Mission Statement of BS PAC Commission
To acquire, maintain and display works of art at sites
within the boundaries of the City of Blue Springs.
(Per Bill # 3232 Ordinance 3334, dated 9/06/2000 )
Mission Statement of BS PAC Task Force
To develop a Strategic Plan for the Blue Springs Public Arts Commission which
includes advancing community awareness and support. This strategic plan will
boost the commission’s financial sustainability and operating capacity in order to
fulfill its original mission well into the future. The plan will be defined by March 15,
2019 with full implementation by March of 2022.
Meeting Objective:
Primary: artwork maintenance report, maintenance policy update, ID actionable
artwork maintenance, mantra adoption, next meeting dates.

SUMMARY
1 The meeting was called to order at 9:05 am.
2 With no addendums offered, the last meeting minutes of
June 18th was approved.
3 Ramon talked about his discussion with the City of Blue Ramon
Springs budget department. Two BS PAC reserve fund
balances exist, a designated fund and a non-designated
fund exist. The designated fund expires when fully drawn
down. The other is funded dependent on unspent BS
PAC operating funds carried over year over year. This is
very unlikely to occur based on current city funding levels.
4 Larry and Greta provided an update of the Blue Team’s Larry /
nearly complete inventory and condition status of all Greta
public artworks. To date four artworks with actionable
tasks were identified. They are Moving the Stars, Mother
and Child, Quasarc and Jet Stream. The Blue Team will
document the maintenance needs into the policy
document currently being drafted.
5 Justin was asked to have Randy review “Quasarc” dirt Justin
filling/sod, maintenance needs to determine if Parks can
take care of this task. Randy is to be asked if Parks still
has the Mother and Child Shipping container in storage.
Shipment to the artist may be needed.
6 Ramon discussed the status of a policy document in Ramon
progress that is the basis for formalizing the volunteer and
other artwork tasks policy. The current document’s
outstanding issues are: 1) method of documenting current
and historical data of maintenance, 2) purchase and
storage of tools and cleaning chemicals with access for
use.
7 a) Since no dbase capabilities exist it was agreed that Justin
the Task Force will be documenting current and Ramon
historical data using Excel. A duplicate BS Parks Larry
Department copy shall be provided for their server.
b) Purchase of all tools, safety equipment and
cleaning chemicals shall be covered from BS PAC
operating funds.
c) Storage of all tools, safety equipment and cleaning
chemicals needs to be accessible on weekends.
Parks storage is not practical. The Field house is
the most practical location. Justin will look into
available space of a file cabinet in which these

d) Prior to final policy document completion each of
the above requirements must be finalized.
8 Ramon reviewed a bound document for use by the task Ramon
force members to make business/personal/organization
calls seeking volunteer help, donations, and grants that
will assist us in fulfilling our mission statement. Ten
copies exist for distribution on request by a task force
member. The members requested that a pdf copy be
distributed in the interim.
8 Ramon asked for comments and suggestions for Greta
additional mantras for our future use. The mantra Kyle
“SPRING FOR ART” suggested at the last meeting was Ramon
adopted as the final selection. Ramon suggested that this
mantra be enhanced with some form of art integrating the
mantra for our use.
9 New Business – A summary discussion of the BS PAC Ramon
booth space at the “Corks and Canvas” event has voiced.
Relative to our task force, this was an opportunity to
extend public art information and to gather public
comments about their experiences interacting with the
public art. Several handouts we available for the public
and a donation “jar” for public art maintenance was
available.
10 Ramon will contact Christine Cates to create a GROW
BLUE SPRINGS fund for PAC titled “SPRING FOR ART
MAINTENANCE FUND”, funds collected at the “Corks
and Canvas” event. Ramon will find out the correct
deposit method to move these funds into this account.
11 Next meeting will be Monday July 9th, at 9 am. The Ramon
following meeting date is July 23rd, at the Field House,
Main Floor Conference Room location.
