Brown Public Safety Building, 1100 SW Smith, Blue Springs, Missouri, with Chairman Mike Lally presiding. COUNCIL Ron Baker Kathy Hunter MEMBERS Justin Beal Mike Lally PRESENT Erin Curry Dave Meyer - absent Kim Deveney - absent Cindy Miller Bill Essmann Deb Ohnoutka Trevor Goodwin - absent Kirk Sampson Jeff Grote - absent Councilman Susan Culpepper Yvonne Hall Also present were Mayor – Carson Ross, City Attorney – Jackie Sommer; Community Development Director – Scott Allen, Assistant to the City Administrator – Kim Nakahodo, Economic Development Manager – Mark Stombaugh, and Economic Development Coordinator - Teresa Evans. CALL MEETING Chairman Lally called the Economic Development Council meeting to order TO ORDER at 8:10 a.m. APPROVAL OF Councilmember Essmann moved to approve the minutes of the August 16, MINUTES 2017 Economic Development Council meeting. Motion seconded by Councilmember Hunter and carried with the following votes: Councilmember Baker – Aye Councilmember Hall– Aye Councilmember Beal - Aye Councilmember Hunter – Aye Councilmember Curry– Aye Councilmember Lally– Aye Councilmember Deveney – Absent Councilmember Meyer – Absent Councilmember Essmann– Aye Councilmember Miller - Aye Councilmember Goodwin – Absent Councilmember Ohnoutka - Aye Councilmember Grote - Absent Councilmember Sampson – Aye BOARD Mayor Carson Ross presented a proclamation to Mike Lally in honor of his RECOGNITION four years of service to the Blue Springs community through the former AND Economic Development Corporation and the City’s current Economic APPOINTMENTS Development Council. Mayor Ross will be appointing a new Chairman for the Economic Development Council in Mr. Lally’s place. PROGRAM OF Mark Stombaugh, Economic Development Manager provided an update on WORK UPDATE year to date marketing and outreach. Mr. Stombaugh shared a timeline for the design of a set of economic development incentive guidelines to present to City Council for consideration and approval. Economic Development Council members invited to provide input and participate in the process. December 20, 2017 Economic Development Council Page 2 PROJECT AND Mr. Stombaugh provided an update on project and activity updates. DEVELOPMENT Councilmembers posed some clarifying questions related to the projects UPDATE which were addressed by city staff present. OTHER BUSINESS Kim Nakahodo, Assistant to the City Administrator provided an overview on the Use Tax Ballot Proposal. Councilmembers posed clarifying questions which were addressed by Miss Nakahodo. Councilmember Hunter moved the EDC express its support for the initiative. The motion was seconded by Councilmember Miller and carried unanimously. VISITORS Chris Still – President and Jim Gitlin – Secretary, Blue Springs Lodge #337 addressed the Council. Mr. Still shared their desire in learning more about the community’s economic development process and efforts. EXECUTIVE At 9:15 a.m. Councilmember Essmann moved the Council go into closed SESSION session pursuant to Section 610.021 subparagraph (2), Revised Statutes of Missouri, for the purpose of discussion of real estate, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that this body stand adjourned at the completion of such session.
