Wednesday, July 12, 2017
A meeting of the Historic Preservation Commission of the City of Blue Springs was held at the Dillingham-
Lewis Museum / Blue Springs Historical Society located at 101 SW 15th Street Wednesday, July 12, 2017 with
the following members, guests and staff in attendance:

CALL TO ORDER Frances Hose, Chairman, called the meeting to order at 6:30 p.m.
CONSENT AGENDA Chairman Hose requested action on the Consent Agenda with a motion by
APPROVAL Commissioner Potter, a second from Commissioner Zion, and a unanimous
vote, the Minutes of June 14, 2017 were approved as submitted.
AGENDA ITEM 2 Matt Wright, Senior Planner, Community Development, stated that before
HPC-07-17-5913 / 1002 W the Historic Preservation Commission is a request for approval of façade
Main Street / Façade improvements at 1002 W. Main Street. The building was previously used as
Improvements a barber shop, but is proposed to be used as an office. The building was built
in 1960 and is primarily concrete block with a brick veneer front. The
applicant is requesting to update the façade on the front and add cedar planks
over the brick veneer, add a metal awning over the door and window, and
add landscaping in front of the building, which requires the applicant to cut

out 2-feet from the sidewalk. The sidewalk cutout will still leave enough
space for the sidewalk to meet ADA requirements.
APPLICANT Mike Yancik and John Broker were both present to answer questions from
the Commission.
QUESTIONS Commissioners asked questions about the landscaping in the front of the
building and requested that the landscaping match the time period of the
downtown, as well as require minimal maintenance. Mr. Yancik presented
another option for the awning that would include wood lattice, to look more
like a pergola. The Commission was in favor of the wood pergola awning.
MOTION Commissioner Albarelli moved to approve HPC-07-17-5913 / 1002 W Main

OTHER BUSINESS Commissioner Potter asked if staff had looked into the local, state, and
federal regulations to share with the group. Mr. Wright said that he had
received the federal regulations from the State Historic Preservation Office
and can email those out to the Commission. Mr. Wright will also email out
the local regulations.
Commissioner Albarelli asked about a tree preservation ordinance. Mr.
Wright said that he will see what other communities have adopted for their
historic districts and downtown areas.
MEETING ADJOURN With no further discussion, a motion was made by Commissioner Burrus
to adjourn at 6:53 p.m. Seconded by Commissioner Potter.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to build a 1,393-sq. ft. single-family house at 203 NW 15th
Street. The proposed single-story bungalow-style house will include an attached side-
loaded two-car garage at the rear of the house. The front elevation will be stucco. The
sides and rear elevations will be wood siding.
PREVIOUS ACTIONS/APPROVALS:
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “SF-7” (Single-Family Residential) to “T3” (Sub-Urban) as part of the
rezoning for the Downtown Zoning District. The City Council approved the rezoning
on April 2, 2007.
The City Council approved the designation of Conservation Areas in the Downtown
Blue Springs area (Resolution No. 76-2015) on October 5, 2015.
On April 12, 2017, the Board of Adjustment approved a Variance (VAR-03-17-
5736) that permitted a front-loaded garage on the subject property.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
The application was approved by the Downtown Review Board on November 30, 2017.
Once the application has been reviewed and approved by the Historic Preservation
Commission, staff will approve and issue the building permit for the new house.

HISTORIC RESOURCES SURVEY (2013)/CONSERVATION AREA 1
The subject property is currently undeveloped but is included within Conservation Area 1
(as approved by the City Council). According to the 2013 Historic Resources Survey:
These blocks contain residential resources with a common size and scale that create an
identifiable character consistent with a late-nineteenth and early-twentieth century
residential neighborhood. Later resources, including mid-century houses are compatible
with the scale of the earlier resources. Although exterior alterations to siding, windows,
and porches often compromise the integrity of these resources, possibly preventing them
from becoming included in the local historic district, the guidelines included with the
Conservation overlay could assist homeowners with improvements to their properties that
restore integrity, eventually rendering it eligible for local designation.
RECOMMENDATION:
Staff recommends approval of the building permit for the construction of a new
house at 203 NW 15th Street.
