Blue Springs Human Relations Commission Tuesday, November 17, 2015, 6:30 pm East Conference Room of City Hall 903 W Main Blue Springs, MO 64015 Attendance Present: Kynette Campbell- chairman Gino Bueno- vice-chairman Jane Bowerman-recording secretary Diane Ellis-Jones Antoine Jennings Susan Stokenbury Captain Ray Myers- acting city liaison Absent: Lori Moon Chief Wayne McCoy-city liaison Called to order-6:30pm 1. Approval of October 20, 2015 minutes- approved as posted 2. Old Business • HRC Mission- Ordinance N0.4482 will be given out to all commissioners on the HRC- Diane Ellis-Jones asked for clarification on the purpose of the HRC- discussion followed about how the HRC can impact the community in a positive way- Example-Lori Moon will be organizing a block party when the weather gets warmer-purpose is to get to know our neighbors • Mediation Training-Chairman Kynette Campbell spoke to Rita Valenciano-Ms. Valenciano does not have the training organized yet-this will take place after the first of the year-Kynette will pass on the information when she gets it. • Blue Springs High School student interview-Gino Bueno reported that Tamara Bueno emailed Pete Grigsby who works at Blue Springs South and coordinates the Jag News, Frank McCleary with the Jag Newspaper at Blue Springs South, and Ms Grusing who sponsors the Campus Crier at Blue Springs High School about sharing information about an HRC student commissioner-Tamera called Chairman Kynette Campbell to report that Kynette will go to Blue Springs South High School and record a sound bite about the HRC commission and the need for a student commission representative. This will be shared with Blue Springs High School, as well. • Examiner article update -Kynette Campbell called The Examiner about writing an article about the HRC- The Examiner told her they do not have room right now for an article • Local HRC marketing materials (Lori Moon)- December agenda item • Resident & Police "gathering" update (Lori Moon)- December agenda item • HRC Information (business) Card: Mayor Ross asked Kynette to contact other HRC's to ask what they did with their information cards-She contacted Lee's Summit- has mission statement on their cards, Olathe has their mission statement and individual names- Independence HRC will be contacted to see what they have on their information cards Gino Bueno will contact the Independence HRC about information on cards- he moved we take a vote on preference of commissioners names on cards-motion carried, vote taken-passed unanimously • Antoine Jennings sees the need for identification of HRC commissioners-provides credibility-Gino shared that Mayor Ross agrees-discussion followed about the email address for the HRC- who will monitor the em ails? • Chief McCoy responded via email regarding who will monitor the emails-lt is a group e-mail that goes to the Chairman, Vice- Chairman and Chief McCoy. It is copied to Chief McCoy so that he can ensure timeliness (He checks e-mail multiple times each day). • Partnership Initiative Grant-Kynette left a message for the director- she is waiting for a call back- Kynette will follow up on this. 3. New Business • Parliamentarian-does this commission need one? Discussion followed on why a parliamentarian is needed- tabled to the next meeting-vote taken- passed • Human Relations Conference (Chairman Campbell, Lori Moon)- Kynette Campbell reported-good speakers- talked about LGBT legal issues, racial issues, employment law, changes to ADA- Americans with Disabilities Act • Meeting with Mayor Ross (Chairman Campbell, Vice Chair Bueno): Kynette and Gino met with Mayor Ross about money to use for programs the HRC would like to organize-operating budget-Mayor Ross can allocate funds to help get the HRC through until the next budget is approved Mayor Ross said that the HRC should be able to go to trainings and conferences free of charge to the commissioners-the city will find the funds for these events Discussion followed about what we will spend money on-events- block parties (small parties in communities) Susan Stokenbury- asked if the HRC could get vendors out at community events-Gino suggested we look for local vendors for these events HRC was established as a proactive approach to community relations-one of the only cities in the area that did not have an HRC • Willie Baker- pastor attended the Citizens Police Academy-Chief McCoy wants him to come and share why the Citizens Police Academy is important • Kynette suggested we bring snacks for December meetings- she will email for sign-ups • Chairman Campbell will meet next week-Monday, November 23rd at 6 pm- with Lee's Summit HRC chairman and vice chairman • Next Human Rights Conference in Kansas City- November 4, 2016 • Rough draft of budget submitted to Mayor Ross by Friday, November 19th. • Antoine Jennings-congratulations to Blue Springs South going to state championships-football-Event-Brave A Shave at BSHS on December 11th for pediatric cancer • Gino Bueno-Oates Associated with Diversity-commission needs to decide on a date for an HRC sponsored event-where, when, suggestion for name-who manages the website? Kim Nakahodo- Gino will contact Kim- agenda for December- bring ideas about dates and event ideas 4. Visitor's session-no visitors 5. Agenda input: Chairman Campbell will email the tentative agenda Tuesday-two weeks before the scheduled meeting. Agenda items need to be submitted to her for consideration the Tuesday (one week) before the meeting date. 6.
