CITY OF BLUE SPRINGS, MISSOURI MINUTES OF LAND BANK MEETING APRIL 15, 2019 A meeting of the Land Bank of Blue Springs, Missouri was held on Monday, April 15, 2019 at 3:00 p.m. in the Administration Conference Room of City Hall , 903 W Main Street, Blue Springs, Missouri with Chairman Johnson presiding. COMMISSIONERS IN Eric Johnson Tracy White Baldridge - ABSENT ATTENDANCE James May Jim Fairbanks Kirk Sampson Also present were Staff Liaisons Christine Cates; Chris Sandie; Tom Cole; Karen Van Winkle; Lance Dillenschneider, Realtor; and Board Secretary Julia Porter. CALL TO ORDER Chairman Johnson called the Land Bank meeting to order at 3:03 p.m. APPROVE BOARD Commissioner Fairbanks moved to approve the minutes of the March MINUTES 18, 2019 meeting of the Land Bank of Blue Springs. Motion seconded by Commissioner May and carried unanimously. LAND BANK Christine Cates presented the Land Bank Quarterly Financial QUARTERLY FINANCIAL Statements for the Second Quarter of Fiscal Year 2018-19. The STATEMENTS Financial Statements are attached to these minutes . EXECUTIVE SESSION At 3:04 p.m., Commissioner May moved that the Land Bank go into closed session pursuant to Section 610.021, subparagraphs (1) and (2) , Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel including litigation and real estate, and that any minutes, documents and other records discussed or taken during the closed session remain closed , and that this body stand adjourned at the completion of such session . Motion seconded by Commissioner Fairbanks and carried with the following votes: White-Baldridge - ABSENT Fairbanks - Aye May-Aye Johnson - Aye Sampson - Aye Eric Johnson, Chair

COMMISSIONERS IN Eric Johnson Tracy White Baldridge ATTENDANCE James May Jim Fairbanks Kirk Sampson – Arrived at 3:07 p.m. Also present were Staff Liaisons Christine Cates; Chris Sandie; Tom Cole; Karen Van Winkle; Lance Dillenschneider, Realtor; and Board Secretary Julia Porter. CALL TO ORDER Chairman Johnson called the Land Bank meeting to order at 3:00 p.m. APPROVE BOARD Commissioner May moved to approve the minutes of the February 19, MINUTES 2019 meeting of the Land Bank of Blue Springs. Motion seconded by Commissioner White-Baldridge and carried unanimously. BOARD DISCUSSION – Board Secretary Julia Porter presented the results of the 2019 Farm 2019 FARM LEASE BID Lease Bid Opening held on Thursday, March 14, 2019 at 2:00 p.m. RESPONSES The bid responses are attached to these minutes. APPROVAL OF FARM Commissioner Fairbanks moved to approve a Farm Lease with LLS LEASE FOR PARCELS Chapman Farms, LLC in the amount of $ 10,087.00 for the following 2017-03, 2017-04, parcels: 2017-05, AND 2017-06 • 2017-03-41-700-03-03-00-0-00-000 • 2017-04-54-100-02-03-00-0-00-000 • 2017-05-54-200-01-08-00-0-00-000 • 2017-06-54-200-04-10-00-0-00-000 Motion seconded by Commissioner May and carried unanimously. A copy of the Lease is attached to these minutes. APPROVAL OF FARM Commissioner May moved to approve a Farm Lease with LLS LEASE FOR PARCEL Chapman Farms, LLC in the amount of $ 181.00 for the following 2014-05 parcel: • 2014-05-54-420-98-03-01-0-00-000 Motion seconded by Commissioner Fairbanks and carried unanimously. A copy of the Lease is attached to these minutes. LAND BANK REPORT Board Secretary Julia Porter presented The Land Bank Report 2013- 2013-2018 2018. The Land Bank Report 2013-2018 is attached to these minutes and is posted on the Land Bank’s webpage. EXECUTIVE SESSION At 3:14 p.m., Commissioner May moved that the Land Bank go into executive session pursuant to Section 610.021, subparagraph (2), Revised Statues of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel relating to real estate, and that any minutes, documents, and other records discussed or taken during the executive session remain closed, and at the conclusion of the executive session the Board shall stand adjourned.
