen survey was conducted in 2018.
ETC Institute is headquartered in Olathe, Kansas, and conducts surveys throughout the United
States to more than 850 cities. They have an extensive database of regional and national
survey benchmarks which allows their customers to better gauge citizen satisfaction with a
variety of programs and services and benchmark the data against other cities.
The survey was developed with input from the City’s management team as well as input from
the City Council; however, there are not substantial changes to questions asked in past surveys
in order to create consistency and evaluate trends. The survey was administered in Fall 2021
with 603 surveys being completed.
There are four primary purposes of the Citizen Survey:
1. To objectively assess resident satisfaction with the delivery of City services
2. To measure trends from previous surveys
3. To help set priorities for the community as part of the City’s ongoing planning process
4. To compare Blue Springs’ performance with other cities, both regionally and across the
U.S.
Robert Heacock with ETC Institute will present the key findings of the survey and walk the
Council through the attached Power Point presentation.
Staff will be prepared to discuss the results with the Council and/or provide any additional follow
up.
