Minutes of a Regular Parks & Recreation Commission Meeting
August 6, 2024
A regular meeting of the Blue Springs Parks Commission was held on Tuesday, August 6, 2024, at the Fieldhouse.
The Chairman called the meeting to order.

A motion was made by Ken Horrell and seconded by Tara Johnson to accept the Consent Agenda. It passed
unanimously.
Visitors/Correspondence: Nick Tepesch introduced himself for his first park commission meeting.
Program/Activity Spotlight: Mary Herrington presented on MARC meal funding. She reviewed the number of
meals provided 2023/2024 and how it will compare moving forward now that the budget for this program is reduced
to limit meals. Staff is working to see where to fill in gaps so that there are no participants missed. OATS
Transportation is increasing rates, so city council is working on reallocating funds as this service is enjoyed by the
community.
Finances: None.
Staff Reports: Staff reviewed their reports.
Parks and Recreation Commission Chairman’s Report: Nick Brummel recognized parks and recreation staff and
park commission as a great team.
City Council Liaison Report: Councilmember Kaylor agreed with Chairman Nick and wished Jayla Coleman well
on her new career ventures as she is leaving her position with parks and recreation.
Old Business: Justin presented an update on Aquatics. He gave a membership breakdown of all the types that are
offered at Carson Ross Community Recreation Complex. Some of the positives that are going well are the great
response to Concessions and Sun Deck Bar, BSSD PrimeTime use of the pool has been enjoyed by their staff and
students, and communication with contractors has gotten significantly better. Things that are harder right now is the
wait times for admission on Tuesday/Thursday, keeping up with phone calls and inventory, and communications
with the public to ensure they know correct policy information. The outdoor pool hours will change starting August
20th Tuesday-Friday 4pm-7pm, Saturday-Sunday 12pm-6pm. Final Day of outdoor pool is September 2nd Labor Day.
Keystone Park playground continues construction.
New Business: Justin presented the park commissioners with the Boards: Commissions Rules of Procedures. Park
Commissioners signed agreement understanding the rules and procedures.
Justin then discussed some of the FY 2024/25 upcoming projects. Blue Springs Park shelters will be renovated.
Hidden Valley Park Turf Infields will be updated. Pink Hill Park Shop will be renovated. An update to the Parks and
Open Space Master Plan.
Miscellaneous: Justin explained that the park commission meeting date has consistent issues throughout the year
being on the first Tuesday of the month. Staff and commissioners discussed some different date options. At the
September meeting this will be discussed again for final decision. The September meeting has been moved to
Tuesday September 10th.

As there was no further business, a motion for adjournment was made by Ken Horrell and seconded by Tara
Johnson.
