Blue Springs Public Art Commission Minutes of the Meeting Fieldhouse Conference Room Wednesday, April 11, 2018 3:30 to 5:00PM Attending: Ramon Magee, Lawrence Randall, Jeff Carpenter, Greta Hoener, Barbara Landes, Kathe White, Eleanor Frasier, Justin Stuart Call to Order: Eleanor called the meeting at order at 3:30PM Minutes of the Meeting: Eleanor asked if there were any corrections to the March meeting. Hearing none, she declared the minutes were accepted as emailed. Updates/Discussion Grant Information 1. We have not received the grant from State Farm Foundation ($500) 2. The grant from Hallmark should be paid sometime in April ($400) 3. Eleanor submitted a grant request for $3900 to Truman Heartland Community Foundation to help pay for publication costs of “Public Art in Blue Springs”. The decision for this grant will be in October. Maintenance of Public Art Document. Kathe reported that we continue to work on this project. Contracts with Metalabs. 1. Contracts have been signed and cleaning of BattleCross and Restless Recovery can proceed. The cost of $425 for those pieces will be paid from Veterans Way Memorial funds. 2. According to the contract signed for restoration of “BlueSprings.Net”, we agreed to an annual contract with Metalabs to inspect and clean this artwork for three more years. This contract covers the cost of the first year, with a cost of $525. “The Ultimate Truth”. Eleanor reported that we have collected $4150 to date. She suggested that we use the Hallmark grant money to bring the total to $4550 of the $5000 goal. “Sundance”. Justin reported that Parks Staff had completed the project of re-installing the artwork in Railroad Lake. “Public Art in Blue Springs”. 1. Eleanor and Kathe met to determine any needed edits and verbiage changes in the document and they will continue with the plan of having these changes ready to insert in the document. Other needs relate to adding pages for each of the artworks in the “Capricious” exhibit, bringing the locations up to date, and adding information in the art display index. 2. Eleanor indicated that we would need to publish in June if we are to use the MACAA grant available for this project. Thanks to Parks Staff. Eleanor wrote a note to each of the Parks Staff who assisted in installing the artworks in “Capricious” and for creating the permanent concrete bases for the art. Rotary Club of Blue Springs. With Jeff’s assistance, Rotary has extended an opportunity for PAC to discuss public art. We suggested using the powerpoint program on Public Art developed by Kim Nakahodo and Greta volunteered to be the speaker for the program in July. “Public Art Commission Strategic Plan 2010” . This document was provided to each Commission member as a guide for our work. Eleanor stated that this was a community based effort to identify our short and long term goals. Ramon will provide the Task Force with copies for their discussion. Eleanor recommended that everyone become familiar with the document. “Capricious” 2018 Temporary Public Art Exhibit Status of DVD. 1. Justin reported that David is involved in editing the extensive filming of the artists and art installations. Discussion was that we would like to keep the DVD at 15 minutes and that we are available to assist David in this quest. Status of Brochure. 1. Justin reported that Parks has recently employed a new Marketing Manager and he has spoken to her about the project and what is needed. 2. Justin asked that the main concern was that we needed to have a logo designed by PAC which will also be used in the DVD. Greta will initiate a design plan and involve other PAC artists in this design. 3. It was noted that we would like to have the brochure available by the time of the Dedication (if not sooner). We will also use this brochure to inform BSSD teachers/students about the exhibit. Plans for Dedication 1. Eleanor reported that we plan to have the Dedication on Thursday, June 21 from 5:30 to 7:00pm and that she has asked that the Mayor deliver the welcome. 2. Discussion was where to have the Dedication. 3. Discussion was that we believe Will Vannerson (“Borbor 6.l”) and Andrew Arvantes (“Once Around the Block”) would be available to attend and give an artist response. 4. Kathe, Barbara and Greta will be involved in deciding the refreshments for the Dedication and work with Parks on arrangements 5. We will work with Parks Staff in providing seating and technical needs for the event. 6. We will confirm the program/speakers at the May meeting Reports 1. It was agreed that the two subcommittees would join into one Task Force to discuss plans for funding PAC, for strategic planning, and for art maintenance plans 2. Larry said that he was contacting BSSD South Art Teachers and Students for possible involvement in art maintenance, whether there was interest and what could be accomplished. 3. Ramon asked that we set time for reporting and discussion of the Task Force’s “plan to plan” on the May agenda. Planning Ahead 1. Eleanor said she wanted to keep on the agenda our need for an informational flyer on art works at Adams Pointe Conference Center and Adams Point Golf Club as this is a destination point for five pieces of public art. 2. Eleanor reported that a grant proposal had been submitted to Truman Heartland Community Foundation for “An Illustrated History of Blue Springs In Time” and that PAC is one of the six organizations committed to the project if it is funded. 3. 2019. Call to Artist will be discussed at the June meeting. 4. 2020 Call to Artist. We need to continue to think about how to celebrate the event of our 20th anniversary. While several ideas have been discussed, none has been approved. Other 1. Justin reported that we will have a new Council Liaison starting in May. We appreciate the interest and support of Jerry Kaylor who was the Council Liaison for 2017-18 appointment. 2. Greta reported that she had visited Centralia IL recently and noted the stark difference of visiting a city with no public art and our Blue Springs community where public art provides a welcoming venue. Discussion was that PAC has made a difference in identifying our City as a place which uses public art to frame the nature and values of the community. Adjournment.
