MINUTES OF COUNCIL MEETING
June 16, 2025
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June
16, 2025, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100
SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding.
COUNCILMEMBERS IN Jerry Kaylor Galen Ericson

Nick Brummel Jeremy Rowan
Also present were City Administrator Christine Cates, City Attorney
Jennifer Baird, and City Clerk Erin Ford.
PLEDGE Councilmember Ericson's granddaughter Adalyn Menghini signed and
led in the pledge of allegiance.
CALL MEETING TO Mayor Lievsay called the meeting to order at 6:01 p.m. The City Clerk
ORDER AND confirmed a quorum of the Council was present.

QUORUM
CONSENT AGENDA Councilmember Edmondson moved to approve the Consent Agenda and
the motion was seconded by Councilmember Kaylor.
• Minutes of the June 2, 2025 City Council Meeting.
• Resolution No. 40-2025 determining the City's estimated population
as 61,246 as of July 1, 2024.
• Resolution No. 41-2025 approving amendments to the City's
Purchasing Policy.
• Resolution No. 42-2025 adopting the 2025 Multi-Jurisdictional
Hazard Mitigation Plan for Cass, Clay, Jackson, Platte and Ray
counties as Blue Springs' Hazard Mitigation Plan.
• Resolution No. 43~2025 accepting the proposal of and authorizing
payment for the City's annual property, liability, and workers'
compensation insurance in the amount of $2,623,241 for the
insurance plan year that begins July 1, 2025.
• Resolution No. 44-2025 approving a contract in the amount of
$91,300 with Superior Electrical Construction, Inc., for on call
electrical services.
• Liquor License Renewals for the 2025-2026 license year.

BILL NO. 5319 CODE Mayor Lievsay advised the Council that Staff requested Bill No. 5319 for
AMENDMENT RELATED a Code amendment related to commercial vehicles be continued

TO COMMERCIAL indefinitely. Councilmember Kaylor moved to continue Bill No. 5319 for
VEHICLES - MOTION TO a Code amendment related to commercial vehicles indefinitely. Motion
CONTINUE seconded by Councilmember Brummel and carried unanimously.

INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5323 amending Sections
1ST READING-BILL NO. 635.030 Applications, 635.060 Action on Application, 635.070 Permit
5323-CODE Duration, 635.080 Permit Revocation, 635.100 Uniforms and Badges,
AMENDMENT RELATED and 635.130 Training Requirements of Chapter 635 Security Operators
TO SECURITY and Officers of the Code of Ordinances City of Blue Springs, Missouri to
OPERATORS make various changes and updates. City Clerk Erin Ford made the first
reading of Bill No. 5323 by title; copies of the proposed Bill having
previously been made available to the public.
Councilmember Ericson moved to approve Bill No. 5323 upon its first
reading and proceed with the second reading. Motion seconded by
Councilmember Tholen and carried unanimously.
2ND READING - BILL Ms. Ford made the second reading of Bill No. 5323 by title.
NO. 5323 Councilmember Edmondson moved to adopt Bill No. 5323 upon its
second reading and give it ORDINANCE NO. 5425, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilmember Tholen and carried with the following vote:

AMENDMENT RELATED Ordinances, City of Blue Springs, Missouri to remove reference to the

5325 - AMENDMENT TO (MARC) to increase the reimbursement amount by $30,982, not to

Councilmember Ericson moved to approve Bill No. 5328 upon its first
reading and proceed with the second reading. Motion seconded by
Council member Tholen and carried unanimously.

NO. 5328 Councilmember Edmondson moved to adopt Bill No. 5328 upon its·
second reading and give it ORDINANCE NO. 5430, with a copy attached
hereto and made a part of the minutes. Motion seconded by

COUNCIL COMMENTS Councilmember Ericson acknowledged June 19 as Juneteenth
MAYORAL • City services will be closed in honor of Juneteenth on June 19
ANNOUNCEMENTS • Downtown Blue Springs will have a Third Thursday event and the
Kansas City Symphony Mobile Music Box will be there
• July 3 is the Red, White and Blue Springs annual event and City
services will be closed in honor of Independence Day on July 4
• City code should be followed with regard to fireworks and safety
is important
ADJOURNMENT At 6:10 p.m., there was no further business to come before the Council,
Councilmember Kaylor moved the meeting be adjourned. Motion
seconded by Councilmember Ericson and carried unanimously.
