Minutes of a Regular Parks & Recreation Commission Meeting
September 10, 2024
A regular meeting of the Blue Springs Parks Commission was held on Tuesday, September 10, 2024, at the
Fieldhouse. The Chairman called the meeting to order.

A motion was made by Ken Horrell and seconded by Tony Lopez to accept the Consent Agenda. It passed
unanimously.
Visitors/Correspondence: None.
Program/Activity Spotlight: Mary Herrington presented on The Green Up The Blue. She reviewed the number of
volunteers, totaling 130, and the results of the event. It was discussed how to make registration easier for the next
community clean-up day which is scheduled for May 17th, 2025.
Finances: None.
Staff Reports: Staff reviewed their reports.
Parks and Recreation Commission Chairman’s Report: Chairman Nick was very happy with the Green Up The
Blue participation and results.
City Council Liaison Report: None.
Old Business: Justin presented an update on the Fieldhouse and Blue Surf Bay. He gave a breakdown of
memberships, day passes, and expenses. Some of the positives going well are the good response to the bar and
concessions, two after hour rentals that went well, Primetime and BSPR utilized the facilities, and punch list and
warranted items. He also went into detail about the negatives such as, part time wage expenses, serving the needs of
the community better, hour adjustments/shortened schedules with low attendance, and lifeguard adjustments.
New Business: Justin discussed the departure of the current occupant of the coffee shop and went into further details
about the potential new vendor.
Justin went into further detail about the customer service training some departments of the city are participating in.
He hopes this will be in place by Summer 2025.
Justin then discussed some of the FY 2024/25 upcoming projects. Adams Dairy Golf Course clubhouse will be
renovated. Burris Old Mill parking lot lights will be updated. Ward Park restrooms will be renovated. An update to
the Parks and Open Space Master Plan. The winterizations for the outdoor pool and splashpad are set for October 1st.
Justin gave an update on Keystone Park. The ribbon cutting is set for Monday, September 30th and more details for
that event will be provided later.
Miscellaneous: Justin explained that the park commission meeting date for October would be too soon. Staff and
commissioners discussed some different date options. Staff and commissioners agreed to cancel the October
meeting. The November meeting has been moved to Tuesday November 5th, 2024.
Justin went into detail about the North Pole trail at Rotary Park which will begin after the mayor’s tree lighting
ceremony in December.

Justin presented the park commissioners with the Boards: Commissions Rules of Procedures to those who did not
attend last month’s meeting. Park Commissioners who had not signed yet, signed the agreement understanding the
rules and procedures.
As there was no further business, a motion for adjournment was made by Tara Johnson and seconded by Ken
Horrell.
