A meeting of the Historic Preservation Commission of the City of Blue Springs was held at City Hall in the East
Conference Room located at 903 W Main Street on Thursday, December 7, 2017 with the following members,
guests and staff in attendance:

CALL TO ORDER Frances Hose, Chairman, called the meeting to order at 6:01 p.m.
CONSENT AGENDA Chairman Hose requested action on the Consent Agenda with a motion by
APPROVAL Commissioner Ken Billups Jr., a second from Commissioner Kay Burrus,
and a unanimous vote, the Minutes of July 12, 2017 were approved as
submitted.
AGENDA ITEM 2A Matt Wright, Senior Planner, Community Development, stated that before
HPC-11-17-6122 / 203 NW the Historic Preservation Commission is a request for approval of the
15th Street / New House construction of a new single-family house to be located at 203 NW 15th
Street. The applicant is requesting to construct a 1,393-sq. ft. single story
bungalow-style house with an attached side loaded two-car garage at the rear
of the house. The front elevation will be stucco and the sides will be wood
siding. This home is located in Conservation Area 1. The HPC is to review
the plans to see if this type of home would be compatible. Staff has reviewed
the plans and recommend approval.
QUESTIONS Commissioner Pam Albarelli asked if the color renderings in the agenda
packet were of the actual home. David Smith, Applicant, stated that the home

would be constructed similar to the color renderings. The roof will be a gable
pitch roof. Commissioner Ken Billups Jr. asked if the property was platted.
Mr. Wright stated that it is, and the house does meet the setbacks.
Commissioner Billups Jr. moved to approve HPC-11-17-6122 / 203 NW 15th

Matt Wright discussed the Tree Preservation research he conducted. Mr.
OTHER BUSINESS Wright noted that many communities have Tree Preservation Ordinances that
AGENDA ITEM 3A are designed to protect mature trees from new development. The UDC
Tree Preservation references tree protection in the UDC Section 407.040.6, which does give the
Ordinance option of placing tree preservation easements over certain areas. Further
discussion will follow. The Commission requested more information on what
authority the City currently has for maintaining existing street trees and if
property owners are free to remove those trees when they want to without
any review process. Mr. Wright will discuss with both Parks and Public
Works to get a better understanding of what authority, if any, the City has on
street tree maintenance and removal.
With no further discussion, a motion was made by Commissioner Albarelli

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to build approximately 145 linear feet of 4-ft. cedar wood picket
fence in the rear and side yard of 1609 SW Smith Street, which is located in the Old Town
Historic District. The proposed location of the fence meets all fence requirements per the
Unified Development Code (UDC).
PREVIOUS ACTIONS/APPROVALS:
On February 20, 1990, the Board of Alderman approved a rezoning into the “H-O”
(Historic-Overlay) which established the Old Town Historic District (Ordinance No.
1916).
On March 26, 2007, the Planning Commission recommended approval of a
rezoning from “SF-7” (Single-Family) to “T3” (Sub-Urban) as part of the rezoning
for the Downtown Zoning District. The City Council approved the rezoning on April
2, 2007.

OLD TOWN HISTORIC DISTRICT (1990):
The house is within the boundaries of the local Old Town Historic District, approved in
1990 by the Board of Alderman (Ordinance No. 1916). The house was built in 1890 and
is a contributing structure to the Historic District.
HISTORIC RESOURCES SURVEY (2013):
The house was built in 1890 and given a “good” integrity rating in the 2013 Historic
Resource Survey, indicating that only minor changes have been made.
FUTURE APPLICATIONS/REVIEWS ANTICIPATED OR REQUIRED:
A building permit is required for all fence permits. Once the Historic Preservation
Commission has approved the request, staff will administratively approve the fence permit
application and issue the permit.

BACKGROUND INFORMATION/SUMMARY:
The applicant is requesting to build a 1,433-square foot single-family house in
Conservation Area 3. The proposed two-story house will include an attached rear-loaded
two-car garage that will be accessed through a private access easement. The proposed
house will complement the size, scale, and materials of the existing houses along SW
Jones Street. The only noticeable change is the setback, which is 10-feet from the front
property line compared to the 20-foot setbacks of the previously built houses. The
Downtown Review Board recommended that the house be setback further to better
align with the houses to the east, if possible. The applicant would like to maintain
at least a 20-ft. deep driveway along the access drive. Staff will administratively
review any plot plan revisions. The applicant is also requesting to expose the gable
above the second-floor balcony, instead of having a ceiling and lap siding, which
will add a new variation to the houses along SW Jones Street.
HISTORIC RESOURCES SURVEY (2013)/CONSERVATION AREA 3
The subject property is currently undeveloped but is included within Conservation Area 3
(as approved by the City Council). According to the 2013 Historic Resources Survey:
These blocks include early residential resources that directly abut commercial corridors.
This neighborhood contains a mix of housing types and sizes that developed naturally.
Other than the fact that the neighborhood is primarily residential, there is no unifying
physical characteristic that defines it as a district. Commercial pressures at the

boundaries, particularly along Main and Walnut Streets threaten the character of this
area. Several resources constructed as residences have been converted to commercial
use. While the change in use alone does not impact integrity, it could heighten pressures
to replace existing buildings with non-compatible new construction.

rezoning from “SF-7” (Single-Family Residential) to “T3” (Sub-Urban) as part of the

the Final Plat on December 18, 2017.
The Downtown Review Board approved the construction of 820 SW Jones Street

The building plans must be reviewed and approved administratively prior to the issuance
of a building permit.
