Minutes of a Regular Parks & Recreation Commission Meeting
November 7, 2023
A regular meeting of the Blue Springs Parks Commission was held on Tuesday, November 7, 2023, at the
Fieldhouse. The Chairman called the meeting to order.

A motion was made by Nick Brummel and seconded by Ken Horrell to accept the Consent Agenda. It passed
unanimously.
Visitors/Correspondence: None
Program/Activity Spotlight: Debbie Olinger presented on some of the many activities and programs at Vesper
Hall. One of the Holiday Meals is Thanksgiving Lunch. Staff anticipated around 300 people to serve during this
event. Some of the sponsorships of Vesper Hall are Oak Street Health, Medicare Agents, and Center Wells. This
year, the meals programs did very well. For Congregate Meals had over 15,000 served. Along with Home Delivery
Meals had over 12,000 meals delivered. Vesper Hall has Fitness classes, Painting classes, afternoon Dance classes,
and many more great activities for the seniors of our community.
Finances: None
Staff Reports: Staff reviewed their reports.
Parks and Recreation Commission Chairman’s Report: Keith Hannaman is going to a security conference to
learn more about security and safety in businesses and organizations.
City Council Liaison Report: Ron Fowler explained that Sheryl Morgan is the new Assistant City Administrator
and Erin Ford is now in Sheryl’s previous position as City Clerk.
Old Business: Dennis presented an update on the Blue Surf Bay Aquatics Center. The lobby, locker rooms and other
rooms are in the finishing phase with tile and painting ongoing. Ceiling grid is being installed in the locations called
out and all hard lids have been installed. The Indoor Natatorium shotcrete work on the warm water Lifestyle Pool
has begun. The final shot for it along with the lap pools walls is scheduled to take place Thursday, November 9,
2023. Once that is complete, final plumbing and electrical work will take place before the deck on the indoor pool
can be poured. For the Observation Deck there is an issue with the deck that is going to require the contractor to
remove the concrete and metal decking and reinstall it. This work should begin in the next couple of weeks and will
take approximately 5-6 weeks to complete.
New Business: None
Miscellaneous: The December park commission meeting is moved to December 12th due to the Mayor Christmas
Tree Lighting.
As there was no further business, a motion for adjournment was made by Tony Lopez and seconded by Ken Horrell.
