1 Blue Springs Public Art Commission Minutes of the Meeting Wednesday, May 9, 2018 Fieldhouse Conference Room 3:30 to 5:00PM Attending: Ramon Magee, Lawrence Randall, Greta Hoener, Barbara Landes, Kathe White, Eleanor Frasier, Justin Stuart, Dale Carter. Guests: David Watson, Arley Hoskin, Miranda Austerman Call to Order: Eleanor called the meeting to order at 3:30pm. The Commission welcomed back Dale Carter as the new City Council liaison appointee. Acceptance of Minutes. Hearing no corrections or additions, the minutes of April meeting were accepted as emailed. Updates/Information Public Art Information to Riverside Parks Department. 1. Eleanor, Justin, Kathe and Greta met with Noel Challis, Capital Projects and Parks Manager for the City of Riverside, to discuss Blue Springs public art program and give informational guidance to Riverside who is considering implementing a public art program, and especially a commissioned artwork. As of this year, we have assisted Liberty, Independence and Riverside with questions about how public art benefits the City with cultural identification. Status of “The Ultimate Truth”. Eleanor reported that we have collected $4250 for this artwork. Grant Information. 1. Two grants have been approved but monies not collected. Justin is checking if the State Farm Foundation check ($500) and Hallmark Foundation check ($400) has been received. 2. MACAA has approved a grant of $750 which will go toward the costs of the “Capricious” brochure. “Public Art in Blue Springs” booklet. 1. Kathe and Eleanor continue to edit and secure information about artists and artworks so we can arrange to publish this document. Discussion was the need to work closely with Miranda for final plans and printing. Public Art Maintenance. 1. Eleanor provided an article where another City has experienced the difficulty of paying for art maintenance and that this issue is becoming more important to have early identification of need and funding for same. Presentation to Blue Springs Rotary. Greta has agreed to represent PAC in a presentation about public art to Rotary. Veterans Way Memorial. 1. Mayor Ross had requested a bench be placed in the Memorial. When funds were given to the Memorial in memory of Mike Leap, long time Blue Springs businessman and Vietnam veteran, it was decided to arrange for a bench in his name. 2. Rick Howell, landscape architect for the Veterans Way Memorial, and Roscoe Righter are assisting in plans for purchase and placement of a park bench. Discussion was about which bench was preferred. 3. The Mayor will be asked for his input before any decision is made. Additional funds will be needed to purchase the bench and the plaque to be placed on the bench as the cost of the bench is around $2000 and we have $1000 in donations. 4. Discussion was how to increase funds for Veterans Way Memorial and a suggestion was that PAC develop information that we could provide to funeral directors who might then share with anyone wanting to request donations in lieu of flowers or instead of other non-profits. This was the basis for the Leap donations. “Capricious” Eleventh Temporary Public Art Exhibition 1. Brochure. a. Arley provided a sample mockup of the proposed brochure and discussion was about any additions or changes before printing. b. Justin reported that the cost was $266.70 for printing 500 copies but there is also an option to arrange for automatic printing of names and addresses and postage. c. Discussion was about People’s Choice balloting on the website. Miranda will assist in placing this for viewing and tabulation. 2. DVD. 2 a. David Watson has been editing the film and photos of the installation of the four sculptures for this exhibit. Discussion was about the various clips and the documentation of the installation and artist interviews. 3. Dedication a. Place. Justin reported that the Adams Pointe Golf Course Clubhouse was available for the Dedication and Reception. b. Date and Time. The Dedication will be Thursday, June 21 from 6:00 to 7:30. c. Program. Mayor Ross has been contacted and plans to give the Welcome. PAC will contact the artists to see who can attend and plan the program around that information d. Reception. Kathe, Barbara and Greta are planning the reception refreshments and Parks will be the sponsor e. News Releases/Publicity. Miranda to provide publicity about the art, artists and the dedication event. f. Temporary Plaques. Justin reported that Randy is preparing temporary plaques to be placed near the artworks. e. Other. We want to have some photos of the artworks enlarged and placed in the reception are to show the art and to encourage first hand viewing. Justin will look into this. Public Art Task Force (combination of Task Force and Maintenance Committees) Art Maintenance. 1. Larry, Greta, Kathe and Barbara have been visiting the various artworks and deciding the nature of maintenance needed. Larry has discussed with Blue Spring South art teachers our desire to involve high school students in this activity so they get first-hand experience in art maintenance as well as learn about public art. Public Art Task Force 1. Ramon provided a powerpoint presentation outlining the plans and timelines for future work in strategic planning, funding, and programming of public art There being no further business or discussion, the meeting was adjourned at 5:00pm. Next Meeting: Wednesday, June 13 at 3:30 in Fieldhouse Conference Room.
