CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING MARCH 20, 2023 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, March 20, 2023, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Pro Tern Lievsay presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Mike Ekey, Deputy City Administrator Christine Cates, City Attorney Sarah Carnes, and City Clerk Sheryl Morgan. CALL MEETING TO Mayor Pro Tern Lievsay called the meeting to order at 6:00 p.m. and ORDER AND stated Mayor Ross was absent due to his upcoming wedding. CONFIRMATION OF Councilmember Edmondson led in the pledge of allegiance. The City QUORUM Clerk confirmed a quorum of the Council was present. CONSENT AGENDA Councilmember Edmondson moved to approve the Consent Agenda and the motion was seconded by Councilmember Kaylor. • Minutes of the March 6, 2023 City Council meeting • Resolution No. 13-2023 approving a purchase in the amount of $62,376 from Custom Play Systems, Inc. for the purchase of Trash Cans, ADA Accessible Picnic Tables, and Picnic Tables • Liquor License Minit Mart #4338 located at 111 SE AA Highway Blue Springs, MO 64014, to sell intoxicating liquors in the original package, for consumption off premises, to include Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises • Liquor License Minit Mart #4348 located at 1202 NW 7 Highway Blue Springs, MO 64014, to sell intoxicating liquors in the original package, for consumption off premises, to include Sunday retail selling of intoxicating liquors by the drink, on the premises; or in original package for consumption on or off premises The Consent Agenda was approved with the following vote: Kaylor-Aye Ericson- Aye Lievsay - Aye Edmondson -Aye Fowler-Aye Culpepper - Aye Mayor Ross - Absent PUBLIC HEARING - Mayor Pro Tern Lievsay opened the Public Hearing to consider an ANNEXATION OF 9607 Annexation of property approximately 1.64+/- acres located at 9607 JACOB LANE Jacob Lane in the Highlands Ranch Subdivision into the City limits (AN NX-02-23-8634) (ANNX-02-23-8634). at 6:02 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record. March 20, 2023 City Council Minutes Page 2 STAFF REPORT Director of Community Development Mike Mallon reviewed the details of the proposed annexation and addressed questions from the Council. IN SUPPORT OF Tom Metz, President of the Highlands Ranch Homeowners Association , stated the vote of homeowners in the HOA voted unanimously to be annexed into the City limits of Blue Springs. Mr. Metz said the homeowners have been pleased by the City services and police coverage received to date. The Mayor Pro Tern hearing no further comments for or against, closed the public hearing at 6:09 p.m. INTRODUCTION AND Councilmember introduced Bill No. 5070 approving an Annexation of 1ST READING - BILL property approximately 1.64+/- acres located at 9607 Jacob Lane in NO. 5070- the Highlands Ranch Subdivision into the City limits (ANNX-02-23- ANNEXATION OF 9607 8634). City Clerk Sheryl Morgan made the first reading of Bill No. 5070 JACOB LANE by title; copies of the proposed Bill having previously been made (ANNX-02-23-8634) available to the public. Councilmember Fowler moved to approve Bill No. 5070 upon its first reading and proceed with the second reading at the Council Meeting on April 3, 2023. Motion seconded by Councilmember Kaylor and carried unanimously. PRESENTATION - Kristen Hughes, Senior Director of RSM US LLP, presented the City's FISCAL YEAR 2022 financial year 2022 audit report and addressed questions from AUDIT Council. MAYORAL Mayor Pro Tern Lievsay stated the City of Hot Springs, Arkansas has ANNOUNCEMENTS advertised having the World's Shortest St. Patrick's Day Parade for the last 20 years at 95' long. However, the Blue Springs Parade is 66' long and just celebrated its 41 st anniversary. ADJOURNMENT At 6:32 p.m. , there was no further business to come before the Council, Councilmember Kaylor moved the meeting be adjourned. Motion seconded by Councilmember Fowler and carried unanimously.
