CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL WORK SESSION JUNE 30, 2025 A Work Session of the City Council of the City of Blue Springs, Missouri , was held on Monday, June 30, 2025, 6:00 p.m . in the Administrative Training Room of the Blue Springs City Hall , 903 W. Main Street with Mayor Chris Lievsay presiding. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:03 p.m . The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM STRATEGIC PLAN BerryDunn staff Michelle Kennedy and Maddi Powers (virtual DRAFT attendance) provided an overview of the Strategic Plan process and facilitated a discussion and review of the draft of City of Blue Springs Strategic Plan . A copy of the Presentation provided by BerryDunn is attached to these Minutes and incorporated herein. Other ISSUE/REQUEST BerryDunn will provide a presentation overview of the Strategic Planning Process and facilitate a review of the City of Blue Springs’ Strategic Plan Draft. BACKGROUND/JUSTIFICATION The City Council in 2015 adopted the Strategic Plan Framework and updated the Plan in 2021. Since the adoption, there have been many changes within the community, administration, and City leadership. To ensure current needs are addressed, a new Strategic Plan process is needed. The new Strategic Plan will be a comprehensive tool to help guide the decisions made by Council and staff with accountability and transparency. It sets a clear direction for the City by outlining its goals and objectives, helping the City prioritize the use of resources and ensure resources are allocated to best meet new goals and objectives. The Strategic Plan will also focus City efforts on the areas identified as most critical to achieving its desired outcomes and adapt its plans as circumstances change. The City Council contracted with BerryDunn on October 21, 2024, by Resolution No. 87-2024 to lead the City in a Strategic Planning process. Staff have been meeting with BerryDunn biweekly to develop the timeline and planning process. Staff and BerryDunn facilitated in- person Community Forums, pop-ups, and group/individual interviews, as well as virtual engagement through a Social Pinpoint site and Employee surveys. These events and forums helped gather Community input and feedback to contribute to the drafting of the Strategic Plan. In May 2025, the Mayor and City Council, as well as City Staff, held respective Work Session retreats with BerryDunn to further develop the Strategic Plan. At these Work Sessions, mission and vision statements were drafted alongside core values, strategic priorities, and goals for the City. Performance and outcome measures were developed to help the City evaluate progress on its goals and objectives. BerryDunn then collected the feedback from these work sessions to develop an initial Strategic Plan Draft. Staff has been working with BerryDunn to further refine and edit the Strategic Plan Draft. BerryDunn will be giving a brief presentation of the Strategic Plan project overview and then presenting the Strategic Plan Draft for Mayor and City Council’s review before it is presented to Mayor and City Council for final adoption. Once the Strategic Plan is finalized and adopted, Staff will develop the Implementation Plan to be completed by September 2025. The Strategic Plan will be connected to the Operating and Capital Budgets and a Performance Dashboard will be built to track progress.
