Minutes of the Meeting
Thursday, August 10, 2017
Fieldhouse Conference Room
3:30 to 5:00PM
Attending: Ramon Magee, Lawrence Randall, Barbara Landes, Kathe White, Eleanor Frasier,
Justin Stuart, Kim Nakahodo, Jerry Kaylor, Visitor: Jeff Carpenter
Call to Order. Eleanor called the meeting at 3:30. Justin Stuart was introduced as the Assistant
Director of Parks and Recreation and our Parks liaison member. Welcome Justin.
Minutes. The minutes were corrected with additional corrections: pg. 2, line3 should read: “in a
space we think it is more likely to be safer than a park,…” and p. 2, line 28 should read: “ We
were very encouraged for….”
“Capricious”
1. Submissions. We have six submissions to date, but two are for interior art so not acceptable.
The Call ends September 18 so there is a lot of time to receive applications.
2. Art Sites. Ramon, Larry and Randy chose six sites for possible placement and made photos.
As stated in the Call, we need to have the photos on the City website for artists to see. Kim
will arrange.
3. Selection Panel Meeting. After discussion, there were several changes from previous
planning.
a. Jurors: Sharon Hammond (BSAL), Ramon Magee (PAC), Randy Cooper (Parks) are all
committed. We need two outside jurors: Ramon will check on Sean Kelley (Metalabs) and
Larry will check on Christy Cater (former BSSD art teacher). If she is unavailable, Ramon
will check with Stefan Hodes.
b. Date of Selection Panel: Tuesday, September 26 in Fieldhouse Conference Room.
Jurors and PAC members and liaisons will meet to make final decision of the four artists and
alternate artist.
--Refreshments: Kathe and Barbara will arrange for morning refreshments and lunch
--Schedule: will start at 9:00 and end after lunch, around 1:30
c. As information is finalized, Eleanor will provide to PAC
4. Phone Interviews: Selected artists will be interviewed at our regular meeting on Thursday,
October 12 in the Fieldhouse Conference Room, but meeting will be from 3:00 to 5:00.
Tour of Zahner Company headquarters on Wednesday, September 13
1. We have been invited (hosted by Sean Kelley) to visit the Zahner headquarters. Metalabs
who did the restoration of “BlueSprings.Net” is a part of Zahner. After the tour, we will
discuss the restoration and other topics related to art maintenance.
2. Address: 1400 E. 9th Street, KCMO 64106. No open toed shoes are allowed for tour.
3. Attendance: Ramon, Jeff, and Kim will attend but drive themselves. Barbara, Kathe,
(possibly Libby) will carpool with Eleanor. Justin is checking to see if available. Jerry and
Larry are out of town and cannot attend.
4. Ramon arranged for the tour and reported that the opportunity to visit is very worthwhile.

“Public Art in Blue Springs” booklet. Kim gave a status report that she is still working on the
publication and hopes to complete in fall. We recognize the difficulty of time and resources
to complete this task and appreciate all that Kim does for us.
Information/Updates.
1. “Breath” Plaque. Kim provided and PAC approved the design of the “Breath” plaque.
Eleanor has selected a 12” x 8” gray plaque with black lettering from MVP.
2. “Moving the Stars”. There needs to be some minor repairs on the sculpture as well as surface
maintenance to improve the surface color. Discussion was whether to do this work before or
after it is moved to the tiny pocket area directly across the street where it is currently
residing. Eleanor will check with artist Spencer Schubert as to best decision. Randy Cooper
will landscape area as well as move artwork to the new site once we decide above.
3. “The Ultimate Truth” flyer. Eleanor plans to send the flyer and donor letter in August to our
donor listing and any new potential donors. Kim will provide the updated flyer for the
mailing.
4. Maintenance of Public Art Documents. Kathe and Eleanor have met and started this process.
5. Grant Status from State Farm Foundation. The $500 grant has been approved but not
received.
6. Update on fundraising and community involvement plans. No report
Other Business
1. Change of Meeting Time. It was decided that beginning with the November meeting, we will
meet on the second Wednesday of the month from 3:30 to 5:00 in the Fieldhouse Conference
Room.
2. City Budget. Kim reported that the proposed budget will reduce her unit as Asia Jones
position will not be retained. This will affect Kim’s time and resources for PAC
programming. The PAC budget amount is expected to be the same as previous years. The
recycling project is scheduled to be closed by October 1 (for which there was great angst
expressed by PAC citizens).
3. Dedication of “Remnants Restored”. Kim reported that the date of Dedication is Thursday,
October 19; time uncertain. Plans for Dedication of the two artworks are underway. It is
hoped that the Historical Society’s Train Depot will be the place for program and
refreshments. The two artists will be contacted to attend (or send artist statements). The end
of August is the cutoff date for donors to be listed on the plaques. Kim will design the
plaques and Randy will install.
