LAND BANK OF BLUE SPRINGS, MISSOURI MINUTES OF BOARD OF COMMISSIONERS’ MEETING April 11, 2018 A meeting of the Board of Commissioners of the Land Bank of Blue Springs, was held on Wednesday, April 11, 2018, 2:32 P.M. in the Council Executive Conference Room, 1100 SW Smith, Blue Springs, Missouri, with Chairman Eric Johnson presiding. COMISSIONERS IN Eric Johnson Bill Cowling ATTENDANCE Tracy Baldridge James May - Absent Jim Fairbanks Also, present were Assistant City Administrator, Christine Cates, City Attorney, Jacqueline Sommer, Assistant Director of Community Development, Mike Mallon, Public Works Director, Chris Sandie, Finance Director, Karen Van Winkle, Board Secretary, Christie West, Realtor, Lance Dillenschneider, Accounting, Cindy Rubino. Visitors: John Broker, Dave Smith, Dave Smith of GAP Construction, Resident, Charles Shotton and Mrs. Chapman of Chapman Farms. CALL MEETING Chairman Eric Johnson called the Land Bank of Blue Springs TO ORDER meeting to order at 2:32 P.M. APPROVAL OF Commissioner Eric Johnson moved to approve Minutes of the MINUTES OF November 14, 2017 meeting of the Land Bank of Blue Springs, NOVEMBER 14, 2017 Missouri. Motion seconded by Commissioner Tracy Baldridge and MEETING carried unanimously. SECRETARY TO THE Commissioner Eric Johnson moved to appoint Christie West as BOARD APPOINTMENT Board Secretary of the Land Bank of Blue Springs, Missouri. Motion seconded by Commissioner Bill Cowling. Motion seconded by Commissioner James Fairbanks and carried unanimously. DISCUSSION OF Lance Dillenschneider presented his real-estate strategy to market STRATEGY Land Bank properties. Discussion followed. PRESENTATION VOTE ON REAL ESTATE Chairman Johnson moved to approve the real estate agent contract AGENT CONTRACT of Lance Dillenschneider. Motion seconded by Commissioner Cowling and the motion carried unanimously. DISCUSSION OF Jackie Sommer presented the release of liability for Randy RELEASE OF LIABILITY Spalding Excavating, Inc. to obtain and remove at its cost a pile of dirt and some rock from the Land Bank property on Mason School Road in Blue Springs, MO, parcel number 54-410-99-10-00-0-00- 000. Discussion followed. LAND BANK MINUTES APRIL 11, 2018 PAGE 2 VOTE ON OF RELEASE Commissioner Eric Johnson moved to approve the release of liability OF LIABILITY contract. Motion seconded by Commissioner Fairbanks. Motion seconded by Commissioner Cowling and carried unanimously. DISCUSSION OF FARM Jackie Sommer presented the renewal of the farm lease at 28000 LEASE WITH CHAPMAN SE Wyatt Road, Blue Springs, MO with Chapman Farms. FARMS Discussion followed. VOTE ON FARM LEASE Chairman Johnson moved to approve the farm lease contract of WITH CHAPMAN FARMS Chapman Farms. Motion seconded by Commissioner Cowling and the motion carried unanimously. DISCUSSION OF Christine Cates presented the 2017-2018 Financial Statements as FINANCIAL STATEMENT of December 31, 2017, of the Land Bank. Discussion followed. EXECUTIVE SESSION Chairman Johnson gave the floor to City Attorney, Jackie Sommer, who read the Motion to Go into Closed Session. MOTION TO GO INTO At 3:12 P.M., Commissioner Johnson moved the Board go into an CLOSED EXECUTIVE executive session to discuss real estate matters pursuant to Section SESSION 610.021(2) of the Revised Statutes of Missouri and the minutes, votes and records of such session remain closed and that the Board stand adjourned at the conclusion of the session. Motion seconded by Commissioner Cowling and carried with the following votes: Bill Cowling – Aye Tracy Baldridge - Aye Jim Fairbanks - Aye Eric Johnson - Aye James May - Absent MOTION TO RETURN TO At 3:14 P.M., upon the Executive Session being adjourned, the REGULAR SESSION regular meeting was adjourned as well.
