Minutes of a Regular Parks & Recreation Commission Meeting July 7, 2020 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, July 7, 2020 at the Fieldhouse. The Chairman called the meeting to order. George Deibert -- Present Parks Dept. Staff: Dennis Dovel Kathy Richardson – Absent Parks Dept. Staff: Justin Stuart Keith Hannaman -- Present Parks Dept. Staff: Mary Herrington Maureen Johnson – Present City Council Liaison: Galen Erickson -- Present Megan Johnson – Present Dena Duhon – Present Richard Mitchem – Present A motion was made by Keith Hannaman and seconded by George Deibert to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: Council member Jerry Kaylor thanked the Park Commission for his time serving as the City Council Liaison. He thanked all commission members for their time and dedication to the department and City. Dennis introduced Gabriel Mejia who will be joining the commission in August. Program/Activity Spotlight: None Finances: Financials were reviewed by Dennis. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: None City Council Liaison Report: None Old Business: Dennis reviewed updates regarding the Park Sales Tax. Things are going well at young Park. The tennis courts will be finished soon as we are waiting on the electrical control panel for the lights and then the surfacing can be complete. The small playground near the softball fields is installed and will have a protective netting added to guard kids from foul balls. A shade structure will also be added. The large playground is near completion. The space theme includes planets on the play surface and custom lighting. The shelter is complete, and we are waiting on turf to be installed in a few areas. Dennis talked in detail regarding the park site master plan studies. Due to Covid-19, the aquatics study is on hold. We anticipate regrouping to discuss the aquatics study soon. Dennis reviewed the plans the architects developed for both Southwest Park and Roscoe Righter park. There will be another public forum in late July that will be in held in person and well as online where the architects will provide their updated plans to the public and be available for comments and questions. New Business: Justin reviewed the fees and charges process. The fees and charges for the upcoming budget year were discussed with the budget committee. There have been no drastic changes to any fees and charges except for the addition of a parking lot attendant for tournaments at the Fieldhouse. All other programs, services and rental fees fall within the designated fees and charges ranges. During the fees and charges meeting, the budget committee recommended approval of the fees and charges submitted. A motion was made by Dena Duhon to approve the fees and charges and seconded by Megan Johnson. Miscellaneous: None As there was no further business, a motion for adjournment was made by Dena Duhon and seconded George Deibert. 1
