Room located at 1304 W. Cindy Miller, Chairman STAFF Matt Wright, Senior Planner Karen Findora, Recording Secretary ABSENT Chris Lievsay, Councilman CALL TO ORDER Chairman Cindy Miller called the meeting to order at 4:05 p.m. CONSENT AGENDA Chairman Cindy Miller requested action on the Consent Agenda with a APPROVAL motion by Board Member Jennifer Hauschild, to approve the minutes for March 6, 2018, a second from Planning Commission Alt. Rep., Jackie Fairbanks, and a unanimous vote, the Minutes of March 6, 2018, were approved as submitted. AGENDA ITEM 2A / Matt Wright, Senior Planner, stated before the Downtown Review Board is DRB-03-18-6317 / “Hannahs a request for a new single-family home located at 811 SW Walnut St. The Place Lot 14” / 811 SW home will be two-stories, 1,472 sq. ft., and have an attached rear-loaded, two- Walnut Street / New Single- car garage; bearing similarity to the other homes in Hannahs Place. The home Family Residence will be set back 20ft. in the front, as a part of a drainage easement; 5ft. setbacks in the side; and a 23ft. rear yard setback. The home will have a chimney that will encroach 2ft. into the side setback, which is permitted by code. The front elevation of the home will be cement board lap siding, which will wrap around the sides by 5ft., the remainder consisting of vertical wood lap siding. The cement board lap siding is allowed in the downtown code, but it raises the total percentage of the façade that is classified as masonry. QUESTIONS Commissioners inquired about the masonry requirement. Mr. Wright noted that it is a 10% requirement. Cement board siding is not mentioned DRB Minutes – 03.28.2018 Page 1 of 2 kf/mk specifically in the residential section of the code, but is mentioned for commercial, where the requirement increases by 50% to 75%. The applicant is using over 25% of this siding and is exceeding the 15% that staff would require based on the code. Chairman Miller asked why the chimney is allowed within the 5ft. setback. Mr. Wright indicated that it is an encroachment allowed by code. For this situation, the chimney will be adjacent to an unimproved alley; if it were ever vacated, the property would have a bigger setback. APPLICANT John Broker, Dwellings By Design KC, LLC Mr. Broker noted that he plans on vacating the 20ft. build lines on this property through the vacation process. This would allow all the houses on the subdivision to move 5ft. forward, this would provide better ease of access in the rear of each lot. Councilman Edmondson asked if there could be consistency with the build lines for all the lots. Mr. Wright stated that it could be a condition of vacating the 20ft. build lines that none of the houses move between 10ft. and 15ft. of the front property line. He further noted that the vacation would come back through the DRB. MOTION Board Member Jennifer Hauschild made a motion to approve DRB-03-18- AGENDA ITEM 2A / 6317. Main St. Figure 1. Site Location Map BACKGROUND INFORMATION/SUMMARY: The applicant is requesting to install new signage at 1201 W. Main Street (East Forty Brewing). The total sign area is approximately 77.66-sq. ft., which includes 47-sq. ft. for a wall sign and 30.66-sq. ft. for a projecting roof sign (legal non-conforming that will be refaced for East Forty Brewing). The maximum signage permitted for the Downtown Zoning District is based on the wall area for the business, which is capped at 25%. The total wall area on the Main Street façade is 668-sq. ft. The total signage of 77.66-sq. ft. totals 11.63% of the total wall area, well within the 25% maximum. PREVIOUS ACTIONS/APPROVALS:  On March 26, 2007, the Planning Commission recommended approval of a rezoning from “CB” (Central Business) to “T5” (Urban Center) as part of the rezoning for the Downtown Zoning District. The City Council approved the rezoning on April 2, 2007.  On October 5, 2017, the Downtown Review Board recommended approval of exterior building improvements for East Forty Brewing (DRB-09-17-6053). Main St. FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED: Once the application has been reviewed and approved by the Downtown Review Board, staff will approve and issue the sign permit. Main Street East: Right-of-Way NW 12th Street West: Right-of-Way Kansas City Southern Railroad DOWNTOWN DEVELOPMENT CODE / DOWNTOWN DESIGN STANDARDS: The Downtown Review Board is required to review all sign permits for permanent signs in the Downtown Zoning District for compliance with the Sign Code and any applicable Downtown Design Standards recommendations related to sign design. The Sign Code (Municipal Code, Chapter 501) permits wall signs that do not cover more than 25% of the façade on which the sign is located in the Downtown Zoning District (Central Business District). There are two proposed signs:  Projecting roof sign above the main entrance, measuring 3.83-ft. by 8-ft. (30.66- sq. ft.). The projecting roof sign is a legal non-conforming sign that will be refaced. The legal non-conforming sign is permitted to remain because there was not a lapse in business license for the tenant space beyond 90 days.  A wall sign to the right of the main entrance, measuring 6-ft. by 7.83-ft. (47-sq. ft.). The wall sign will be painted on fiber cement board. The Downtown Design Standards includes the following applicable recommendations for wall signs:  Signage should be designed at a scale appropriate for the building and should utilize historic sign locations above the storefront or an awning. The proposed signage location meets this recommendation.  Signage should generally be lit with spot lighting or back lit lighting. The signage is not proposed to be lit at this time. RECOMMENDATION: Staff recommends approval of the sign permit for 1201 W. Main Street. Page 3 of 3
