CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING June 2, 2025 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 2, 2025, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 SW Smith Street, Blue Springs, Missouri with Mayor Chris Lievsay presiding. COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Katie Tholen Kent Edmondson Nick Brummel Jeremy Rowan Also present were City Administrator Christine Cates, City Attorney Jennifer Baird, and City Clerk Erin Ford. PLEDGE Mayor Lievsay led in the pledge of allegiance. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:01 p.m. The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM CONSENT AGENDA Councilmember Ericson moved to approve the Consent Agenda and the motion was seconded by Councilmember Brummel. • Minutes of the May 19, 2025 City Council Meeting. • Resolution No. 36-2025 approving the disposition of Information Technology department records which have met the required retention period as prescribed by the Blue Springs Records Retention, Management, and Destruction Policy dated November 28, 2016 and in accordance with the Missouri Secretary of State's records retention guidelines. • Resolution No. 37-2025 approving a Site Lease Agreement with T- Mobile Central LLC for leasing space for communications equipment on the Keystone Water Tower for up to 39 years. • Resolution No. 38-2025 approving an Amendment to Contract No. 2024-159, Resolution No. 79-2024, in the amount of $62,611.99 with Genesis Environmental Solutions, Inc. for construction services to replace the cross-road box culvert on Sunnyside School Road near SE 2nd and US 40 Highway. • Resolution No. 39-2025 approving a contract with Freeman Concrete Construction, LLC in the amount of $163,374.90 for the 2023 Community Development Block Grant Sidewalk Program 24- 09-01. Councilmember Kaylor moved to AGREEMENTS - MOTION continue Bill No. 5302 and Bill No. 5303 for animal co.ntrol agreements TO CONTINUE indefinitely. Motion seconded by Councilmember Ericson and carried INDEFINITELY unanimously. INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5320 approving a Final Plat 1ST READING - BILL NO. for 7 Brew located at 400 NW 7 Highway (PF-04-25-9540). City Clerk 5320 - 7 BREW FINAL Erin Ford made the first reading of Bill No. 5320 by title; copies of the PLAT proposed Bill having previously been made available to the public. (PF-04-25-9540) Councilmember Ericson moved to approve Bill No. 5320 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Tholen and carried unanimously. 2ND READING - BILL Ms. Ford made the second reading of Bill No. 5320 by title. NO. 5320 Councilmember Edmondson moved to adopt Bill No. 5320 upon its second reading and give it ORDINANCE NO. 5422, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Tholen and carried with the following vote: Tholen-Aye Edmondson - Aye Brummel - Aye Rowan-Aye Ericson - No Kaylor-Aye Mayor Lievsay - Aye INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5321 approving an Agreement 1ST READING- BILL NO. with Mid-America Regional Council (MARC) in the amount of $28,089 for 5321 - LITTLE BLUE the Little Blue River Watershed Feasibility Study - Phase Two RIVER WATERSHED Amendment. City Clerk Erin Ford made the first reading of Bill No. 5321 FEASIBILITY STUDY by title; copies of the proposed Bill having previously been made available to the public. Councilmember Ericson moved to approve Bill No. 5321 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Brummel and carried unanimously. 2ND READING- BILL Ms. Ford made the second reading of Bill No. 5321 by title. NO. 5321 Councilmember Edmondson moved to adopt Bill No. 5321 upon its second reading and give it ORDINANCE NO. 5423, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Tholen and carried with the following vote: Brummel - Aye Rowan -Aye Ericson - Aye Kaylor-Aye Edmondson - Aye Tholen-Aye Mayor Lievsay - Aye INTRODUCTION AND Councilmember Kaylor introduced Bill No. 5322 accepting temporary 1ST READING - BILL NO. construction and permanent utility Easements from the abutting property  June 2, 2025 City Council Minutes Page 3 5322 - SOUTH OUTER owners for the NW South Outer Road water main project (Project 24-08- ROAD EASEMENTS 03; CIP WA-12) . City Clerk Erin Ford made the first reading of Bill No. 5322 by title; copies of the proposed Bill having previously been made available to the public. Councilmember Ericson moved to approve Bill No. 5322 upon its first reading and proceed with the second reading. Motion seconded by Councilmember Tholen and carried unanimously. COUNCIL DISCUSSION 2ND READING - BILL Ms. Ford made the second reading of Bill No . 5322 by title . NO. 5322 Councilmember Edmondson moved to adopt Bi ll No. 5322 upon its second reading and give it ORDINANCE NO. 5424, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilmember Brummel and carried with the following vote : Ericson - Aye Kaylor-Aye Edmondson - Aye Tholen -Aye Rowan -Aye Brummel - Aye Mayor Lievsay - Aye COUNCIL COMMENTS District 3 Councilmembers Brummel and Rowan will hold a virtual Town Hall on June 4. MAYORAL • A public meeting for the Downtown Streetscape will be held on ANNOUNCEMENTS June 10 CLOSED SESSION At 6:06 p.m., Councilmember Kaylor moved for the Council go into closed session pursuant to Section 610.021 (3) & (1 3) Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to personnel and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that the special meeting of this body stand adjourned at the completion of such session.
