Blue Springs Public Art Commission Minutes of the Meeting Thursday, January 12, 2017 Fieldhouse Conference Room 3:30 to 5:00PM Attending: Ramon Magee, Greta Hoener, Barbara Landes, Kathe White, Eleanor Frasier, Kim Nakahodo, Steve Willman Call to Order. The meeting was called to order at 3:30PM Minutes of Meeting. The minutes of the November meetings were approved as emailed. (Note: no December meeting) Updates/Information. Artwork Installation. 1. “Breath”. Steve reported that we are set to install “Breath” at 10AM on Tuesday, January 17. Parks staff will remove the sculpture at 9AM at Adams Pointe Conference Center and then take it to BS Library South. Eleanor asked Larry to be PAC representative to directionally set the artwork. The library staff will be attending the installation. Kim reported that the Library was interested in having a Dedication but no date set. 2. “The Ultimate Truth”. Steve reported that this artwork will be placed at Adams Pointe Conference Center soon, hopefully on Tuesday, in the same location as “Breath”. a. Eleanor said that we would be fundraising for “The Ultimate Truth” this spring, probably beginning in April. We have $1000 donation from Blue Springs Art League to begin the project of collecting $5000. b. Discussion was that the location was a temporary placement as we hope to have a permanent installation in front of City Hall. Due to the renovation taking place, time is not certain and we have not yet gotten approval to place it there. Plaque Information 1. “OH!”—Eleanor presented the plaque which she picked up from MVP Awards. She asked Steve to have Parks install when convenient. a. Discussion was that we would like a re-dedication of the artwork, sometime in the Spring. Eleanor asked Barbara to chair the plans for that event which will involve selecting a date that coincides with a time Carolyn and Ron Gordanier are available and OPI is available. b. There are only 10 names on the plaque but we need to invite others, so we probably will have some 30 invitations to send. We suggested a printed invitation similar to those we used in past dedications (photo and invitation) and mailed to invitees. The place for reception will be determined by Barbara. Kathe offered to assist in plans. c. It was suggested that we have Certificates of Appreciation for the Gordaniers and OPI for their contribution to this restoration and to give out at the Dedication. Kim has the template for the certificates so we need to let her know who and what to say. 2. “Mother and Child”. We looked at the new plaques for “Mother and Child”. Eleanor presented to Steve to have Parks install when convenient. She thanked Steve for cleaning up the mother and child figures of the artwork. It is unknown at this time if we will have any additional repair/painting of the stucco of the base and if so we will need to select the paint color. 3. “Breath”. Kim has designed the plaque and we have the artist signature so the next step is to order the plaque so it is in place by the time of Dedication. 1 4. “From East of Here” and “Tumbleweeds” are both artworks of Karl Salitar. It was decided that we would have one plaque, to be placed in the area of “From East of Here” that designates the artist, the artworks, and the date installed. Eleanor will ask Karl Salitar for his signature and will provide Kim with necessary information for the plaque 5. “Sundance”. It was decided that we need two plaques to identify this artwork, one on each side of the Railroad Lake so the plaques can be seen by trail walkers or those visiting the park for special events. Eleanor will contact Cecilia Lueza to start the plaque process 6. “Subdued Radiance”. We agreed we needed a plaque for this artwork. Eleanor will initiate plans for the artist signature and arrangements for plaque design. 7. Other: We discussed that we do not have permanent plaques for Nicole Beck’s two artworks and that we will decide this at a later date. We also discussed whether to have plaques on the chimney swift towers and this will be a discussion point at a later date “Remnants Restored” 1. Eleanor asked Cindy Miller for a status update on fundraising and any plans for Dedication. Kim reported that Pam Wheeler has taken the role of Downtown Alive Executive Director and will be responsible for this project 2. Kim said that DTA needed to raise an additional $7000 and that they expected a Dedication later in the year. We felt early fall might be a good time and would provide more opportunity to get additional donors and to get plaques with all donor names included. 3. Kim reported that Missouri Main Street will be highlighting the successful placemaking for Blue Springs downtown area public art and murals. “Selfless”. 1. Eleanor, Kathe and Barbara met with Chief Steve Westermann in December. At that time they discussed the possibility of CJCFPD having a mockette made to use as a fundraising method for payment of “Selfless”. 2. Ramon explained what would be involved and suggested that the $200 per mockette proposed by Brandon Crandall was a reasonable price for creative design. The mockettes would be sold to donors for $500 each if CJCFPD decides to initiate this plan. “BlueSprings.Net”. 1. Steve stated that he had just completed the contract arrangements for the restoration of “BlueSpring.Net” and we have legal approval to go forth with signoffs by City Administrator Eric Johnson and the Metalabs personnel. Thanks to Ramon for all his work with Meg Zahner and staff, with Alexander Tylevich, and for advice to Eleanor and Steve about how to go about this restoration plan. Eleanor presented him with a book for his assistance. 2. We expect that restoration will take place in late Spring when weather is more appropriate for the project. To Do Plans for 2017-18—What We Hope to Accomplish 1. “Public Art in Blue Springs”— a. Kim reported that she hasn’t had sufficient time to devote to the project as she wanted but that she hopes to continue to do work so that we can publish soon b. Eleanor said that she had submitted for the MACAA grant for $1000 for this project and would like to submit for a monthly MAC grant using this money as the required match. Kim will provide necessary pdf information as needed for the proposal. Eleanor thought we might do this in March. 2 c. She is also planning to submit for a similar grant from Truman Heartland Community Foundation for publication costs and needs a cost estimate for publication which Kim will provide. 2. Public Art Filing and Maintenance System a. Kathe provided additional information for what is needed to establish the proposed filing system that would organize all PAC files in one location (the small storeroom in Fieldhouse) She explained the proposed system of various color hanging files and folders and how the filing system would work. b. Eleanor and Kathe will work with appropriate staff to order the products needed to initiate the system and then to start the process. We appreciated Kathe’s work on this much needed filing system and look forward to implementation. c. Steve said that we have a four drawer file cabinet and a shelf to use for this project. d. Kathe asked everyone to look over the proposal and be prepared to assist as needed. 3. Public Art in the Public Schools –discussion deferred to next month due to time 4. Maintenance Needs of Public Art Assets—Megalabs has offered to provide this information at no additional cost, giving us suggestions on how often maintenance is needed, what is involved, who should do the maintenance and other related information about public art assets 5. Placement of “Tapped” and “Providence”—Eleanor and Steve will talk with Chief McCoy to determine Police Department interest in installing “Providence” as we previously discussed. Steve said Parks staff anticipates that they will install “Tapped” when time permits 6. Grant Proposals. Eleanor will write grant proposals for MAC and THCF. We expect grants from State Farm and Hallmark Foundation to assist in other expenses. 7. Re-Dedication of “BlueSprings.Net”. This will need to be discussed in the future as to the preferred date, who will sponsor, whether to invite the artist, and who will be invited to attend. 8. Reinstatement of CAFÉ for 2018. We need to reinstate and pay for contracting CAFÉ for the 2018 Call to Artist. 9. Call to Artist. We need to decide on theme and the Call to Artist for the 2018 temporary public art project. We have discussed having whimsical artworks to be temporarily placed along Adams Dairy Parkway in a method similar to a sculpture park. Eleanor provided information about the St. Joseph Call to Artists for their Sculpture Walk and suggested we take a look at what they are doing and see if anything is of interest. Ramon suggested we re-think the schedule for selecting and then installing the art since it takes longer if the artwork is created (ex: Brandon Crandall’s work was not installed until May) 10. Planning for 20th Anniversary of BS PAC -- which would be the year 2020. Next Meeting: Thursday, February 9 in Fieldhouse Conference Room at 3:30pm. 3
