Public Notice City of Blue Springs, Missouri Community Development Block Grant 2017-2022 CDBG Consolidated Plan 2017-2022 CDBG Citizen Participation Plan 2017-2018 CDBG Annual Action Plan The City of Blue Springs is presenting the 2017-2022 Consolidated Plan, 2017-2022 Citizen Participation Plan, and 2017-2018 Annual Action Plan for public review and comment. The draft plans are available for a 30-day public comment period beginning Saturday, June 24, 2017 and ending on July 24, 2017. The purpose of the public comment period is to allow the public to review each plan and submit comments prior to final drafts being submitted to the City Council for approval. The public is encouraged to review and make public comments, or attend the public hearing, including organizations that provide assistance to low-moderate income residents and individuals who may be homeless or at risk of becoming homeless, public housing agencies, residents of public and assisted housing developments, and low-moderate income residents. The 2017-2022 Consolidated Plan and 2017-2022 Citizen Participation Plan cover the 5- year period beginning October 1, 2017 and ending September 30, 2022. The Consolidated Plan provides the framework for the planning process that will be used by the City to identify housing, homeless, community, and economic development needs and resources. The Consolidated Plan also includes a list of goals tied to the needs identified through the planning process, as well as goals approved with the Assessment of Fair Housing. The City is proposing 5 goals to guide the use of CDBG funds for the next 5-year period, including: redevelop Downtown Blue Springs; provide financial assistance to low-moderate income households in purchasing and repairs; reinvest in existing low-moderate income neighborhoods through infrastructure, park, and economic improvements; provide support to public service agencies that benefit low-moderate income persons and areas; and encourage a diversity of housing options in Blue Springs. The Citizen Participation Plan outlines the City’s policies and procedures for citizen participation in the development of the Consolidated Plan and Annual Action Plan, the review of performance reports, and the review of substantial amendments to any approved documents. The 2017-2018 Annual Action Plan covers the 1-year period beginning October 1, 2017 and ending September 30, 2018. The Annual Action Plan describes the specific CDBG programs and activities that the City will undertake during the program year. The City has received an allocation of $221,291 for the program year and is proposing to expend the allocation on the following activities: $60,000 for low-moderate income housing improvements (Minor Home Repair Program); $5,000 for low-moderate income area commercial rehabilitation (Commercial Façade Grant Program); $20,000 for public services that benefit low-moderate income areas (Downtown Alive); $5,000 for public services that benefit low-moderate income clientele (Fieldhouse Recreation Passes); $57,000 for slum and blight area acquisition and demolition; $45,000 for low-moderate income housing assistance (First Time Home Buyers); and $29,291 for general administration of programs and plans. Final drafts of each plan will be presented to the City Council at a public hearing. At the public hearing, the City Council will open the public hearing, receive public comments, close the hearing, and accept each Plan as submitted or with changes.
