Thursday, March 30, 2017
A meeting of the Historic Preservation Commission of the City of Blue Springs was held at the Blue Springs City
Hall East Conference Room located at 903 W. Main Street on Thursday, March 30, 2017 with the following
members, guests and staff in attendance:

CALL TO ORDER Chairman Shirl Quick called the meeting to order at 6:05 p.m.
CONSENT AGENDA Chairman Quick requested action on the Consent Agenda with a motion by
Commissioner Ken Billups Jr., to approve the minutes for October 27, 2016,
November 16, 2016 and February 28, 2017, a second from Commissioner
Pam Albarelli, and a unanimous vote, the Minutes were approved as
submitted.
AGENDA ITEM 2A. Matt Wright, Senior Planner, stated before the Historic Preservation
Review and Commission is a request for review and recommendation of the Downtown
Recommendation of Design Standards. Mr. Wright stated that these standards are a list of
Downtown Design Standards recommendations to be given to property owners and developers for general
building design standards in the Downtown Zoning District. The goal is to
provide a general standard, not to develop a new city code.

Chairman Quick asked for clarification on the roof requirements. Mr. Wright
stated that the roofs are recommended to be flat, but have a slight slant to
allow water drainage.
Commissioner Albarelli asked why the standards were not being made into
code. Mr. Wright stated that the Downtown Alive Design Team wanted
greater flexibility with the Downtown Design Standards and that in most
sections there are elements that reference city code.
Commissioner Albarelli asked why stick-on signage was only being
discouraged and not prohibited. Mr. Wright stated that an update to the sign
code is currently being worked on and that stick-on signage may be
prohibited in the future, if it is not already prohibited.
Chairman Quick asked what would happen if someone chose to disregard the
guidelines and put up a sign with stick-on signage. Mr. Wright stated that the
guidelines are based on city code to prevent them from being entirely
disregarded. Commissioner Burrus suggested that the section on
discouraging stick-on signage be removed entirely since it is not currently
prohibited by city code.
Commissioner Albarelli asked if walls would be required to have solar
panels. Mr. Wright stated that a parapet wall would be required to have solar
panels installed on a rooftop.
Commissioner Pam Albarelli recommended the approval of the Downtown

OTHER BUSINESS Commissioner Zion asked how many properties are currently for sale on
Main Street. Mr. Wright stated that there are several.
Commissioner Albarelli asked what is being done with the old lumberyard.
Mr. Wright stated that it is probably going to be used to hold employees
during the City Hall remodel, but there are no plans for it after that at this
time.
Commissioners had a discussion on interest in a tree preservation ordinance.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to add a 7-ft. by 16-ft. covered porch to the front of the house
addressed as 310 SW 19th St. Terr., which is part of the German Evangelical Pastors’
Home Historic District on the National Register, as well as the local Old Town Historic
District. The porch base, railings, and floor will be wood, with black aluminum balusters.
New siding and roofing for the porch will match the existing siding and roofing. The ceiling
of the porch will be bead board.
PREVIOUS ACTIONS/APPROVALS:
The subject property was included in the German Evangelical Pastors’ Home
National Historic District in 1988.
On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O”
(Historic-Overlay) which established the Old Town Historic District (Ordinance No.
1916).
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “SF-7” (Single-Family) to “T5” (Urban Center) as part of the rezoning
for the Downtown Zoning District. The City Council approved the rezoning on April
2, 2007.
On October 27, 2016, the Historic Preservation Commission approved an
application for exterior window replacements for 310 SW 19th St. Terr.
NATIONAL REGISTER HISTORIC DISTRICT (1988):
The house is within the boundaries of the German Evangelical Pastors’ Home, a National
Register Historic District, approved in 1988, and was the only non-contributing house in
the District due to alterations. The 1988 National Register Historic District nomination
stated “the removal, loss or further alteration of the building would significantly impact the
appearance and integrity of the district.”
OLD TOWN HISTORIC DISTRICT (1990):
The house is within the boundaries of the local Old Town Historic District, approved in
1990 by the Board of Alderman (Ordinance No. 1916). The house was listed as a
contributing structure in the Old Town Historic District. Per the Ordinance, any additions
or alterations to properties of historical significance (i.e. contributing structures) shall be in
accordance with the Secretary of Interior’s Standards for Rehabilitation and Guidelines for
Rehabilitating Historic Buildings. The following Standards should be applied:
When Designing for Missing Historic Features
Recommended: Designing and constructing a new entrance or porch when the historic
entrance or porch is completely missing. It may be a restoration based on historical,
pictorial, and physical documentation; or be a new design that is compatible with the
historic character building.
Not Recommended: Creating a false historical appearance because the replaced
entrance or porch is based on insufficient historical, pictorial, and physical documentation.
Introducing a new entrance or porch that is incompatible in size, scale, material and color.

When Making Alterations/Additions for a New Use
Recommended: Designing enclosures for historic porches when required by the new use
in a manner that preserves the historic character of the building. This can include using
large sheets of glass and recessing the enclosure wall behind existing scrollwork, posts,
and balustrades. Designing and installing additional entrances or porches when required
for the new use in a manner that preserves the historic character of the buildings, i.e.,
limiting such alteration to non-character-defining elevations.
Not Recommended: Enclosing porches in a manner that results in a diminution or loss of
historic character by using solid materials such as wood, stucco, or masonry. Installing
secondary service entrances and porches that are incompatible in size and scale with the
historic building or obscure, damage, or destroy character-defining features.
HISTORIC RESOURCES SURVEY (2013):
The house was built in 1938 and had an integrity rating of “fair” per the 2013 survey with
a note that “the siding, windows, doors, and porch have been altered.” The home originally
had a front porch that was enclosed and made part of the living space of the home before
1988. This is evident in the change in roofline and the non-masonry foundation.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
The porch addition must also be reviewed and approved by the Downtown Review Board.
A building permit must be applied for and approved prior to construction.

DISCUSSION:
The Secretary of Interior’s Standards recommends allowing a new porch addition when
the structure is compatible with the historic character of the building. New additions should
be compatible with the size, scale, materials, and color of the building. The proposed
placement of the porch is in the traditional location with the main entrance of the home,
typical of other homes within the Historic District. The scale is also compatible with the
home. The use of wood for porch columns, railings, and balusters is common in the
Historic District. The applicant is requesting to use wood for all items, except for balusters,
which will be black aluminum. All other contributing porches within the Historic District
have columns, railings, and balusters painted white.
RECOMMENDATION:
Staff recommends approval of the proposed front porch addition with the following
conditions:
A. Wood columns and railings be painted white.
B. Aluminum balusters be changed to wood and painted white.
If the Historic Preservation Commission believes that the aluminum balusters are
acceptable, staff would recommend that they be white aluminum, instead of black,
to match the balusters of other homes in the Historic District.
