A meeting of the Downtown Review Board of the City of Blue Springs was held in the City Hall Annex
Conference Room located at 903 W. Main Street on Thursday, October 26, 2017 with the following members,
guests and staff in attendance:

CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:00 p.m.
CONSENT AGENDA Chairman Miller requested action on the Consent Agenda with a motion by

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to replace the existing dentist office sign with a new sign to
coincide with the name change of the dentist office.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “GB” (General Business) to “T4” (General Urban) as part of the
rezoning for the Downtown Zoning District. The City Council approved the rezoning
on April 2, 2007.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
Once the application has been reviewed and approved by the Downtown Review Board,
staff will approve and issue the sign permit.

DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS:
The Downtown Review Board is required to review all sign permits for permanent signs in
the Downtown Zoning District for compliance with the Sign Code and any applicable
Downtown Design Standards recommendations related to sign design.
The Sign Code (Municipal Code, Chapter 501) permits wall signs that do not cover more
than ten percent (10%) of the façade on which the sign is located and does not project
more than twelve (12) inches from the wall to which attached. The proposed sign is
approximately 55-sq. ft. and measures 17-ft. 4-inches wide and 3-ft. 2-inches tall. The sign
covers approximately 6.4% of the façade for which the dentist office occupies. The
proposed sign meets the Sign Code.
The Downtown Design Standards includes the following applicable recommendations for
wall signs:
Signage should be designed at a scale appropriate for the building and should
utilize historic sign locations above the storefront or an awning. The proposed
signage location meets this recommendation.
Signage should generally be lit with spot lighting or back lit lighting. The signage
will be internally lit with LEDs. Staff supports the lighting since other signage
in the same building also have internally illuminated signage.
RECOMMENDATION:
Staff recommends approval of the sign permit for 807-B W. Main Street.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to build a 1,393-sq. ft. single-family house at 203 NW 15th
Street. The proposed single-story bungalow-style house will include an attached side-
loaded two-car garage at the rear of the house.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “SF-7” (Single-Family Residential) to “T3” (Sub-Urban) as part of the
rezoning for the Downtown Zoning District. The City Council approved the rezoning
on April 2, 2007.
On April 12, 2017, the Board of Adjustment approved a Variance (VAR-03-17-
5736) that permitted a front-loaded garage on the subject property.
The City Council approved the designation of Conservation Areas in the Downtown
Blue Springs area (Resolution No. 76-2015) on October 5, 2015.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
Once the application has been reviewed and approved by the Downtown Review Board
and the Historic Preservation Commission, staff will approve and issue the building permit
for the new house.

DOWNTOWN DEVELOPMENT CODE (DDC) & DOWNTOWN DESIGN STANDARDS:
The following items from the DDC are applicable to the rezoning request:
Height and Area
Standards: The Downtown Development Code (DDC) (Section
404.240) states that the following minimum standards are
required in the “T3” zoning district:
Height of the primary building: Not more than two and one-
half (2 ½) stories. The new house will be one-story.
Setbacks from the property line: Front yard setback of not
less than ten (10) feet and not more than twenty-five (25)
feet to the building wall; Side yard, interior and corner
setback, and rear setback of not less than five (5) feet. The
new house will have a 15-foot front yard setback. The
north side setback will be 5-feet, south side setback will
be 19-feet, and the rear yard setback will be 38.3-feet.
All setbacks will be met.
Building Materials: High quality masonry building materials approved for the
Downtown Zoning District are stone, brick, cast stone, and
stucco. Synthetic stone, such as pre-manufactured
fiberglass, cultured stone, or glass-fiber reinforced concrete,
is permitted, provided that it is identical in appearance and
equal or greater durability to natural stone. These masonry
materials material shall be required on ten percent (10%) of
the sum total of all facades for single-family houses. The
applicant must meet the minimum 10% masonry
requirement. To meet the masonry requirement, the
applicant is proposing the entire front elevation to be
stucco. With windows and doors subtracted out of all
elevations, an all stucco front and lap siding on the
sides and rear calculates to 15.46% masonry, which
meets and exceeds the 10% masonry requirement.
RECOMMENDATION:
Staff recommends approval of the building permit for the construction of a new
house at 203 NW 15th Street.
