LAND BANK OF BLUE SPRINGS, MISSOURI MINUTES OF BOARD OF COMMISSIONERS' MEETING JANUARY 12, 2015 A meeting of the Board of Commissioners of the Land Bank of Blue Springs, Missouri, was held Monday, January 12, 2015 at 10:30 a.m. in the East Conference Room of Blue Springs City Hall, 903 W. Main Street, Blue Springs, Missouri, with Chairman Eric Johnson presiding. COMMISSIONERS Eric Johnson Janet Rogers IN ATTENDANCE Cindy Hood James May Bill Cowling Also present were Assistant City Administrator, Christine Cates, City Attorney, Nancy Yendes, Director of Finance, Karen Van Winkle, Community Development Director, Scott Allen, Public Works Director, Chris Sandie, Accountant- Economic Development, Rebecca Smith, Legal Assistant, Brenda Tuttle and Board Secretary, Sheryl Morgan. CALL MEETING Chairman Eric Johnson called the meeting of the Land Bank of Blue Springs to TO ORDER order at 10:32 a.m. APPROVAL OF Commissioner Rogers moved to approve the Minutes of the July 2, 2014 MINUTES OF JULY 2, meeting of the Board of Commissioners of the Land Bank of Blue Springs, 2014 MEETING Missouri. Motion seconded by Commissioner May and the motion carried unanimously. ELECTION OF CHAIR Commissioner May moved to keep the current officers as follows: Commissioner Johnson as Chair, Commissioner Hood as Vice-Chair, and Commissioner Rogers as Treasurer. Commissioner Cowling seconded and the election carried with the following roll call votes: Eric Johnson - Aye Janet Rogers - Aye Cindy Hood - Aye James May -Aye Bill Cowling - Aye APPOINTMENT OF Commissioner May moved to appoint Brenda Tuttle as Secretary of the Land SECRETARY Bank. Motion seconded by Commissioner Rogers and carried with the following roll call votes: Eric Johnson -Aye Janet Rogers - Aye Cindy Hood - Aye James May - Aye Bill Cowling -Aye DISCUSSION - Chairman Johnson discussed a citizen-led effort to de-annex property in the PRAIRIE TOWNSHIP Prairie Township Fire Protection District ("PTFPD"). Blue Springs property FIRE PROTECTION owners in the PTFPD have hired the law firm of Zerger and Mauer to help with DISTRICT PETITION the de-annexation and have requested the Land Bank execute a Petition to de- annex. Central Jackson County Fire Protection District has previously agreed to accept the de-annexed properties into their boundaries for coverage. Commissioner May moved to authorize Chairman Johnson to execute the Petition to Exclude Property from the Prairie Township Fire Protection District boundaries. Motion seconded by Commissioner Hood and carried with the LA,ND BANK MINUTES January 12, 2015 PAGE2 following roll call votes : Eric Johnson - Aye Janet Rogers - Aye Cindy Hood - Aye James May - Aye Bill Cowling - Aye GENERAL UPDATES Commissioner May discussed his findings pertaining to avenues for generating funds . He stated in order to list properties on the MLS, the Land Bank would have to secure a broker. The Board directed Staff to prepare a press release for local newspapers once the deed for the 2014 Tax Foreclosure Sale properties has been received . NEW BUSINESS Chairman Johnson advised that David Price of Summit Homes has presented an informal offer for Land Bank Parcel 2014-01 in the amount of $376,000.00. Mr. Price discussed a contingency with this offer based on City approvals. Once a formal written offer with a plan for the property has been submitted to the Land Bank, a meeting will be scheduled with the Board to discuss. 2015 Conflict of Interest Certificate/Disclosure Forms were collected from the Commissioners pursuant to Board policy. ADJOURNMENT At 10:50 a.m. there was no further business to come before the Board , Chairman Johnson adjourned the meeting .
