BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to install 26 solar panels in the south, east, and west facing
roof pitches of the existing building at 803 W. Main Street. Each solar panel is 5.5-ft. by
approximately 3.25-ft. The new PV (photovoltaic) system is expected to provide 7.410
kWp (kilowatt peak). Tranquil Moments Therapeutic Massage and Bodywork is the current
tenant of the building.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “CB” (Central Business) to “T4” (General Urban) as part of the
rezoning for the Downtown Zoning District. The City Council approved the rezoning
on April 2, 2007.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
Once the building permit has been reviewed and approved by the Downtown Review
Board, staff will complete the review and approve the building permit for the proposed
improvements.

DOWNTOWN DEVELOPMENT CODE:
The Downtown Development Code does not address the installation of solar panels,
including the locations and sizes of panels. Solar panels are generally most efficient facing
south and west to take advantage of peak sun. As the costs of solar panels become more
affordable, it is anticipated that more households and businesses will take advantage of
this source of power. Solar panels can reduce energy and environmental costs. Without
any guidance from the Downtown Development Code, staff is requesting that the
Downtown Review Board weigh in on how they would like to proceed with solar panels
installation in the Downtown Zoning District.
RECOMMENDATION:
